About this file

This document is an Amendment of Solicitation/Modification of Contract for liquid argon supply and related services at Robins Air Force Base (GA) and Anniston Army Depot (AL) from July 2026 to June 2030. The solicitation (SPE60125R0317) covers the procurement of an estimated 560,000 pounds of liquid argon for Robins AFB and 756,692 pounds for Anniston Army Depot, with delivery via tank truck to specific building locations. The contract includes various associated services such as equipment installation, removal, expedited/emergency delivery, detention fees, and tank hot fill capabilities. The solicitation amendment extends the bid response deadline to September 29, 2025, at 3:00 PM, and provides clarifications on unit of measure (changing from gallons to pounds), tank specifications, and site visit opportunities for potential bidders at both locations.

3. REQUIREMENTS

3.1 Grade requirements. The purity and impurity concentrations shall conform to the limits of Table I when tested in accordance with the applicable test method also specified in Table I. Other limits and tests may be specified by the procuring activity (see 6.2).

3.2 Limiting values. The following applies to all specified limits in this specification: For purposes of determining conformance with these requirements, an observed value or a calculated value shall be rounded off in the last right-hand digit used in expressing the specification limit, using the Rounding Method of ASTM E29.

3.3 Filter. A filter with a rating of at least 10-micrometer nominal and 40-micrometer absolute or better shall be installed between the manufacturer’s plant system and the manifold used to fill the gas or liquid containers for delivery.

3.4 Filled containers (Type I only).

3.4.1 Pressure. The container filling pressure (see 6.2) shall not differ from that required by the contract by more than 1.0% at 21 C (70 F) when tested as specified in 4.5.1.

In no case shall the filling pressure exceed the rated service pressure of the container.

3.4.2 Leakage. Cylinders shall not leak when tested according to 4.5.2.

3.4.3 Inspection and maintenance. Compressed gas cylinders shall be inspected, maintained, and charged according to 4.5.3.
