GENERAL REQUIREMENTS
PART 1 - GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for “Construction” operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Addition & Renovation as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the Contracting Officer’s Representative (COR).
C. Offices of Triple C, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
D. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three weeks unless otherwise designated by the COR.
E. Prime Contractor Personal Minimum Requirements:
1. As Required in other parts of the Project Manual and Contract Requirements the following are minimum requirements:
a. The Superintendent shall be an employee of the Prime Contractor with authority to act as the contractor, responsible for the day-to-day operations at the construction site, planning, quality control, verification of delivery of approved material and equipment, subcontractor coordination responsibilities and execution of the complete project as per the contract documents.
1) The superintendent shall provide proof to the COR regarding completion of
30 hour OSHA.
2) Superintendent assigned to this project shall not be assigned to any other project and shall only have duties on one project at a time.
3) The Superintendent shall sign-in at the beginning of each day of work and
Sign-out at the end of the work day at the Office of Engineering Service. No work shall be performed by any contractors or subcontractors without the presence of the superintendent at the actual work site.
4) The Superintendent shall be responsible for submitting daily work logs to the COR at the end of every work day.
b. Site Safety and Health Officer (SSHO) shall be a separate qualified individual from the Prime Contractor’s Superintendent or CQC System Manager with duties only as the SSHO. See 01 35 26 SAFETY REQUIREMENTS for more information on roles and responsibilities for General Contractor’s staff.
c. CQC System Manager shall be a separate qualified individual from the Prime Contractor’s Superintendent or Site Safety and Health Officer (SSHO) with duties only as the CQC System Manager. See Section 01 45 00 Quality Control for more information on roles and responsibilities for CQC Personnel.

d. The Prime contractor shall provide services of a Project Manager whose responsibilities would include but not be limited to providing support to the Superintendent at the job site and shall be responsible for finance related tasks and scheduling.
F. Dig Permit
1. The contractor shall complete the VA dig permit with the COR and submit the Dig Safe notification prior to start of any excavation work.
G. Electrical Work Permit
1. The contractor shall complete the VA Electrical Work Permit with the COR and submit to the COR a minimum of 72 hours prior to start of electrical work within the facility.
H. Welding and Cutting
1. A daily Hot Work Permit is required and shall be coordinated with the COR. See Section
01 35 26, SAFETY REQUIREMENTS for additional requirements.
I. Contract Work Hours
1. Normal working hours are 700 am to 4:30 pm. Contractors who wish to work other than
“normal working hours” for work to be done during those hours must submit a written request to the Contracting Officer for approval. The request must state that the Contractor is requesting to work other than normal working hours at no additional expense to the Government. Such requests shall be coordinated with the COR and must be submitted to the CO five (5) working days in advance.
2. For certain aspects of work the Contractor shall be required to work off duty hours to perform that part of the work, for continued operations of the Medical Center. After duty hours and work shall be coordinated with and approved by the COR prior to commencement of work and must be submitted to the CO five (5) working days in advance.
a. Noisy demolition work, work at building entrances, electrical or other utility work necessary to pass within, above, traverse hallway corridors, temporary shutdowns of utilities for tie-in, hanging heavy steel, crane lifts, or other hazardous work over the top of occupied areas.
J. Contractor shall perform work in accordance with requirements of “ASHE Construction in a Healthcare Facility”.
K. Contractor shall provide Submittal Exchange®, Autodesk Build® and/or ProCore Project Site dedicated for this project, or approved equal (substitutions must be submitted with Contractor Bid), for the duration of the contract. Contractor will provide VA access to the site. Contractor will keep this site current and will use it for all submittals, RFIs, change documents, Record Drawing, electronic file management, and communication logs for the duration of the contract.
L. Contractor shall provide Infection Control Plan as required by Memorandum 111-40, Subj: VHA Directive 7715 Safety and Health During Construction dated April 6, 2017. Submit to COR for approval prior to the start of work.
M. Prior to commencing work, general contractor shall provide proof that an OSHA designated “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present. CP will have authority letter.
N. Per VA Directive 1085, smoking, vaping and smokeless tobacco are prohibited on the grounds of VA facilities, including in vehicles. This Directive applies to all Prime Contractor and Subcontractor employees.
O. A commissioning plan and Commissioning Manager(CxM) resume shall be submitted with contractor bids. The CxM shall work with the Commissioning Agent (CxA), who shall be a third-party entity outside of this contract, independently employed by the VA.
1. The CxM shall have been the principal CxM on at least three (3) comparable projects that have been completed within the previous five (5) years.
2. The CxM shall be certified by at least one of the following agencies:

a. National Environmental Balancing Bureau (NEBB)
b. AABC Commissioning Group (AGC)
c. Building Commissioning Association (BCxA)
3. Commissioning Services will be provided in accordance with the Department of Veterans Affairs Commissioning Process Manual. Prospective proposers shall review the Whole Building Commissioning Process Manual available on the VA Technical Information Library at http://www.cfm.va.gov/til/.
4. See section 01 91 00 – General Commissioning Requirements for additional requirements and information.
5. Covid-19:
a. Contractor is responsible for following current Covid-19 protocols as identified by the VHA, station, and CDC requirements. Coordinate with COR prior to arrival on site.
1.3 STATEMENT OF BID ITEM(S)
A. Contractor shall completely prepare project site for operations, including demolition and removal of existing site elements, and furnish labor and materials and perform work for the Veterans Affairs Gulf Coast Health Care System, Project 520-331, Construct Addition and Renovations to Joint Ambulatory Care Center, Pensacola, FL, Addition & Renovation as required by drawings and specifications. Period of performance is projected to be no greater than 540 calendar days.
The work will require construction of 11,731 sf of Addition onto the existing roof of a ~207,191 SF building. This includes the addition of a new chiller tower (CT-3) in the mechanical yard, and replacement of the water chiller (CH-3) and associated pumps in existing mechanical room 1B179. The programs that will be supported in this addition will support Phlebotomy and Laboratory Services and the Infusion Clinic. There is also ~92,000 SF of surface parking to be constructed in the existing grass areas in the parking lot. The existing building shall remain operational during the entirety of the construction project.
B. The construction shall be Phased as follows below. Each Phase shall be completed in its entirety, for all disciplines, from demolition to final punch-walk and acceptance by the VA, prior to the commencement of the subsequent Phase. The Contractor shall prepare and submit their own Phasing Plan along with the Interim Life Safety Plans and Construction Schedule, to show accommodation of these phases. Period of performance not to exceed 18 months for all phases. Phases 2A and 2B shall be completed concurrently with Phase 1. Two weeks minimum required between Phase 2A and Phase 2B to allow for traffic patterns and parking to be shifted.
1. Phase 1:
a. Perform all scope of work associated with “Area F” – the Phlebotomy, Blood Draw, Core Lab, Infusion Clinic, and Associated Spaces. Include all associated scope of work with Ahu-2-N being installed on the third floor mechanical space. Also include all scope of work associated with the installation of new Chiller Tower 3, in the existing mechanical yard, and replacement of water Chiller 3 (CH-3). Contractor to provide proposed phasing and construction timeline plan for review and approval by the VA.
2. Phase 2A:
a. Perform all scope of work associated with new parking lot areas A and C.
Coordinate any required shutdowns to adjacent parking lot areas with the COR – plan work to minimize the number of required shutdowns during operating hours.
Period of Performance not to exceed 6 months. Work to be performed concurrently with Phase 1.

Performance not to exceed 6 months. Work to be performed concurrently with Phase 1. Two weeks minimum required between Phase 2A and 2B to allow for traffic patterns and parking to be shifted.
C. Work includes general construction, alterations, and certain other items. Contractor shall provide services but not limited to furnish all supervision, labor, equipment, materials, and transportation necessary to accomplish work for the demolition, replacement, and construction as required by specifications and drawings, including basis of design established in 09 06 00
SCHEDULE OF FINISHES.
D. Electrical Work: Electrical work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project including materials and construction equipment to provide new electrical, communications and security systems to the new addition detailed by the construction drawings and specifications.
a. All new and existing systems within the Scope of Work shall be commissioned (or recommissioned) per Specification 01 91 00.
E. Provide access control for all the required doors, coordinate with the door hardware schedule for additional requirements.
F. Mechanical, Plumbing and Fire Protection Work: Work includes all labor, material, equipment and supervision to perform the required Mechanical, Plumbing and Fire Protection construction work on this project including provide materials and construction equipment as detailed by the construction drawings and specifications.
1. All new mechanical systems shall be addressable and controllable via the existing
Engineering Control Center (ECC) and HVAC Shop. The ECC system shall monitor space conditions and unit status and shall alarm the HVAC shop as detailed by the mechanical control drawings and specifications.
2. All controls, fire systems, security systems, etc. shall be an extension of the existing, in-place systems. Coordinate extensions and parts with the existing system manufacturers to ensure compatibility and continuity between existing and new parts of the whole system.
G. New Fire Protection systems shall be an extension of the existing systems per the construction drawings and specifications.
H. Contractor shall reconfigure existing plumbing piping and provide new plumbing piping and fixtures as required by the construction drawings and specifications.
I. Site Work: Site work includes all labor, material, equipment and supervision to perform the required hardscape and landscape construction work on this project including materials and construction equipment to provide new concrete walkways, planting beds, artificial turf, fencing, trees and additional landscape materials to the building addition detailed by the construction drawings and specifications.
1. Protection for existing plantings, trees and hardscape to remain shall be installed, maintained and enforced by contractor.
J. Inspections: Comprehensive Third-Party inspections, testing and written reports for all Divisions are required and paid for by the General Contractor. Contractor shall employ third party inspection consultants to perform all inspections required by this contract. All new and existing systems, including mechanical, electrical, plumbing, and fire protection, within the scope of work are required to be inspected.
K. All new and existing systems within the Scope of Work shall be commissioned (or recommissioned) per Specification 01 91 00.
L. ITEM I, GENERAL CONSTRUCTION: BASE BID – Work includes all work as described previously in item A. Including general construction, alterations, required grading and drainage for new parking lot(s), and removal of existing structures and other items as outlined in the contract documents.

Q. The construction period duration of 540 calendar days includes all pre-construction activity, construction, and post-construction testing, third-party inspections, Owner inspections, and commissioning. Contractor shall submit a comprehensive schedule of work in compliance with

1. Contractor shall submit and obtain approval for all project submittals including coordination drawings prior to beginning physical construction.
2. Contractor shall perform Commissioning of all new systems and existing systems impacted by the project according to requirements in sections:
a. 01 91 00 – GENERAL COMMISSIONING REQUIREMENTS.
b. 21 08 00 – COMMISSIONING OF FIRE SUPPRESSION SYSTEMS.
c. 22 08 00 – COMMISSIONING OF PLUMBING SYSTEMS.
d. 23 08 00 – COMMISSIONING OF HVAC SYSTEMS.
e. 26 08 00 – COMMISSIONING OF ELECTRICAL SYSTEMS.
f. 27 08 00 – COMMISSIONING OF COMMUNICATIONS SYSTEMS.
g. 28 08 00 – COMMISSIONING OF SECURITY SYSTEMS.
h. 33 08 00 – COMMISSIONING OF SITE UTILITIES.
3. A detailed commissioning plan is required to ensure that all systems are calibrated, programmed, and all graphic displays are accurate and approved by applicable VA staff.
1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.
B. Refer to specifications for installation requirements for each Division. Refer to drawings for estimated quantities and schematic layouts/locations. Contractor shall provide a complete, commissioned, functioning systems. Contractor shall provide all testing reports prior to the start of commissioning. This project will require night and weekend work, Renovation includes requirements for Testing and Balancing the HVAC for the existing and new systems configuration.
C. Refer to 09 06 00 SCHEDULE OF FINISHES for additional requirements and basis of design tables.
1.5 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B. Security Procedures:
1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.
a. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

2. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer so that escort arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.
3. No photography of VA premises is allowed without written permission of the Contracting Officer. Patients and staff are not to be photographed at any time.
4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of theCl Contracting Officer.
C. Key Control:
1. The General Contractor shall provide duplicate keys and lock combinations to the
Contracting officers representative (COR) for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action.
2. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installation. See Section 08 71 00, DOOR HARDWARE and coordinate.
D. Document Control:
1. Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”. Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting Officer upon request.
4. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting Officer.
5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.
6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
7. All electronic information shall be stored in specified location following VA standards and procedures using an Engineering Document Management Software (EDMS).
a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.
b. “Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.
1.6 OPERATIONS AND STORAGE AREAS (FAR 52.236-10)
A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting Officer, the buildings and utilities may be abandoned and need not be removed.
C. The Contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as
01 00 00 - 8 authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
D. Working space and space available for storing materials shall be as shown on the drawings.
E. Workers are subject to rules of the Joint Ambulatory Care Center (JACC) applicable to their conduct.
F. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.
G. Execute work so as to interfere as little as possible with normal functioning of the Care Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of Veterans Affairs in quantities sufficient for not more than two work days. Provide unobstructed access to Care Center areas required to remain in operation.
3. Where access by VA personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.
4. Work on areas outside the building and/or construction site during any given phase shall require off hours work, nights and weekends, to maintain continued operations of the JACC Medical Center. Work affecting areas outside the designated building and/or construction site (including bringing materials onsite) shall be scheduled with COR per
1.6 and shall be performed after normal work shifts including nights and weekends.
a. The work will have to be carefully planned and phased for minimal disruption to the
JACC Facility activities. Under no circumstances will any area of the building be shut down and all services must remain operational. Under no circumstances shall there be utility outages, including brief cutovers, anywhere on the campus without the express written consent of the COR. The contractor shall plan and forecast upcoming work which may disrupt normal operations or interfere with staff or patients and report these in the weekly meetings.
1) Contractor shall provide temporary services, including temporary Air
Handlers, Generators, etc.
a) See Construction drawings for temporary equipment location related to ahu-10.
b. It may be necessary to postpone or reschedule work to accommodate the needs of the Medical Center. All such time shall be included in the base bid and shall not be billable to the government.
H. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR. All such actions shall be coordinated with the COR or Utility Company involved:
1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.

I. Phasing:
1. The Medical Center must maintain its ongoing operation. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:
a. To ensure such executions, Contractor shall furnish the COR with a schedule of approximate dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such dates to ensure accomplishment of this work in successive phases mutually agreeable to COR and Contractor.
2. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc. to facilitate patient and staff access. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period.
3. Immediate areas of alterations not mentioned in preceding Subparagraph 1 will be temporarily vacated while alterations are performed.
J. Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m (seven feet) minimum height, around the construction area indicated on the drawings. Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches). Bottom of fences shall extend to 25mm (one inch) above grade. Remove the fence when directed by COR
K. When a building and/or construction site is turned over to Contractor, Contractor shall accept entire responsibility including upkeep and maintenance therefore:
1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specified.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from Contractor's employee or watchman.
L. Utilities Services: Maintain existing utility services for JACC Facility at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR.
1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of COR.
Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the Medical

Center Director’s prior knowledge and written approval. Refer to specification Sections 26
05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, 27 05 11
REQUIREMENTS FOR COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON WORK RESULTS FOR ELECTRONIC SAFETY AND SECURITY for additional requirements.
2. Contractor shall submit a request to interrupt any such services to COR, in writing, 2 weeks in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of the JACC Facility.
Interruption time approved by COR may occur at other than Contractor's normal working hours.
4. Interruptions such as utility interruptions/ closures of any system must be requested, in writing, at least 2 weeks prior to the desired time and shall be performed as directed by the COR .
5. In case of a contract construction emergency, service will be interrupted on approval of COR . Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
M. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, shall be removed back to their source. Those which are indicated to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces.
N. To minimize interference of construction activities with flow of Medical Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Wherever excavation for new utility lines cross existing roads, at least one lane must be open to traffic at all times with approval.
2. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the COR.
O. Coordinate the work for this contract with other construction operations as directed by COR.
This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF
ROADWAYS.
P. Construction staging area shall be level ground, and re-sod, and any damaged sprinkler heads in the staging area shall be repaired by the contractor. Staging area to be returned back to VA in existing condition prior to construction.
1.7 ALTERATIONS
A. Survey: Before any work is started, the Contractor shall make a thorough survey with the COR in which alterations occur and areas which are anticipated routes of access, and furnish a report, signed by both, to the Contracting Officer. This report shall list by rooms and spaces:
1. Existing condition and types of resilient flooring, doors, windows, walls and other surfaces not required to be altered throughout affected areas of the building.
2. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, venetian blinds, shades, etc., required by drawings to be either reused or relocated, or both.
3. Shall note any discrepancies between drawings and existing conditions at site.

4. Shall designate areas for working space, materials storage and routes of access to areas within buildings where alterations occur and which have been agreed upon by Contractor and COR.
B. Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of COR, to be in such condition that their use is impossible or impractical, shall be furnished and/or replaced by Contractor with new items in accordance with specifications which will be furnished by Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause entitled "DIFFERING SITE CONDITIONS" (FAR 52.236-2) and
"CHANGES" (FAR 52.243-4).
C. Re-Survey: Thirty days before expected partial or final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. The Contractor shall furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces as compared with conditions of same as noted in first condition survey report:
1. Re-survey report shall also list any damage caused by Contractor to such flooring and other surfaces, despite protection measures; and, will form basis for determining extent of repair work required of Contractor to restore damage caused by Contractor's workers in executing work of this contract.
D. Protection: Provide the following protective measures:
1. Wherever existing roof surfaces are disturbed they shall be protected against water infiltration. In case of leaks, they shall be repaired immediately upon discovery.
2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled and equipment moved and/or relocated.
3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed.
1.8 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
1. Reserved items which are to remain property of the Government are noted on drawings or in specifications as items to be stored. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by COR.
2. Items not reserved shall become property of the Contractor and be removed by Contractor from the facility.
3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.
4. PCB Transformers and Capacitors : The Contractor shall be responsible for disposal of the Polychlorinated Biphenyl (PCB) transformers and capacitors . The transformers and capacitors shall be taken out of service and handled in accordance with the procedures of the Environmental Protection Agency (EPA) and the Department of Transportation (DOT) as outlined in Code of Federal Regulation (CFR), Titled 40 and 49 respectively.
The EPA's Toxic Substance Control Act (TSCA) Compliance Program Policy Nos. 6- PCB-6 and 6-PCB-7 also apply. Upon removal of PCB transformers and capacitors for disposal, the "originator" copy of the Uniform Hazardous Waste Manifest (EPA Form 8700-22), along with the Uniform Hazardous Waste Manifest Continuation Sheet (EPA

Form 8700-22A) shall be returned to the Contracting Officer who will annotate the contract file and transmit the Manifest to the COR.
