About this file

This is a Pricing and Payment Form (PPF) for federal contract SPE603-26-R-0522 for Outside Continental United States (OCONUS) Contractor-Owned, Contractor-Operated (COCO) bulk fuel storage services in Davao, Philippines.

The contract encompasses two pricing periods: a Base Period with a three-year Period of Performance (24 months after contract award) and Option 1 with a five-year Period of Performance following the base period. The contractor shall provide bulk fuel storage capabilities for two fuel types—Fuel Naval Distillate Grade F-76 and Aviation Turbine Fuel Grade JP-5—with a combined required storage capacity of 977,000 barrels (548,000 barrels F-76 and 429,000 barrels JP-5). Pricing is structured as firm fixed price with monthly OCONUS COCO storage service charges, annual storage use charges, and total prices calculated for the respective contract periods. The PPF includes separate pricing tables for individual tanks (identified by tank number, product type, shell capacity, and fill capacity), subtotals for each fuel type, and dedicated line fill services. All costs associated with performing required services, including startup costs, must be included in the total contract price. The form incorporates DLA Energy Quality Assurance Provision E18 for tank inspection and cleaning, requiring contractors to calculate daily reduction/addition rates using the formula: (Monthly OCONUS COCO Storage Service Price × 12 Months) ÷ 365 Days. If alternate tankage is offered under QAP E18, shell and fill capacities must be included in the proposal, though QAP E18 is not an evaluated price factor. Monthly prices per tank must sum to the total monthly price, and monthly usage prices multiplied by 12 months must equal the annual storage usage charge.
