About this file

This document is an Attachment VIII - Questions and Answers (Q&A) for the PJM 2025 Electricity solicitation (SPE60425R0405) issued by the Defense Logistics Agency Energy. The Q&A document contains 69 detailed questions and responses from potential suppliers regarding various aspects of the electricity supply contract, covering topics such as account specifics, billing methods, usage changes, generation projects, transmission credits, and contract terms for multiple Department of Defense and Federal civilian agency facilities within the PJM Regional Transmission Organization market area.

Key highlights include clarifications about specific contract line items (CLINs) for locations like Naval Research Lab, Princeton Plasma Physics Laboratory (PPPL), Argonne National Laboratory, and various military installations. The responses address technical details such as behind-the-meter generation, anticipated load changes, billing methodologies, pass-through charges, and potential facility modifications. The government consistently refers respondents to Amendment 0001 for updated information and notes that offerors may submit additional questions with their proposals. The contract covers a 24-month period beginning December 2025, with an estimated total quantity of 5,600,214,972 kWh and will utilize Locational Marginal Pricing (LMP) for electricity supply.

SPE60425R0405 PJM 2025 Electricity

Attachment VIII - Questions and Answers PJM2025

1. For purposes of transparency and consistency across suppliers, will you be circulating all Q&A to all participants?

DLA Energy Response: Within this document, the Government is responding to all questions received in response to the solicitation. Any items submitted that are not responded to here have been determined to be exceptions to the terms and conditions of the solicitation and may be submitted within your proposal for further consideration.

Offerors are also welcome to submit within their proposal additional questions not addressed herein.

2. Do any of the facilities in this RFP have existing (placed in service within the last 12 months) or planned behind-the-meter generation, including but not limited to, cogeneration, solar, wind, fuel cell, etc. beyond what is disclosed on Note 1 on page 6? If so, please provide as many details as possible including installation date, fuel type, historic output, intended future output, etc.

DLA Energy Response: The Government is not aware of any additional recent or planned behind-the-meter generation beyond that already defined in the solicitation.

3. Please provide anticipated future output / operational plans for the 4.5 MW cogen at CLIN 0004 – Naval Research Lab.

DLA Energy Response: Please see Amendment 0001. The Naval Research Lab plans to operate the plant 24/7 with all production being consumed on site.

4. Are any of the facilities besides Letterkenny in this RFP subject to BRAC?

DLA Energy Response: The Government is not aware of BRAC impacting any requirements beyond that which is already defined in the solicitation.

5. Will the electric consumption on the service accounts for CLIN 0027 – Letterkenny – change as part of sale of the EDS? In addition, account numbers / customer numbers often change during the sale of property. Will these be changing? This is especially important given the expected timing of the sale right when the contract begins.

DLA Energy Response: The Government does not anticipate any change in usage at this time.

6. With regards to B802(a)(1) for CLIN 0033, Proposer notes that that most customers explicitly state to NOT gross up metered load for line losses, which was done in the directions for CLIN 0034 B802(a)(2). This is because most customers specifically wish to compare the kWh volume from the EDC meter to what they are being billed by their supplier. Please confirm that the Government wishes to specifically NOT gross up metered load. Note B802(a)(1) still says “the metered load of the account is adjusted for line losses,” which is confusing and could be interpreted as an ask to increase volumes.

DLA Energy Response: Please refer to Amendment 0001. While the initial solicitation did require the metered load to be grossed up for line losses, this has since been revised.

7. B802(c)(1)(i) says it is for CLIN 0033 only but references Argonne PLC – please remove reference to Argonne.

DLA Energy Response: Please refer to Amendment 0001 for revision.

8. Regarding DFARS 252.204-7008 and 252.204-7012, please confirm as with similar past RFPs for the supply of electricity that the Government does not anticipate that any Covered Defense Information (CDI) or other Controlled Unclassified Information (CUI) will be provided to or generated by the contractor performing under the resulting award?

If any such information will be provided or generated under the contract, please identify or describe the information.

DLA Energy Response: No information has been identified as CUI or CDI at this time.

9. With regards to B802(c)(iii) the Government states “The Contractor shall refund to (or charge) the PJM marginal loss credit." Please confirm this is to be “Transmission Loss Credits” which is PJM Billing Line Item # 2220 and is to be passed through, aligning to contract SPE60425D8000, CLINs 0028/0033.

DLA Energy Response: Please refer to B802(c)(1)(iii) which states “The Contractor shall refund to (or charge) the PJM marginal loss credit (PJM Transmission Loss Credit).”

10. With regards to B1.08(e)(1)(ii)(D) for CLINs 0020 and 0021, AEP Ohio utilities (CSPC and OPC) have their own Weather Normalization Factor that is unique for those utilities only and should be included as part of the formula. This process is detailed on AEP’s website.

DLA Energy Response: Please refer to Amendment 0001 clarifying the treatment of the AEP Ohio Weather Normalization Factor in B1.08(e)(1)(ii)(D).

11. With regards to CLIN 0034, Attachment VI suggests dividing by 366, which appears to be an error for leap years – please correct or appropriately notate this formula. The RFP statement looks correct.

DLA Energy Response: Please refer to Amendment 0001 Attachment VI - Argonne Invoice Format A0001.

12. With regards to CLIN 0034, Attachment VI suggests that Transmission Enhancement/RTEP/TES are to be included in the price (they aren’t included on the Invoicing Instructions from Attachment VI), which is counter B802(c)(iii) of SPE604-25- R-0405 (RFP). Please confirm that these costs should be passed through with no markup as suggested in the RFP.

DLA Energy Response: Attachment VI - Argonne Invoice Format A0001 only provides a sample format of how the charges should appear on the invoice for Argonne. Please refer to B802(c)(2)(ii) Transmission which states “All other transmission related costs [other than NITS], including enhancement charges, must be included in the Transaction Fee.”

13. With regards to C800(b)(13), there is a statement that GRT should be passed through for all Pennsylvania accounts. This counters B1.08(e)(2)(i). Please review and confirm treatment for GRT for these groups.

DLA Energy Response: Please refer to Amendment 0001 which removes C800(b)(13) and clarifies the treatment of Pennsylvania Gross Receipts Tax in B1.08(e)(1)(ii)(E) and (e)(2)(ii).

14. With respect to C800(b), Proposer notes that providing the Government demand information and UDC "pass through" charges in its invoices where Government has requested dual billing may not be possible since in these cases, this information would be the responsibility of the UDC to provide on its invoices to the Government.

DLA Energy Response: Contractor invoices shall only include the information required by C800, Paragraph (b)“…if available from the UDC.”

15. With respect to C800(b), Proposer notes that providing the Government any information on invoices for UDC billed groups would not be possible since the UDC renders the bills, outside the control of the Proposer.

DLA Energy Response: See response to Item 14 above.

16. Proposer wishes to clarify that for Ohio accounts, transmission will be invoiced by the UDC, and for accounts for certain Pennsylvania UDC accounts, transmission enhancement will be invoiced by the UDC.

DLA Energy Response: Please refer to C800, Paragraph (a) which states “With the exception of any and all transmission and distribution related charges payable by the Government to the UDC under the applicable tariff for each account… the Contractor is responsible for all costs associated with deliveries to the delivery point and the scheduling and coordination for delivery of electricity to the service point for each account under the contract.” Suppliers shall not attempt to invoice the Government for any transmission and/or transmission enhancement charges in those cases an account is located within a UDC service territory in which the UDC invoices the Government for that same charge.

17. For Argonne, line losses are to be passed through. However, there is no statement as to whether these should be using the Day Ahead LMP or Real Time LMP. Please confirm this should be Day Ahead LMP to align with the index used for the energy.

DLA Energy Response: Please refer to B802, Subparagraph (c)(2)(iii) which states “The Commodity Price shall be consistent with the energy price defined in B802, Subparagraph (a)(2).”

18. Please confirm for all products and line items, are PSC fees to be a full pass through?

DLA Energy Response: It is assumed that PSC fees refer to Public Service Commission fees. Public Service Commission fees shall be included in the price for all CLINs. As stated in Solicitation SPE60425R0405, as revised by Amendment 0001:

For CLINs 0001 – 0027 and 0035: Please refer to B1.08(e)(1)(ii) which lists those charges not included in the price. As PSC fees are not listed in this subparagraph, they shall be included in the price in accordance with B1.08(e)(1)(i) which states the price shall include “(all retail supply costs) to the service point as specified in this solicitation unless explicitly identified in Subparagraph (ii).”

For CLINs 0028 - 0032:

Please refer to B1.08(e)(2)(ii) which lists those charges not included in the price. As PSC fees are not listed in this subparagraph, they shall be included in the price in accordance with B1.08(e)(2)(i) which states “Prices shall include the following charges:

All retail supply costs to the point of receipt as specified in this solicitation unless explicitly identified in Subparagraph (ii)…”

For CLIN 0033 PPPL and CLIN 0034 Argonne: Please refer to B802(b) which states “Payment of this Transaction Fee shall compensate the Contractor for all services performed and all costs incurred to supply electricity to the point of delivery whose recovery is not explicitly provided for by the separate Energy and Other Market Charges components described in subsections (a) and (c) of this section”. PSC fees are not defined in either B802(a) or (c).

19. Will either PPPL or Argonne make any partial hedges of the % load during the contract term?

DLA Energy Response: The Government does not currently have any requirement beyond that currently defined in this solicitation. Should the Government seek to convert any LMP-based contract line item quantity to a firm-fixed price (for CLINs 0033 or 0034), the process defined in B806 Contract Price Conversion will be followed.

20. Can you confirm that PPPL does not have any additional requirements regarding billing other than DUAL billed by the supplier?
