About this file
This is a Special Conditions document for Volusia County, Florida's DeLand Courthouse Central Energy Plant (CEP) Upgrades and Efficiency Improvements project, identified as Contract No. C-2046 and ITB No. 25-B-144LL. The project requires replacement of existing dedicated chillers, pumps, and associated components with two new 500-ton water-cooled chillers using R-514A refrigerant, two primary and secondary chilled water pumps with variable frequency drives, new piping, and integration with the existing Alerton Controls building automation system. The pre-bid meeting was scheduled for July 24, 2025, at 1:00 pm, with bid responses due by August 14, 2025, at 3:01 pm. The total contract duration is 180 days, with an estimated construction cost of $950,000. Contractors must hold valid Florida General Contractor, Building Contractor, or Mechanical Contractor licenses and provide comprehensive documentation including shop drawings, product data, and testing reports.
The special conditions establish strict operational requirements for work within the active courthouse environment, including prohibition of excessive noise or construction activity during business hours (Monday-Friday, 8:00 am to 5:00 pm), with work requiring continuation after hours if necessary. The contractor must maintain full cooling capacity at all times during normal business hours, coordinate dumpster and storage locations with the County project manager, ensure all tools remain secure in public areas, and comply with courthouse security procedures including escort requirements and loading dock entry via the Rich Avenue side. The County mandates use of Alerton Controls as the sole acceptable control system for integration and requires inclusion of a TRANE extended warranty with new equipment purchases. The awarded contractor bears full responsibility for demolition and removal of all existing equipment, with the County retaining no unused materials. A 5% bid bond is required, and surety companies must maintain a Best's Financial Strength Rating of "A" and Financial Category of "Class X," with all insurance policies issued by Florida-licensed insurers holding minimum A.M. Best ratings of A- and Financial Category size VIII or greater.
