3. The following PWS Section C-2.0 Performance Requirements paragraphs are revised to read:
C-2.1.3 Hot Refueling: When two or less lanes are in operation services will be performed solely by Navy personnel during normal hours. If more than two lanes are required, the additional lanes shall be manned by Contractor and Navy servicing crews with the Contractor operating the pit deadman. The Navy is responsible for ensuring that proper documentation is provided to the TM.
C-2.3.1 Operations: The Ault Field station consists of a dispensing facility connected to two 25,000-gallon underground MUR bulk tanks. Two 25,000-gallon DS2 tanks are also present but not connected to the service station. Both products are received by commercial tank truck. The Seaplane Base service station, Bldg. 357, consists of a 2,000-gallon above ground DS2 tank and servicing components. DS2 is transferred from Ault Field to the station using the Contractor’s ground fuel truck. The Contractor shall track ground fuels inventories and order products as needed to meet DLA Energy Accounting Policies and maintain appropriate levels to ensure uninterrupted service. Disruption of automated service station function may require manual operation of the facility or the dispensing of products from a ground fuel servicing truck, and manual documenting of issues.
In the event of a power, system, or mechanical failure that renders the service station completely inoperable, the Contractor shall post directions to the alternate source of products and the hours of operation.
C-2.9.19 Cathodic protection systems shall be monitored (either powered on/off or damaged) by the contractor but maintained by Public Works (NAVFAC).
C-2.9.24 Small Craft (Boats): The Contractor shall be responsible for visual inspections, the checking of fuel and oil levels before and after each use, and notify the government if replenishment of fluids is needed.
The COR shall be notified of any maintenance required.
C-2.9.25 Booms and Boom Systems: The contractor shall use the spill response boat to deploy the permanent boom to receive barge download. Also, The Contractor shall tow the permanent boom (three sections) to the boat ramp, and position it on the boat ramp for cleaning. The Base Operating Support Contract will perform cleaning services. Thereafter fuel Contractor shall return the boom and secure it in its deployed position.
Due to the size of the boom, the cleaning operation is a three phased (three boom sections) operation.
4. The following PWS Appendix A Facility Specific Information sections are revised (see PWS attached):
a) Section 6. Sea Plane Base
b) Section 1. Hours of Operation
5. Attachment:
