AMENDMENT 0016
The changes set forth therein are incorporated into Solicitation SPE602-23-R-0702 and is amended as follows:
1. Solicitation SPE602-23-R-0702 negotiations and request for Final Provision Revision (FPR) is re-opened effective immediately. Proposal submissions are due before the closing date and time of June 23, 2023, at 3:00 p.m. Fort Belvoir, Virginia time. If a timely offer was submitted by the previous submission due date and time of June 20, 2023, at 3:00 p.m. Fort Belvoir, Virginia time, the Offeror is not required to re-submit and DLA Energy is in receipt of the FPR timely submitted offer to be evaluated for this solicitation. If an Offeror would like to revise a previously timely submitted offer and re-submit by the newly established due date and time, DLA Energy will accept the new offer submission as the standalone offer for evaluation and the previously submitted offer will be rescinded.
FPRs shall be submitted through the Offer Entry Tool (OET). Any revisions received after the exact time and date specified for receipt of FPRs will not be considered. Proposal revisions received via email, letters, or means other than the OET will not be considered.
SOLICITATION NOTES
2. This amendment is also issued to update solicitation notes regarding DLA provisions F1.08
DELIVERY AND CONTRACT PERIODS FOR PIPELINE AND TANK CAR DELIVERIES
(DOMESTIC BULK) (DLA ENERGY JAN 2018), F1.08-1 DELIVERY AND CONTRACT
PERIODS FOR TANK TRUCK DELIVERIES (DOMESTIC BULK)(DLA ENERGY JAN 2018)
and F1.08-3 DELIVERY AND CONRACT PERIODS FOR TANKER AND BARGE DELIVERIES (DOMESTIC BULK)(DLA ENERGY JAN 2012). The below locations solicited quantity represents 9-months of the location's total annual fuel requirements. There will be approximately a 3-month period where DLA Energy will not lift for the locations cited below. DLA Energy will closely coordinate with vendors as soon as the 3-month period is identified. The intention is to lift the volume solicited during 9 months, sometime within the 12 month performance period. Monthly pro-rata will be 11.1% only for the specific locations listed in Section B instead of 8.33%, as identified in F1.08, F1.08-1 and F1.08-3 in the solicitation.
