RENOVATE VARIOUS INTERIOR SPACES TO IMPROVE
PRIMARY CARE AND OTHER SPECIALTY SERVICES, JACC
VA GULF COAST VETERANS HEALTH CARE SYSTEM
JOINT AMBULATORY CARE CENTER (JACC)
PENSACOLA, FL
SCOPE OF WORK
Furnish all labor, tools, materials, equipment, and supervision necessary to perform all work associated with the installation of Project No. 520-23-106, Joint Ambulatory Care Center (JACC)- Pensacola, FL.
The new work required is listed as follows:
The intent of this project to renovate areas in the JACC such as waiting areas, reception areas, changing rooms, and existing office spaces to accommodate space needs for multiple specialties.
Contractor to request clarification from COR in writing for any discrepancies between SOW, plans, or specs before beginning work.
DEMOLITION
• Contractor to demo existing space as necessary to accommodate new space layout per plans
• Demolition work includes but is not limited to: flooring, doors, frames, trim, casework, ceiling, walls, utilities (electrical-data-plumbing), conduit, lighting, HVAC, fixtures, etc..
• Any piping, ductwork, systems, etc. to be permanently abandoned overhead, in wall or floor slabs, shall be sealed, capped, and tested, before sealing or covering in new walls or back-filled in slabs.
• Contractor to remove existing furniture. See Furniture section for further details.
• Contractor shall not store or stage any materials, demolished or new, in existing main corridors, adjacent rooms, or any other areas, including tools, equipment, ladders, etc.
Unless coordinated and approved by VA COR.
• Contractor to remove any abandoned, surface-mounted, or exposed electrical conduits, cable ducting, junction boxes, and panels from the site that hinder the production of the work and are not required for the work.
• Contractor to remove all existing misc. wall and ceiling mounted items as directed by COR and safely store items contractor provided storage. Contractor is to reinstall all items at the completion of the project.

Room 1C177

2) VAV installs
Furnish and install new VAVs, hot water piping, ductwork modifications, BAS programming, and commissioning.
Each new VAV shall be provided with t-stat. All controls installed or replaced shall be native BACnet
Furnish and install reheat piping and valves from nearest existing piping to the new VAVs. Provide isolation valves for each location supply and return.
Utilize existing ductwork to feed new and route as needed.
Insulate all reheat piping and ductwork, match existing materials and thermal resistance.
All duct and insulation seams shall be aluminum taped and coated with insulating mastic.
Insulation of piping and ductwork shall include insulation of appurtenances such as valves, flanges, elbows, tees, circuit setters, dampers, etc.
Flex duct shall be a maximum of four feet in length and shall only be used to connect supply grills at the end of a duct run.
All ductwork shall meet or exceed SMACNA standards.
Maximum flex duct length is 5’ Demolition will involve removal of unneeded ductwork after new VAVs are installed Each location must be completed, inspected and operational before acceptance.
Terminate all wiring in field panels, build database points, write PPCL code to monitor and modulate VAV to control individual environments.
Provide new field panels and support equipment in areas where panels are at capacity.
Includes all additional electrical, wire, panel, graphics and PPCL needed to tie into the Siemens System.
The existing controls system was built and is maintained under contract with
Siemens. Therefore, all controls design, installation, and programming shall be through Siemens.
Provide commissioning for VAVs, include demonstration, and verify operation in all modes
Provide VAV boxes per VAV schedule in plans. Submit for approval.
VAVs to be manufacturers standard to include stainless steel supply and return hose kits, access panels, strainers, circuit setters, isolation valves, unions, flex connectors, prewired for t-stat, humidistat, and control program to initiate system dehumidification program.
Return wall finishes and ceiling grid back to prior construction state
3) Test, adjust, and balance (TAB) VA facility must continue to operate during the test, adjust, and balance (TAB) including but not limited to, the mechanical and electrical systems.
TAB must be conducted with the least amount of disruption to the VA facility. Work that interferes with VA operations must be completed outside normal business The Contractor must be NEBB certified in HVAC TAB and must have five (5) continuous years of experience performing TAB work in a Healthcare environment.
Contractor to TAB each newly renovated space below and verify each room is in accordance with provided plans and VA HVAC Design Guide 2017, Rev. Mar 2022.

General Requirements
15) Pneumatic Tube System Station Modifications
Original Equipment Manufacturer (OEM) is Colombo (formerly Pnuematic Tube Products Co.) and they must be contracted to perform modifications to the system.
Provide necessary labor and materials to remove stations 15 and 27 from the existing system
Cap and modify system piping as needed. All modifications for piping to be NFPA compliant for fire stoppage.
Modify control program and hardware to allow for continued use of existing pneumatic tube stations
Tube system CPU/Server Upgrade
1. Provide the software and install to install the Virtual Server Upgrade
2. Provide and install Serial Server
3. Provide and install cables
Tune, test, and commission any new equipment necessary for successful system modification
16) Furniture
Furniture disassembly and reassembly must be completed by a certified Haworth labor crew. No other substitutes can be offered or allowed due to the warranty of existing furniture.
Disassembled furniture to be stored in contractor provided storage throughout performance of construction.
Contractor must show proof of Certified HAWORTH installation crew
17) Storage
Contractor is responsible for supplying their own storage and staging areas for materials. This can be offsite or on-site with preapproval from VA COR. Lay down location to be approved by COR.
No space will be allocated for internal clinic staging outside of the work areas.
Contractor must submit a written request for on-site storage or staging to the COR for consideration a minimum of seven (7) business days prior to the storage or staging.
Contractor must relocate or remove on-site storage and staging, including but not limited to, Contractor’s office trailer(s), dumpster(s), storage container(s) and construction materials a maximum of seven (7) business days after written notification by the COR without additional expense to the Government.
18) Miscellaneous:
All new work shall meet VA handicap accessibility requirements.
Contractor to verify all room dimensions and utility locations.
Contractor to provide a detailed As Built of the completed project.
Contractor is responsible for providing a HEPA filtration unit and to maintain negative air pressure in construction areas at all times.
Contractor to install and maintain a temporary 1hr fire rated construction partition, door and frame to provide smoke-tight separations between construction areas and corridor before any work begins. Fire tape will need to be used to seal any cracks and joints in construction wall.
Prime contractor is responsible for informing all sub-contractors and employees of nature of work, hospital safety polices and requirements.
All contractors are to obtain a contractors ID badge and have them visibly displayed at all times.
Construction areas are to be clean and free of debris (including scrap material and food) at all times.
A tested/inspected fire extinguisher is to be on site and easily assessable throughout the duration of the construction project.
Supply, return air and exhaust vents are to be sealed/covered to prevent dust migration.
Fire alarms and detection systems are to remain operational and unimpaired unless located directly in construction area. Alarms and detection systems located in construction areas are to be temporarily covered during working hours and uncovered at the end of the day, to prevent setting off a false alarm. The prime contractor is responsible for all charges billed to the VA from the local fire department due to falsely setting off the fire alarm system.
Lockout/tagout procedures are to be used at all times, as appropriate.
Construction carts transporting debris are to be covered to minimize airborne particulate matter from debris.
Walk-off mat adhesive strips are to be placed at construction entry/exit and are to be changed sufficiently enough to maintain clean entry/exits.
Ceiling tiles are to be replaced when above space is not being accessed.
19) Workmanship:
Prep work includes taping, mudding, wet-sanding, filling, etc. of any imperfections in wall, ceiling, or floor surfaces.
Paint cut-ins between walls and ceilings, case work, etc. shall be neat and straight with minimal cross-over.
Floor shall be clear of all debris at all times.
20) Installation Time:
All work shall be completed within 275-calender days after “Notice to Proceed” is received by the Contractor.
All work shall be coordinated and scheduled with the building tenants and project manager (COR).
SPECIAL BID CONSIDERATIONS BY THE CONTRACTOR:
All disposal costs and fees for debris removal will be the contractor’s responsibility. The contractor will be responsible for cleanliness of the building area both interior & exterior.
SAFETY CONSIDERATIONS:
Contractor shall provide and utilize all safety requirements in accordance with OSHA regulations and VA Safety Guidelines during all phases of the work. Contractor shall provide and utilize scaffolding and ladders in accordance with all safety regulations.
Temporary bracing or shoring may be necessary and shall be the responsibility of the contractor.
FIRE PROTECTION DURING CONSTRUCTION:
a. Coordinate with the facility prior to and concurrent with design.
b. Fire protection during construction shall comply with VA Master Construction
Specification (VAMCS) 01 00 00, General Requirements. (Note: VAMCS 01 00 00, General Requirements, addresses NFPA 241, Joint Commission Interim Life Safety Measures, Hot Work Permits. This specification section was formerly section 01010.)
c. Smoke detectors and fire alarm devices in work area shall remain and be protected.
Reconnections of all fire alarm devices, if required, shall be coordinated with owner’s existing fire alarm system monitoring service and fire safety officer.
d. Separate all occupied areas from demolition, renovation, or construction activities by temporary smoke-tight construction partitions of gypsum board or other approved non-combustible or limited-combustible material. Partitions shall be full height, extending through suspended ceilings to the floor slab or roof deck above and shall be one-hour fire rated, unless sprinklers are installed and are operational on both sides of the temporary partition whereupon the partition may be permitted to terminate at the ceiling in accordance with NFPA 241. Where the ceiling on one side of the temporary construction barrier has been removed, the temporary wall would need to go to the deck above.
e. Note: This requirement is due to the inherently greater potential for fire or hazardous materials incidents associated with the combustibles and operations of demolition/construction. This risk is made worse by the likelihood of compromised fire protection systems and fire/smoke resistant construction. This does not obviate the need to provide other protective measures to contain dust and debris as specified by VAMCS 01 00 00 section 1.8(D)(2). Sprinklers are considered to be operational when they are installed in accordance with NFPA 13 (spacing, protection, distance from the ceiling, etc.) and there is a sufficient automatic water supply. If the ceiling was removed and the sprinklers remain at the original ceiling level, they would likely not be considered operational.
f. Provide dust proof one-hour / fire-rated drywall construction barriers to completely separate construction from the operational areas of the hospital in order to contain dirt debris and dust. Barriers shall be sealed and made presentable on hospital occupied side. Install a self-closing rated door in a metal frame, commensurate with the partition, to allow worker access. Maintain negative air at all times. A fire retardant polystyrene, 6-mil thick or greater plastic barrier meeting local fire codes may be used where dust control is the only hazard, and an agreement is reached with the COTR and Safety Office.
g. Phase construction as necessary to ensure that obstruction of exits is minimized or avoided. If exits are obstructed during construction, provide alternate exit routes during each phase of construction and identify the alternate routes on the construction drawings.
h. Minimize or avoid disruptions to fire alarm and sprinkler systems. Delineate phasing of construction to ensure that installations of new systems are expedited, and where possible, maintain existing systems in service until the replacement system is operational. If fire protection systems are to be disrupted, ensure procedures are incorporated to maintain equivalent levels of fire protection and provide formal notification to the facility while systems are down.
INFECTION CONTROL - DURING CONSTRUCTION:
a. Implement the requirements of VAMC’s Infection Control Risk Assessment (ICRA) team. ICRA Group may monitor dust in the vicinity of the construction work and require the Contractor to take corrective action immediately to achieve safe levels.
b. The contractor is responsible for notifying/educating all personnel involved in the construction or renovation process of infection prevention measures on ICRA.
c. Isolate HVAC system in area where work is to be done to prevent contamination of duct system.
d. Complete all critical barriers i.e. (sheetrock, plastic, etc. to seal area from non-work area or implement control cube method (cart with plastic covering and sealed connection to work site with HEPA vacuum - prior to vacuuming and prior to exit) before construction begins.
e. HEPA filtration is required where the exhaust dust may reenter the breathing zone.
f. Negative air pressure must be maintained within work space throughout the construction project. Install HEPA (High Efficiency Particulate Accumulator) filter vacuum system rated at 95% capture of 0.3 microns including pollen, mold spores and dust particles. Insure continuous negative air pressures occurring within the work area.
g. Seal all holes, pipes, conduits, penetrations or punctures within work area.
h. Construct “ante-room” and require all personnel to pass through this room so they can be vacuumed using a HEPA vacuum cleaner before leaving work site or they can wear cloth or paper coveralls that are removed each time they leave the work site.
Keep area adjacent to the “ante-room” mopped clean as required by project traffic.
i. During demolition or any dust producing work or work in the ceiling, disposable shoes or shoe covers must be worn and removed in the “ante-room” when the worker exits the work site.
j. Do not remove construction barriers from work area until completed project is signed off by COTR and area is thoroughly cleaned.
k. Provide and install adhesive dust “sticky” walk-off mats at each entrance/exit of construction area. Replace walk-off mats as often as required to maintain clean work areas directly outside construction areas at all times.
l. Vacuum and wet mop all transition areas from construction to the occupied medical center at the end of each workday. Vacuum shall utilize HEPA filtration. Maintain surrounding area frequently. Remove debris as they are created. Transport these outside the construction area in containers with tightly fitting lids.
INFECTION CONTROL – UPON PROJECT COMPLETION:
a. Remove barrier material carefully to minimize the spreading of dirt and debris associated with construction.
b. Contain construction waste before transport in tightly covered containers.
c. Cover transport receptacles or carts. Tape covering unless solid lid.
d. Wet mop area with disinfectant or as approved by COTR.
e. Remove isolation of HVAC systems in areas where work is being performed.
f. HEPA vacuum and wipe clean all surfaces in the construction area. This includes walls, ceilings, cabinets, casework, furniture (built-in or free standing), partitions, flooring, etc.
NOTE:
Contractor shall submit samples of all new proposed materials for approval with manufacturer’s literature. No materials shall be procured or installed prior to sample approval.
Most work is to be performed during the hours of 8:00 AM and 4:30 PM, Monday through Friday, exclusive of Federal holidays. However, some areas may require work to be performed outside of normal working hours. Any work performed outside of normal working hours shall be coordinated with the Project Engineer/COR.
Site shall be kept clean and free from debris at all times and contractor shall remove debris daily from the health care system property. Contractor will not be allowed to use Government tools, materials, and/or labor for this project.
All work is to be performed in strict compliance with the attached drawings, and “Scope of Work”.
