Pre-Bid Answers to Questions Solicitation# :36C24625B0021
Renovate Radiology Floors
1. Please verify if each of the phases will be closed off during the indicated time period and not to be reopened daily.
a. ANSWER Phases are shown on Drawing sheet 4 of 6 labeled 2A-HA101, with phase boundaries and durations.
i) The phase durations are to be extended from 3 weeks to 6 weeks per phase to permit work and adequate cure time for flooring materials as well as time for finish materials to normalize for temperature and humidity within the closed off work areas. Time to complete the project will be increased overall from 330 days to 450 days. Offerors are advised that the 6 weeks includes 1 week for VA to move furnishings and equipment out of the spaces to be worked in. Offerors are also advised that contractor’s remaining time will be used for all activities including set up / tear down of ICRA enclosure and air lock, removal and reinstallation of items on walls, demolition, grinding, cure times, installation of drywall, finish drywall with 100% skim coat to Level 5 finish, primer, two coats of paint, installation of wall protection, handrails, bumpers, etc.
ii) The phase areas, when closed, will be closed continuously from the beginning of work until completion. They will not be reopened daily; only when work is complete and ICRA barriers are removed.
2. Based on the requirements of work for each of the phases including multiple trades, asbestos removal in some areas and curing/drying times for installed products, the allotted time per phase of three (3) weeks seems insufficient to complete the work.
Please consider extending the time to 5-6 weeks per phase. This would also increase the total time to complete the contract from 330 days.
a. ANSWER Answered in another response. See answer to Question 1.
3. With the areas isolated inside the building and no direct access to the exterior of the building, can the negative air equipment ductwork be tied into nearby exhaust system openings or vented directly into the ceiling plenum? Multiple layers of HEPA filters could be used to clean the air before being discharged into any of these areas.
a. ANSWER Negative air can be vented into plenum or to adjacent areas after the full filtration HEPA filters. The ICRA permit will be Level IV. See the document provided with these question responses, for available alternate venting requirements including continuous monitoring to verify negative air is maintained at all times. Note requirement for ‘air lock’ step down negative air requirements in addition to the continuous monitoring.
4. There are multiple items mounted on the walls that are designated for repairs/modifications. These included but are not limited to thermostats, light fixtures, signs, pictures, fire alarm devices, etc.). Will these be removed by VAMC personnel or to be included in the contract for removal by the contractor?
a. ANSWER
All items mounted on the walls or surface mounted to access at the wall face shall be removed by the contractor, retained, then re-installed. Items must be in the original condition but need not be repaired or upgraded if broken or obsolete.
5. Some of the areas requiring renovation have furnishings and storage cabinets that are currently in use. Will these be removed prior to the beginning of that particular phase?
Are we to assume they will be removed by VA personnel or by the contractor?
a. ANSWER Furnishings and cabinets, office partitions, and the like within the rooms to receive new flooring shall be moved by the VA prior to the beginning of the applicable phase and are not the responsibility of the contractor to move or re-install. Contractor is advised that one week of the six week duration for closure must be allocated for furniture moving.
6. The drawings and specifications indicate presence of asbestos containing materials. Is there an asbestos report available?
a. ANSWER The most recent facility asbestos report is provided with responses to bidder questions, for asbestos reinspection conducted in August 2019.
7. Is there available laydown area in the vicinity of the work for storage of materials?
a. ANSWER
There is not another laydown area. Materials must be transported into the work area for each day’s work, or stored within the enclosure of each phase. This applies to materials which must stabilize at room temperature before applying, such as resilient flooring. The days they must come to temperature must be accommodated by storing the material inside the enclosure for the phase.
8. Can a dumpster be placed in the vicinity of the work area for disposal of debris?
a. ANSWER
A dumpster must be in the contractor mobilization area and will not be allowed in the vicinity of Building 2A. Contractors are responsible to haul each day’s refuse out to the dumpster as part of daily cleanup prior to leaving the site.
9. At the site visit, it was noted that the wall corners are protected with stainless steel corner guards. Drawing 2A-HA102 shows new corner guards to be recessed into the gypsum wallboard with an aluminum retainer and bumper guard cover. Specification Section 10 26 00 identifies them as a resilient, shock-absorbing material. Please confirm this the intent.
a. ANSWER Follow the Drawing requirements in this instance, and use the aluminum wall corner protection materials rather than resilient.
10. Can the superintendent also serve as quality control and site safety and health officer if qualified?
a. ANSWER Yes, if the person is qualified for all three roles the superintendent may serve as SSHO and Quality Control supervisor.
11. The solicitation SF1442 in boxes 10 & 13 indicates the bids are due June 6, 2025, at 10:00 AM. Page 14 of 84 of the solicitation indicates “Electronic/Digital shall be submitted one (1) day prior to bid opening IAW FAR 14.304. The bid opening identified in SF1442 box 10 is June 6, 2025. Are we to assume that electronic bids are to be turned in no later than June 5, 2025?
a. ANSWER Electronic/Digital proposals are to be submitted one (1) day prior to bid opening per IAW FAR 14.304. This is by COB which is 5pm EST.
12. Sheet vinyl SOW states that a 6" flash cove is desired, spec calls for 4". Which is preferred?
a. ANSWER Provide a 6” integral base for welded seam flooring (WSF). Provide a 4” cove base for areas with luxury vinyl tile (LVT).
13. LVT is a based on a 12mil spec, that is a residential/multi-family wear layer. Will a thicker wear layer be acceptable?
a. ANSWER A layer thicker than minimum for LVT will be acceptable.
14. Spec section 09 65 16 page 3 has a reference to 09 06 00 finish schedule. We do not have that spec section; can it be provided?
a. ANSWER Provide finishes called for in the drawing. 09 06 00 will not be provided.
15. SOW request leveler in all work areas, this could cause an issue since the entire area isn't being renovated. Is the owner simply looking for a smooth surface free of subfloor imperfections that will not telegraph through the resilient flooring?
a. ANSWER Entire area renovated for flooring is to receive a leveler course after grinding.
Grinding is anticipated for all work areas so there will not be an issue with a mismatch of floor height and there will be the ability to accommodate the leveler course.
16. Ceramic tile is being used in the two restrooms but there are no tile spec or material selections. Can one be provided?
a. ANSWER Use the ceramic tile specification 09 30 13 provided with the bidder question responses.
17. SOW has a moisture barrier to be used under ceramic tile. Moisture vapor admissions do not affect tile installation or life of the product. However, based on the subfloor conditions a crack isolation is recommended. Can we provide Ditra mat under tile in lieu of a moisture vapor barrier?
a. ANSWER Moisture barrier is required due to prior testing that indicates a level of moisture in the concrete slab that affects adhesion of tile and mastic to the concrete slab on grade. Crack isolation proposed will be accepted but is not required.
18. Will VA maintenance Personnel turn-off water supply for Phase 1 of Radiology and for building 74 bathrooms for sink removal?
a. ANSWER Water must be disconnected prior to removal of the sinks in Phase 1 of Radiology as well as the Building 74 toilet room. Follow requirements of the specifications regarding outages, and the policy of the Salem VAMC for outages including prior notice and any required presence or shutoff of utilities by VA personnel. Responsibility for valving off the water supply will be per standard outage protocol for this facility and must be performed under the observation of VA medical center plumbing shop.
19. Please confirm that the moisture/PH test is not required?
a. ANSWER
Confirming that moisture testing of the slab after grinding and prior to installation of moisture barrier and leveling course is not required. The purpose of the test in the VA spec is to determine the level of moisture barrier required and the project already requires the maximum level of moisture barrier.
20. Is there a chance that the VA will want to continue with current style of handrails instead of the new Acrovyn chameleon Crash rails & Handrails due to the much higher cost?
a. ANSWER The requirement for handrail will be as specified in the drawings and specifications currently and will not be changed to match what is currently installed. Currently installed rails are all required to be removed and the new style will match what is installed on the 4th floor units in the hospital. Protect the handrails during and after removal, and offer the removed materials to the VA should it want to return the handrails to its stored materials.
21. 1) Item 1 - Is the 1,131 SF to indicate the quantity of bare concrete that does not require ACM abatement, and the amount of WSF to go over the bare concrete?
a. ANSWER Correct the quantity is an approximate value of the bare concrete AND that bare concrete is to have Welded Seam Flooring (WSF) installed per the specifications.
Note that contractor is required to field verify all quantities and address all areas marked on the project drawings. Note grinding of bare flooring, leveling course and moisture barrier are required; the asbestos removal has already been accomplished by others. Contractor is required to survey and field verify all quantities in preparing its offer.
22. 2) If approved product manufacturer recommends an alternative to manual scarification (such as chemical etching) on the moisture barrier, would this be approved by COR?
There is concern that manual scarification may compromise the moisture barrier.
a. ANSWER Grinding is required as the method of scarification and will provide a smooth ground surface. The moisture barrier must be capable of application on a surface that has been scarified by grinding. Chemical etching is not acceptable as a substitute for grinding. If the manufacturer of the moisture barrier and / or leveling course will not warrant their product on a ground concrete substrate then the product is not acceptable and a compatible moisture barrier for concrete surfaces that have been ground must be used instead.
23. Drawings indicate 42-48" as the height to cut the gypsum wall board. Is there a preferred cut height?
a. ANSWER There is not a preferred height to cut gypsum wall board except that all tile wainscot must be removed. It is desirable to make the least disturbance to such items as switches and other wall mounted devices that are above the height of the tile wainscot so contractor is encouraged to select the height that works effectively for removal / demolition of existing tile and disturbs the smallest number of wall mounted devices.
24. 4) Can COR identify which art, fixtures, and signage is to be removed by contractor?
The site visit indicated some clarity was needed.
a. ANSWER All wall art, fixtures, signage, and wall mounted items must be removed, stored safely, and then reinstalled after the walls are brought to a level 5 finish. Items such as med gas panels that are connected to utilities in the wall will be masked off and the wall refinishing work done up to the edges of these items. Wall art and signage as well as face plates or blank cover plates for light switches, power outlets and the like will all be removed and reinstalled after wall finishing work is complete. Contractor is to seek specific answers for items in question but must allow in its bid for removal, storage, and reinstallation of all wall mounted items.
Contractor will be required to photographically document the existing conditions prior to removal, and will reinstall to the documented locations and condition.
25. Will the contractor need to provide storage for government owned equipment. If yes, how much storage space is needed?
a. ANSWER Storage of government owned equipment is required and includes plumbing fixtures, all items removed from walls to permit wall refinishing, and any other items that must be removed and reinstalled. It is the contractor responsibility to estimate the required storage space for these items.
26. 6) Some fixtures on the walls to be refinished were damaged or broken. Will broken fixtures be required to be replaced with new fixtures or equipment, or will broken equipment be expected to be replaced in the same condition as it was found?
a. ANSWER Items removed for refinishing that must be reinstalled are not required to be repaired or replaced. They are to be returned / reinstalled after completion of work on the applicable substrate is complete and may be in the same condition as they were upon removal. Photographic or video documentation of location, condition, and presence of items is required prior to their removal and will be used to reinstall.
27. Page: 7 01 00 00 Will space outside of the active phased working spaces be available for storing and/or conditioning materials prior to installation? If not interior space, would an exterior space for storage containers be possible?
a. ANSWER The only space that will be provided for contractor use including for stored material removed and to be reinstalled, and including new materials which must be brought to indoor temperature and humidity conditions, will be contractor responsibility and must be accomplished on the mobilization / laydown area provided for contractor offices and storage containers, or within the boundaries of the phases when closed off for construction.
28. Page: 8 –9, 01 00 00 -7 Would you consider alternate phasing plans?
Could two phases be worked at the same time?
a. ANSWER The phasing plan was created in consultation with the Radiology Service and is set up to permit operations as well as access to areas outside the phases, while construction is in progress. Scheduled outages will be used to schedule patient procedures and may not be changed once construction begins. No phases will be worked on simultaneously within the main radiology spaces on the Ground Level of Building 2A. The spaces on the first floor of Building 2A and of Building 74 will be limited to six weeks duration but may be worked simultaneously with the six phases identified on the phasing drawing provided with the solicitation.
See note above changing the duration of phases to six weeks and of the contract to 450 calendar days.
29. Three weeks per phase may not be feasible given cure times for materials, multiple flooring treatments requiring drying/curing time and products requiring conditioning times before installation of materials, and allowance for crafting finishes like the requested level 5 drywall finish. Could each phase be extended to be closer to 6 or 7 weeks?
a. ANSWER See response above for increase of the phase durations from 3 weeks to 6 weeks.
30. Page: 12 and 13 , 01 00 00 -11 Would the government be interested in using a digital point cloud scan service, such as Matterport Scanning (https://matterport.com/) or similar, in order to document the existing space. This is a document that can be referenced to determine previous existing conditions making it a valuable resource in the pre-construction and post-construction site survey process.
a. ANSWER Documentation photography of the existing conditions is required and the particular service or subcontractor performing photography is subject to Government review as part of the submittal process.
31. Page: 13. 01 00 00 -12 Is there any roof work anticipated in the scope of work?
a. ANSWER
Roof work is not anticipated as part of this project.
32. Page: 52. 01 35 26-15 In order to verify we include proper treatments to contained areas: Do you anticipate penetration of ceiling envelope which require above ceiling barriers? Is lifting a ceiling tile during the construction phase considered penetrating the ceiling envelope? Should we anticipate this requires the above ceiling barrier?
a. ANSWER Above ceiling work is not anticipated. Lifting ceiling tile is not permitted while ICRA barriers are in place but may be necessary to set up and take down ICRA controls. Level 5 finishing of existing walls above the removed wainscot and above areas receiving handrails and resilient sheet wall protection is required but will extend to the suspended ceilings without requiring removal of them.
33. Page: 56. 01 35 26-19 Will contractors need to alter the sprinkler system to shut off only the sprinklers in the area of work? Can a sprinkler plan and riser diagram be provided for planning phasing? It would be best (if possible) if phasing areas were inclusive of complete sprinkler runs/sections where the section in the work area could be turned off without impacting other sprinkler runs.
a. ANSWER Sprinkler heads are required to be operational during construction. Disturbance of ceilings, and of sprinkler heads or their escutcheons, is not required for the work of the project. It is not anticipated that sprinklers will be shut down for these construction operations.
34. Page: 57 , 01 35 26-20 Would a closed topped dumpster be allowed on the VAMC grounds or is construction debris (not including abated ACM) required to be removed from site daily?
a. ANSWER This question was answered above; debris must be removed to a dumpster in the contractor mobilization area daily.
35. Page: 59. 01 35 26-22 Do you anticipate earthwork to be required for the completion of the SOW?
a. ANSWER Earthwork is not anticipated as part of this project.
36. Page: 82 , 01 45 00.10.20-11 Can punch out inspections happen per phase as they are completed? Once opening the area to common traffic, the contractor no longer holds control of the area and may not be the party responsible for damage afterwards.
a. ANSWER Inspection of the work of each phase can be accomplished at the end of the phase.
37. Page: 127, 02 82 13.19 - 25 Where is the connection to water supply for personal decontamination?
a. ANSWER Portable sinks located in the ICRA required air lock will provide the required sanitation / decontamination of hands and other washing requirements related to entering / exiting the closed areas of each phase.
38. Page: 128, 02 82 13.19 - 26 Can you indicate ideal locations for personal decontamination system placement?
a. ANSWER Location of ‘air lock’ with portable sink and hand washing capability shall be adjacent to and providing access to the area of each phase. Contractor shall coordinate with COR upon preparation of each phase, in consultation with the service chief of Radiology. Location shall provide the least disruption to adjacent spaces.
39. Page: 156, 02 82 13.19 - 54 Work Hours are to be 4:30 PM to 6:30 AM - could work time be extended to 7:30AM)
a. ANSWER
Under no circumstances may work time be extended – the area is operational at 7:00 am and begins to get busy prior to that time. The work site MUST be shut down and cleaned / trash hauled away prior to closure to permit uninterrupted operations in the Radiology service immediately after 6:30 am.
40. Page: 162. 09 05 16 - 2 Is the government requesting a warranty for the moisture control product?
a. ANSWER
Yes the manufacturer must provide a warranty in conformance with Specification 01 00 00, and any additional warranty period, services, and conditions required by the applicable specifications.
41. Can you provide a map of the Salem VAMC tunnel access system with indications of recommended or approved contractor's access points?
a. ANSWER
A drawing or map of the Salem VAMC tunnel system will not be provided. No tunnels are located beneath the floors in the work area.
42. Page: 176 , 09 22 16 - 9 Is replacement of suspended or furred ceilings in the base bid
SOW or is this for incidental repair/replacement?
a. ANSWER
No work is required replacing or repairing the ceilings of the project, however there is adjacent work. If there is damage to ceilings it must be repaired per specification 01 00 00.
43. Expansion joint replacement. There are two expansion joints in the work area that require replacement. They failed because they were not designed to carry the wheel loading from patient beds and other heavy equipment wheel loads that regularly traverses the joints. The expansion joint running across the hallway at one side of the first floor area in Building 2A must be replaced. The expansion joint at the entry to Radiology from the hallway in Building 143 must be replaced (at the entry to the waiting room and reception window). What are the requirements for the replacement of these joints?
a. ANSWER These joints are to be removed down to bare concrete and the full assembly of a new expansion joint assembly must be installed according to manufacturer instructions. The full assembly includes the expansion joint itself, the cover, and all components. Removal of the old joint will require patching with grout or leveling material to the subfloor level, removal and replacement of the vinyl tile on the side away from the floor replacement, and must be done as part of the work of the phase for the adjacent work. The joint itself will be provided by the Contractor and must be able to accommodate heavy wheel loading. The basis of design for the replacement joint is a Balco 2HEXBF-1-2 Expansion Joint. See the cross section detail drawing provided with the bidder question responses, for the basis of design.
