About this file
This document is a Supplemental Quality Assurance Provision (SQAP) from the Defense Logistics Agency (DLA) Energy containing fuel product specifications for federal procurement.
The SQAP establishes quality and performance requirements for two fuel products: Diesel Fuel (NSN 9140-01-556-9156, Product Code SFD) and Gasoline Automotive Unleaded Midgrade (NSN 9130-01-272-0983, Product Code MUM). Diesel fuel must conform to commercial specification EN 590 with modifications requiring visual freedom from undissolved water, sediment, and suspended matter, with maximum sulfur content of 10 mg/kg (0.0010 wt%). For Kosovo locations, additional testing is mandated including Color (ISO 2049/ASTM D1500) and Acid Number (ISO 6618/ASTM D974) tests, with specific haze rating and water content requirements. Seasonal requirements apply: summer months (May 1–September 30) must comply with EN 590 Grade A, while winter months (October 1–April 30) must comply with Class 1 limits. For Afghanistan, diesel must meet Grade E with a –15°C maximum cold filter plugging point. Gasoline specifications vary by country, referencing standards such as ASTM D4814, EN 228, CAN/CGSB-3.5-2021, and others, with requirements for octane ratings (MON, RON, AKI), oxygenate content based on environmental regulations, Reid Vapor Pressure compliance, and mechanical or in-line blending for oxygenates. Contractors unable to meet any characteristic requirements must submit written exceptions or deviations to the DLA Energy contracting officer, stating reasons, duration, source specificity, remediation plans, and proposed specification changes. The provisions were prepared February 24, 2026, reviewed February 25, 2026, and approved February 25, 2026.
