About this file

This document is a Specifications and Requirements file for a procurement by the County of Santa Clara's Office of the Sheriff, Department of Correction - Food Services, for the provision of dried fruits and nuts. The County seeks vendors to supply three types of dried fruits—Sweet Thompson seedless raisins, dried cranberries, and tropical fruit mix blends—each in 1.5 oz single-serve packages with 150 packets per case, along with two types of nuts: walnuts and pecans delivered in 30-pound boxes of uniform chopped pieces. All dried fruit products must meet specific nutritional specifications including calorie ranges of 110–125 per serving and zero added sugars. Walnut and pecan pieces must be produced, processed, and packed within the Western United States, with California preferred for sustainability and local sourcing. Products shall be delivered to Elmwood Correctional Facility in Milpitas, California, with a lead time of 10 to 15 days after order receipt. Deliveries are accepted Monday through Friday between 6:00 a.m. and 1:30 p.m., excluding County holidays. The contract includes a standard term with potential annual price increases subject to a maximum escalation rate.

Pricing shall be firm and fixed during the initial first year of the agreement, with annual redetermination possible thereafter based on a maximum allowable escalation rate. Contractors must provide 60 days' written notice of any proposed price increases supported by documentation of County or government-mandated increases and justification; the County reserves the right to negotiate escalation rates and may authorize increases only through written amendment. Contractors are responsible for all costs associated with background checks, security clearance, and fingerprinting for personnel accessing correctional facilities. All deliveries must be FOB Destination with freight prepaid and allowed, and contractors must manage returns and damaged goods at no expense to the County while issuing credits within specified timeframes. Products must comply with Title 15 of the California Code of Regulations and detention facility food service policies. Contractors shall maintain adequate inventory, provide dedicated account management with customer service available Monday through Friday during business hours, conduct business electronically through the County's SCC-Ariba Procure-to-Pay system, and submit detailed invoices and requested reports including spend, usage, and delivery reports on a monthly, quarterly, or annual basis as required.
