DLA Energy Bulk Petroleum Services Pre-Proposal Conference Summary
This document is a virtual pre-proposal conference presentation for DLA Energy's Contractor-Owned, Contractor-Operated (COCO) fuel storage services solicitation (SPE603-26-R-0522) in Davao, Philippines. The requirement seeks a contractor to provide comprehensive fuel storage services including management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection for receiving, storing, and shipping two grades of fuel via tanker and barge. The contract is being solicited as full and open competition on a firm fixed-price basis under NAICS Code 493190 (Other Warehousing Storage), with award determined using trade-off best value methodology. The base performance period spans 42 months (April 12, 2028 – October 11, 2031), with an option to extend the contract up to six additional months, not to exceed five years total duration.
Proposals are due June 29, 2026 at 3:00 p.m. Fort Belvoir EST via email only and must include three volumes: Technical Management Proposal (maximum 75 single-sided pages), Past Performance documentation (Attachments IV-VI), and Price Proposal (Attachment II with all calculations rounded to two decimal places). Contractors must be registered and active in SAM.gov at time of submission and proposal award. The monthly service price for the base period will be multiplied by 42 months for total base cost evaluation; the same monthly price multiplied by six months determines the extension price evaluation. Evaluation will be conducted on three factors: Technical/Management (Outstanding, Good, Acceptable, Marginal, or Unacceptable), Past Performance (Relevance and Confidence ratings), and Price. All questions must be submitted in writing to Contract Specialist Ashlee Brown (ashlee.brown@dla.mil) no later than May 1, 2026 at 12:00 p.m. EST, with responses published as solicitation amendments on SAM.gov.
