Dear Mr. Patterson:
This correspondence constitutes a letter solicitation to create a Foreign Military Sales (FMS) subsumable contract for the remanufacture of five (5) of the Pratt & Whitney F100 Engine Modules under the Pratt & Whitney Captains of Industry Supplier Capability Contract (PW COI SCC) SPE4AX-22-D-0001 herein known as an “umbrella".
Terms and conditions of the PW COI SCC will apply to any resultant award of this solicitation.
Clauses and Provisions are incorporated and hereto attached as Enclosure 1.
Be advised that this requirement has been advertised in the SAM.gov website for viewing by the general public IAW FAR 5.201.
In reply, please reference solicitation number SPRTA1-23-R-0196.
This letter solicitation is issued for the purpose of establishing a subsumable contract for PW’s part numbers not currently captured under Pratt & Whitney Joint Opportunities Contract (JOC).
The Statement of Work (SOW) for this effort is included as Enclosure 2 of this letter. The Government hereby requests your company’s best pricing and delivery proposal for the requirements attached to this letter. The Government contemplates awarding this requirement as a firm fixed price effort under FAR 15 procedures.
This effort is intended to provide remanufactured engine modules to FMS partner nations and improve the turnaround time of remanufacture to meet customers’ requirements. To accomplish this, support from a single depot under the current United States Air Force (USAF) contract, to a regional depot network (RDN) that will encompass both a Contiguous United States (CONUS) and Outside Contiguous United States (OCONUS) depot in the European Command Area of Responsibility (EUCOM AOR), with the ability to expand to additional OCONUS depots in the future if required.
The population of items planned for the Basic Period (Years 1-3) and Options 1 and 2, as well as the CLIN structure for 10 years, including best estimated annual quantities and delivery schedules for both CONUS and OCONUS (Option 1 and 2), are identified in Enclosure 3 of this letter.
The BEQ’s provided for Option 1 and Option 2 are for informational purposes only and should not be proposed until requested by Letter of Intent at which time the BEQ’s will be revalidated.
Request that P&W initially ONLY propose on the BEQ’s for the Basic Period Year 1-3 – CEC Depot - Contractor Furnished Material, and Labor. OCONUS BEQs are “0” for the Basic Period.
P&W is required to provide certified cost or pricing information to support the offered prices for this action.
Estimated Timeline of Events:
1. 9/30/2023: Solicitation posted to SAM.gov.
2. 5/02/2024: Proposal for CEC Basic Period (Year 1-3) due.
3. 5/12/2025: Expected Award date.
• Pratt provide ROM for EUCOM depot prior to expected award date.
4. 5/12/2026: Contracting office will provide Letter of “Intent” to Exercise First Option in conjunction with Amended letter RFP containing updated BEQ’s for CEC and OCONUS depot. Amended letter RFP will lay out the plan for contractor to provide revalidation of unit prices for Years 4-6 for the CEC along with their proposal for the EUCOM depot.
*The First Option must be exercised 60 days prior to the expiration of the Basic Period even if the prices have not been fully negotiated. If the unit prices have not been fully negotiated 60 days prior to the Basic Period expiring and the First Option being exercised, then the updated unit prices will be retroactively applied to any orders placed after the Option is exercised.
Should it become necessary, this effort will provide a contracting vehicle for “contingency” support for USAF F100 engines.
Packaging, Transportation, Contract Data Requirements List (CDRLS), and Data Item Description (DIDs) are attached as Enclosure 4 of this request.
An expedient reply is requested. The formal closing date for the referenced solicitation is not later than 8 months after this letter is dated. Please email a copy of your proposal to Kristine Bruhwiler at kristine.bruhwiler@us.af.mil.
Thank you for your interest in supporting the mission at DLA Aviation.
Sincerely, Kris Bruhwiler Contracting Officer, DLA Aviation mailto:kristine.bruhwiler@us.af.mil
