About this file
This document is a series of specification sections for an asbestos abatement and floor renovation project at the Salem VA Medical Center. The project involves removing existing floor coverings, including asbestos floor tiles and mastic, in the Radiology department, with approximately 2,140 square feet of flooring and 1,140 square feet of ceramic tile requiring abatement. The renovation includes demolishing existing floor coverings down to bare concrete, grinding and preparing surfaces, applying a moisture barrier, installing a cementitious leveling course, and installing new flooring materials such as Porcelain Tile, Luxury Vinyl Tile (LVT), or Welded Seam Flooring (WSF).
The project also includes wall renovations, involving the demolition of existing ceramic tile wainscot and installation of new gypsum board, resilient sheet material, handrails, and bumpers. All asbestos-containing materials must be removed by qualified personnel following strict safety and environmental regulations. The work will be performed in a regulated medical facility environment, requiring careful coordination, containment, and decontamination procedures. The specification details extensive requirements for worker safety, personal protective equipment, air monitoring, waste disposal, and compliance with federal, state, and local regulations regarding asbestos abatement.

GENERAL REQUIREMENTS
GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work to Renovate
Radiology Floors as required by drawings and specifications.
1. The renovation includes flooring and partial wall (wainscot) renovations. Some flooring is bare concrete, some has Vinyl
Composition Tile (VCT), and a small restroom and adjacent locker room have existing ceramic tile. Some walls have a ceramic tile wainscot (including the walls in the small restroom but not in the adjacent locker room) The remaining walls not having tile wainscot have a painted gyp board finish. Some but not all of the gyp board walls have existing wall protection consisting of handrails and bumpers.
2. Renovations consist of demolition followed by installation of new materials, and integration of the new materials into the existing finishes.
a. Floor Renovations. The existing VCT and ceramic tile flooring must be demolished to bare concrete. All existing bare concrete areas AND all newly exposed bare concrete must be scarified by grinding with a minimum removal of 1/8 inch of material. Some existing bare concrete floor areas have a partial covering of a failed gypsum containing leveling material, and those must have the leveling material completely removed by grinding. All ground concrete surfaces must have an initial coating of a moisture barrier consisting of a resilient two part epoxy
01 00 00 -2 barrier, installed per the flooring specifications and the material manufacturer’s installation instructions.
Following the moisture barrier, a cementitious leveling course is required, with a minimum thickness of ¼ inch and a maximum thickness of 1-1/2 inches. The new flooring system installed over the leveling course must be Porcelain
Tile, Luxury Vinyl Tile (LVT), or resilient Welded Seem
Flooring (WSF). The porcelain tile is to have a tile base at the joint with the wall. The LVT is to have a rubber cove base. The WSF is to have an integral base.
b. Wall Renovations. The existing handrail and bumper system must be demolished as part of the renovations. The existing ceramic tile wainscot on the walls must be demolished. All walls requiring renovation as indicated in the drawings will be demolished down to the studs from the existing floor up to a height of approximately 42 inches, then have a continuous horizontal backer stud (blocking) installed behind the new handrail and bumper locations. New gyp board, with a system of resilient sheet material, handrails, and bumpers will be installed on all walls that are shown on the drawings to require renovations. Existing gyp board walls above the new gyp board will be repaired and finished / painted full height to create a seamless finish between new and existing gyp board.
c. Asbestos Containing Material (ACM). The existing VCT flooring and tile wainscot have a mastic that is Asbestos
Containing Material (ACM). All ACM in the project requires demolition, handling, and disposal by qualified personnel according to applicable laws and regulations, under the supervision of a qualified and licensed ACM removal superintendent.
B. Visits to the site by Bidders may be made only by appointment with the Contracting Officer or their representative.
01 00 00 -3
