About this file
This is a Special Conditions document for Volusia County, Florida's DeLand Courthouse Chiller Plant Optimization project (ITB No. 25-B-144LL), outlining operational requirements and contractor expectations for the central energy plant upgrade. The project involves replacing existing dedicated chillers, pumps, and associated components with two new 500-ton water-cooled chillers using R-514A refrigerant, two primary and secondary chilled water pumps with variable frequency drives, and new piping integrated with the existing Alerton Controls building automation system. The pre-bid meeting is scheduled for July 24, 2025, at 1:00 pm, with bid responses due August 14, 2025, at 3:01 pm. The total contract time is 180 days, and the estimated construction cost is $950,000. Contractors must hold a valid Florida General, Building, or Mechanical Contractor license and comply with local business preferences and E-Verify requirements.
The special conditions emphasize that work must occur primarily during non-business hours (Monday-Friday after 5:00 pm) to avoid disrupting courthouse operations, as the facility must maintain full cooling capacity at all times. The building is secured and requires all contractors to be escorted and cleared through security, with access via the loading dock on the Rich Avenue side. The awarded contractor is responsible for all equipment demolition and removal with no materials retained by the County, and all tools must remain secured in public areas. Alerton Controls is the mandatory standard for system integration, and the County will include a TRANE extended warranty with equipment purchase. A 5% bid bond is required, along with comprehensive insurance coverage from Florida-licensed providers with minimum A.M. Best ratings of A- and Financial Category VIII or greater. The contractor and County project manager will coordinate dumpster and storage locations, and contractors may use building bathrooms during the project.
