1. Unless otherwise noted in this document or applicable contract, the retention period shall be for the stated number of days after the sample has been taken from the location indicated.

1. Obtain sample in a clear round 1 quart glass bottle, swirl the bottle vigorously so a vortex is formed. Visually check for sediment at the point of the vortex. If sediment is visible, an investigation is necessary in order to determine the source of the contaminant (a spot larger than 3 mm diameter indicates corrective action may be required to prevent the delivery of contaminated fuel).
2. AVGAS samples shall be checked for particulate and water. Particulate shall be determined visually upstream of filter separators and/or by the particle assessment method downstream of the filter separator. Free water shall be determined downstream of filter separator using a water detector (AEL Aqua-Glo test method or Hydro-Light).

3. If product contains FSII, product shall be checked on delivery into a bulk storage tank and every month thereafter.
4. If the capability does not exist to perform this test at the terminal, send sample to the nearest Service laboratory that has capability. In the event operational necessity dictates issue of product before results are obtained from the Service laboratory, shipments may be made, however, when laboratory results indicate failure, notify DLA Energy Quality Operations Division.
5. In all cases where MSEP is measured, conductivity will also be measured using ASTM D2624. For unadditized Jet A that is injected outbound of a facility an MSEP shall be performed using either D7224 or D8073 where possible. If either method is not available testing may be conducted with D3948. Passing results for D3948 will be considered acceptable. Failing fuels shall be retested using D7224 or D8073. If the fuel passes D7224 with a minimum limit of 85 or D8073 with a limit of 88 the fuel is considered to be acceptable with no further action. If the fuel fails D7224 or D8073, an investigation shall be performed.
6. If fuel contains conductivity additive, wait approximately 2 minutes after obtaining sample for charges in the fuel to dissipate before performing CU testing.
7. For determining correct reporting of test results (rounding protocol) see 4.2.2.2.1 Testing Rounding Protocol
8. Only applicable to Jet A use by the Navy.
9. Only for product transported through multi-product systems, including marine transport.
10. For JPTS: Ellipsometer (ETR) or Interferometer (ITR) IAW QAP C16.08-13. ETR is the referee. For all other fuels, follow specification requirements (excluding MSC chartered/contracted tankers and barges in dedicated/long term service).
11. Flash Point at the receiving point is not required for product used by the U.S. Army. This fuel is tested in accordance with Petroleum Laboratory Operations (TM 4-43.31).

1. Only use FSII meeting specification MIL-DTL-85470, Inhibitor, Icing, Fuel System, High Flash, NATO Code S-1745.
2. Fuel shall be clear, bright, and free of water and sediment on visual examination. Sample will be taken downstream of final filtration on refueler or hydrant servicing equipment.
3. Distillation property criteria are specified in ASTM D86 scale units. ASTM D2887 results shall be converted to estimated D86 results by application of the correlation in Appendix X4, “Correlation for Jet and Diesel Fuel (Procedures A and B)” of D2887 for comparison with the specified property criteria. Distillation residue and loss limits provide control of the distillation process during the D86 test method and do not apply to D2887.
4. Alternate test methods may be performed provided they are authorized by the specification of the product being tested. Referee test methods are preferred.
5. Only for product transported through multi-product systems. FAME (fatty acid methyl esters) is defined as material meeting the limits of EN14214 or ASTM D6751. FAME that fails to meet the biodiesel quality standards are not permitted in aviation turbine fuel.
6. Tube deposit rating shall be measured by ASTM D3241 ETR Ellipsometer (ETR), when available: otherwise, use Interferometer (ITR) or visual (VTR). ETR shall be the referee procedure, otherwise ITR.
7. DEF STAN 91-091, ASTM D1655 and GOST R 52050 are acceptable.

1. Unwashed gum, without solvent wash, shall not increase by more than 2 mg as compared to the original product. In the event of gum increase exceeding 2 mg, run type A test as defined in the legend.

1. For NATO F-76, if the sample has no visible particulates, but is otherwise not clear and bright per ASTM D4176, procedure 1, then the product shall meet the requirements of ASTM D2709, 0.05 percent volume of water and sediment, maximum. The fuel is acceptable for appearance if the water and sediment content is
0.05 percent volume or less. If the sample fails ASTM D4176, procedure 1, because it contains visible sediment or particulate matter, but meets the requirement of 10 mg /L, maximum, in accordance with ASTM D5452 or ASTM D6217, then the fuel shall be considered acceptable provided all other requirements are met.
2. Cetane Index can only be run if no ignition improvers are present. Otherwise, Cetane number shall be given.
3. Kerosene. Grade No.-1K only, if intended for non-flue connected burner.
4. Sulfur testing is required for ULSD or LSD believed to be contaminated with a higher sulfur content fuel.

TYPE DESCRIPTION
A Complete specification test as per specification detailed in the contract
B-1 A limited subset of principle characteristics of the type A full test specification requirement most likely to be affected by transportation of a product.
B-2 A more rigorous subset of the type A full test specification requirement than the type B-1 test schedule and aimed at those parameters susceptible to deterioration through aging, weathering, and long-term storage conditions.
B-3 Partial analysis for contamination; in particular, for controlling the re-injection of pipeline interface products.
Appearance To confirm that no free water and/or visual solid particulate are present in the fuel and that the fuel has a “clear & bright” appearance at ambient temperature.
C A limited number of tests performed to identify and compare product properties to ensure that no major changes have taken place during the fuel transfer process by any means of transport.
C+ (C-Plus) C-test plus additional tests. These tests are to be performed to ensure that critical properties are fulfilled and/or additives are present at the correct concentration.

Product shall meet MIL-DTL-5624W, Turbine Fuel, Aviation, Grade JP-5, dated March 28, 2016.
(a) SPECIFICATION MODIFICATION: The requirements of Table I in the specification are modified as follows:
a. FILTRATION TIME TESTING. Round upwards when reporting the filtration time, in minutes. For example, a filtration time of 4 minutes, 22 seconds, would be reported as 5 minutes.
b. FLASH POINT TESTING. The referee procedure for performing flash point testing of JP-5 shall be the manual method of ASTM D93 as opposed to the automated version of ASTM D93.
c. FLASH POINT.
i. All batches of JP-5 that are presented for Government acceptance at origin and for subsequent shipment through a multiproduct pipeline, shall meet a minimum flash point requirement of 62.5°C.
ii. In the U.S. all JP-5 deliveries in California, Oregon, and Washington shall have a minimum Flash Point of 62.5 oC at the custody transfer point.
iii. In Australia all JP-5 deliveries shall have a minimum Flash Point of 61.5°C at the custody transfer point.
d. ACID NUMBER. For JP-5 delivered to Kodiak Island, Alaska, the maximum total acid number shall be 0.020 mg KOH/g.
e. MICRO-SEPAROMETER (MSEP) REQUIREMENTS.
i. Prior to initial production under this contract, the Contractor shall elect, on a one-time basis, which MSEP limit to meet for the balance of the contract. If the Contractor introduces Fuel System Icing Inhibitor (FSII) and/or Corrosion Inhibitor/Lubricity Improver (CI/LI) after verification of product conformance with the MSEP requirement, the product is not required to meet a fixed limit on subsequent MSEP tests.
ii. If the Contractor elects to verify conformance with the MSEP requirement on a sample of product that does not contain FSII and CI/LI, an additional MSEP test shall be performed on a hand blend containing jet fuel, FSII, CI/LI, and Antioxidant (only if required). The FSII shall be added to this hand blend at a concentration range between 0.08 volume percent minimum and 0.11 volume percent maximum. The amount of the CI/LI added to this hand blend shall be within the concentration range specified in QPL-25017.
f. ADDITIONAL REQUIREMENT APPLICABLE TO DEEP FREEZE PROGRAM ONLY. The Deep Freeze Program is for Antarctic operations of the Department of Defense and other federal agencies; whereby JP-5 sulfur content shall not exceed 0.0015 mass-percent (15 ppm).
(b) ADDITIVES.
a. Additives are required for deliveries of JP-5, per MIL-DTL-5624W, unless addition is excluded by specific solicitation line item, applicable contract clause, or other contractual requirement. FSII included in jet fuel shall conform to MIL-DTL- 85470B, Inhibitor, Icing, Fuel System, High Flash, Notice 1 dated June 15, 1999 and revalidated March 24, 2004.
b. The CI/LI additive(s) used shall conform to MIL-PRF-25017H Inhibitor, Corrosion/Lubricity Improver, Fuel Soluble, w/Amendment 1, dated August 4, 2011
c. Line injection of additives (FSII and CI/LI) from shipping tank to delivery conveyance or other free on board (FOB) point is permitted under the following conditions:
i.Additives must be proportionately injected throughout the entire loading process to ensure the additive is homogeneously blended into the jet fuel. The Contractor shall maintain records evidencing the homogeneous blending of all line injected additives. Such methods may include meter or tank gauge readings or test results taken at intervals to provide confidence in the injection process.
ii. When FSII is required, additive concentration must be verified based on a representative sample from each shipping conveyance.
(c) Conformance to specification requirements at the custody transfer point is required, however, prior to shipment, a laboratory hand blend of JP-5 fuel with all additives required by this contract shall be tested to verify compliance with the required specification (except for MSEP). MSEP analysis shall be performed per the Contractor’s election in MIL-DTL-5624W.
(d) BATCH SAMPLING: The Contractor shall provide one 20 mL sample per each individual tank in a procurement batch.

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits.
(a) PRODUCT REQUIREMENTS. Jet A shall conform to the requirements of the latest version of ASTM D 1655, Standard Specification for Aviation Turbine Fuels, except as modified below, at the custody transfer point.
(b) SPECIFICATION MODIFICATIONS
(1) Microseparometer (MSEP).
(i) The following MSEP ratings apply in the presence of the additives listed below. Values apply at point of manufacture:

If either method is not available testing may be conducted with D3948. Passing results (min 85) for D3948 will be considered acceptable. Test failures using D3948 shall be retested using D7224 or D8073. If fuel passes D7224 with a minimum limit of 85 or D8073 with a limit of 88, the fuel is acceptable with no further action.
(2) Fatty Acid Methyl Ester (FAME)
(i) For offerors that will be offering Jet A FOB Destination and/or Origin TT, which involves staging jet fuel at a terminal via a multi-product pipeline, a Certificate of Quality of the issue tank must include testing for FAME for Acceptance of the fuel. The Test method to be used is either IP 585, IP 583, IP 590, IP 599, or ASTM D 7797. The Referee Method is IP
585. Current ASTM D1655 Jet A specification allows no more than 50 parts per million of FAME in jet fuel.
(c) ADDITIVES.
(1) Additives shall not be premixed with other additives before injection into the fuel.
(2) FUEL SYSTEM ICING INHIBITOR (FSII). When required by contract line item-
(i) FSII shall be added to the fuel and shall be Diethylene Glycol Monomethyl Ether (DIEGME) conforming to the latest version of ASTM D4171, Standard Specification for FSIIs, Type III or MIL-DTL-85470B, dated June 15, 1999, revalidated August 28, 2019, Inhibitor, Icing, Fuel System, High Flash, NATO Code Number S-1745.
(ii) FSII shall be added to the fuel so that the resulting concentration in the final blend is between 0.07% and 0.10% by volume.
(iii) When using the 20-ounce aerosol can to introduce FSII during over the wing refueling, determine the fuel quantity and calculate the amount of required additive. This additive shall be added gradually during filling to permit proper blending in the fuel. One can of aerosol additive will inhibit 180 gallons of fuel to 0.087 percent by volume. The use of aerosol FSII is not permitted for U.S. Navy aircraft refueling.
(3) CORROSION INHIBITOR/LUBRICITY IMPROVER (CI/LI). When required by contract line item-
(i) The additive must conform to MIL-PRF-25017H with Amendment 1, dated August 4, 2011, revalidated May 25, 2021, Inhibitor, Corrosion/Lubricity Improver, Fuel Soluble (NATO S-1747), found in ASSIST and shall be listed in the electronic Qualified Products List (QPL)-25017, located in the Qualified Products Database (QPD) found at https://assist.dla.mil (or http://quicksearch.dla.mil) https://assistdocs.com/

(ii) The concentration of CI/LI added to the fuel must be between the minimum effective concentration and the maximum allowable concentration as listed for the CI/LI in QPL-25017.
(4) STATIC DISSIPATER ADDITIVE (SDA). When required by contract line item-
(i) SDA shall be added to the fuel and the conductivity limits of 50 to 600 picosiemens per meter (pS/m) at ambient temperature or 29.4oC (85oF), whichever is lower, unless otherwise directed by the procuring activity.
(5) METAL DEACTIVATOR (MDA). MDA shall not be used unless the supplier has obtained PRIOR written consent from the procuring activity.
(6) Product shall be homogeneously mixed. Until all aviation turbine fuel tanks are coated, it is acceptable to perform stratification tests in lieu of circulating tanks to achieve homogeneity.
(d) REPORTS. Refer to the MATERIAL INSPECTION AND RECEIVING REPORT (QAP E40.01) contract provision for reporting requirements.

In the event that a Federal, State, or local environmental requirement is more stringent than a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent fuel specification. Product that fails to meet the more stringent fuel specification will be considered to be a nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s) as cited above. In the event that compliance with the more stringent fuel specification causes the contractor to incur additional costs, the contractor may request an equitable adjustment.

For supplies delivered under this contract, the Contractor shall conform to all International, Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. The Contractor shall also comply with all applicable International Agreements, Treaties, Conventions, and the like to which the United States is a signatory or with whose terms the receiving activity has otherwise agreed to comply, including but not limited to, the requirements of MARPOL 73/78 Annex VI Regulations 14 and 18. The Contractor shall be responsible for determining the existence of all such requirements prior to the time deliveries are made. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits. The list of such requirements contained in this contract is not intended to be a complete list, and the Contractor shall be responsible for determining the existence of all such requirements. In the event that an International, Federal, State, and/or local environmental requirement, as identified above, is more stringent than a requirement contained in this contract, the Contractor shall deliver product(s) that complies with the more stringent requirement. Product(s) that fails to meet the more stringent requirement will be considered nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s). In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.
Unless otherwise indicated by the Contractor in writing, prior to award, the product offered shall be required to fully meet all applicable specifications. The supplier shall provide to the receiving vessel a “Statutory Sample” of at least 400 mL in volume, taken from the receiving vessel’s inlet bunker manifold, together with a Bunker Delivery Note (BDN). This sample will be sealed and carry a sample tag that provides the documentation required per MARPOL 73/78, Annex VI Regulation 18.
a) Naval Distillate Fuel (F-76) shall conform to the requirements of Military specification MIL-DTL-16884P dated 26 Sept 2017.
Nomenclature for Naval Distillate Fuel (F-76) is shown above.
b) SPECIFICATION MODIFICATIONS:
1) Flash Point: All batches of F-76 that are presented for Government acceptance at origin shall meet a minimum flash point requirement of 62.5 degrees Celsius (°C).
2) F-76 offered from a location other than where refined (excludes synthesized material as defined in section 3.2.2 and 3.2.3 of MIL- DTL-16884P) requires testing for FAME content by test method ASTM D7963, BS EN 14078, or IP 579. ASTM D7963 is considered to be the referee test method.
3) In Australia, all deliveries of F-76 shall have a minimum Flash Point of 62.5°C at the custody transfer point.
4) Ash, mass%: All batches of F-76 shall not exceed 0.010% Ash by ASTM D482.
c) MATERIALS: The F-76 supplied under this contract shall not contain un-hydrotreated light cycle oils or contain any stabilizer additives, or any other additive or material not explicitly allowed per section 3.2 of MIL-DTL-16884P.
For F-76 containing a synthetic component, the synthetic component shall be certified to Tables A-I and A-II of MIL-DTL-16884P; for synthesized iso-paraffins, the synthetic component shall be certified to Tables B-I and B-II of MIL-DTL-16884P. It is not necessary to analyze each batch of the synthetic component for compliance with Table A-II (or Table B-II, as applicable) once it is demonstrated that the process scheme is adequately controlled and if no significant changes to existing production operations have been made, such as a turnaround event on a refinery unit used to produce the synthetic component or a change in feedstock material. The signed F-76 synthetic component certification page shall be supplied for each shipment which includes synthetic paraffinic materials attesting that no changes to the production process have been made and certifying that the last certificate of analysis, dated and including Table A-II (or Table B-II, as applicable) results, is still valid.
d) ADDITIVES:
1) Lubricity Improver Additive (LIA) – Lubricity additives are allowed in F-76. The LIA additive(s) used shall conform to MIL-PRF-
32490A, Performance Specification, Additive, Lubricity Improver, Distillate Fuel, dated 24 May 2019 and found in ASSIST and shall
DEFENSE LOGISTICS AGENCY ENERGY Page 2 of 6 be listed in the electronic Qualified Products List (QPL)-32490, located in the Qualified Products Database (QPD) found at https://assist.dla.mil/ (or http://quicksearch.dla.mil) . Instructions on how to use ASSIST are located in QAP C1.02. Either Grade A.
Grade B, or Grade C material is suitable for treatment of de-sulfurized F-76. Additive concentration shall not exceed the maximum allowable concentration applicable to the specific additive selected for inclusion in finished F-76.
2) Information pertaining to qualification of additives not currently listed on QPL-32490 may be obtained from Commander, Naval Sea Systems Command, ATTN: SEA 05S, 1333 Isaac Hull Avenue, SE, Stop 5160, Washington Navy Yard, DC 20376-5160, USA, or by e-mailing CommandStandards@navy.mil.
3) Dyes and Markers - Red dye required in off-highway diesel fuel in accordance with 40 CFR Part 80 as modified by the Environmental Protection Agency's interim final rule published in the Federal Register dated July 14, 1994 shall not be added to F-
76. The finished product shall show no visual evidence of red dye. This F-76 product is for military, off-highway use only and must be segregated at all times from any diesel fuel used on-highway. NOTE: Red dye does not apply to Atlantic/Europe/Mediterranean or Western Pacific Overseas Bulk purchase programs unless offering refinery is located in the United States or one of its possessions.
e) BATCH SAMPLING: The Contractor shall provide one 20 mL sample per each individual tank in a procurement batch.
For each 20 mL sample provided by the Contractor, the Contractor shall also submit a Refinery Certificate of Quality (RCQ), or Certificate of Analysis (CoA), as applicable, with the F-76 sample when submitting to the US Naval Research Laboratory.
The RCQ or CoA for each individual tank shall be representative of Level A testing for the F-76 product.
