About this file
The document is a Special Conditions file for the DeLand Courthouse Chiller Plant Optimization project in Volusia County, Florida. The project involves replacing existing dedicated chillers, pumps, and associated components to improve system efficiency and reliability at the courthouse located at 101 N. Alabama Avenue. Critical project requirements include maintaining full cooling capacity during courthouse operations, entering through the loading dock on Rich Ave, and using Alerton Controls as the standard integration platform. The contractor must work within strict operational constraints, including avoiding disruptions during business hours (Monday through Friday, 8:00 am to 5:00 pm) and adhering to building security protocols.
Key special conditions mandate that the contractor be responsible for equipment demolition and removal, with the county not retaining unused materials. The project requires continuous cooling capacity, with any necessary interim cooling arrangements being the contractor's responsibility. The county specifically desires a TRANE extended warranty for new equipment. Contractors must secure tools in public areas, potentially use building bathrooms, and coordinate dumpster and storage locations with the county project manager. All contractors will be escorted and may undergo security screening when entering the secured courthouse building, with strict guidelines to minimize operational disruptions during business hours.
