About this file
This document outlines the Oil Products Distribution Company (OPDC) fuel approval process for fuel procurement in Iraq, specifically for CLIII (B) products. The process comprises six sequential phases spanning approximately 2-3 months from initial submission to final approval and vendor execution.
The approval workflow begins with fuel allocation submissions submitted to the Logistics Management Center (LMC) at Baghdad Embassy 1-2 months in advance, which are then forwarded to the Ministry of Oil and OPDC. Tax clearance approval follows, requiring monthly submissions for One Time Buys and Long-Term Contracts, with tax clearance letters issued by the Ministry of Finance (MoF) within 1-2 weeks after tax payment verification. Fuel pricing is posted during the first week of each month, allowing vendors to purchase fuel for the current month and pay applicable taxes while awaiting tax clearance documentation. Fuel vendors must submit movement requests to OPDC in person (not by email) within 7-10 business days, including purchase receipts, tax clearance documentation, pledge letters, movement request letters, and driver/vehicle information. OPDC then forwards reviewed requests to the Pipeline and Petroleum Ministry Company Organization (PMNOC) via courier for additional review and approval (3-5 business days), with approvals returned to OPDC by the same method. Finally, vendors receive approved fuel movement requests and Oil Police memos from OPDC (7-10 business days) and may commence their operations upon receipt.
