Funding for contractors that require training is dependent upon on the contract language. DLA Energy will fund training when required by contract after coordination with the appropriate Contracting Officer or Contracting Officer Representative.

Q41: With the absence of a DD254 from the RFP we are wondering what level of clearance is required to obtain Flight Line Access. Does DLA‐E or the Installation require a level II or Level III clearance for Flight Line Access?

A41: Contractors are required a Tier 3 level clearance; non-critical sensitive access.

Q42: Appendix A lists the hours of operation for the Fuel Dispatch Center for Sat‐Sun as 07:00 to 23:00. It was stated at the site visit that the Fuel Dispatch Center was operated 24/7. This would make sense as the “Cold Refuel” hours of operation are 24/7. Will the Government please confirm the hours of operation for the Fuel Dispatch Center?

A42: It is up to the contractor to staff; however, coverage must meet 24/7 requirement. If yes, is the current contractor required to have this training at the present time? Will DLA fund personnel to attend the required training?

In another sentence, the PWS states that when directed by the Contracting Officer, the DSO may be responsible for manning the fire watch, nozzle operator, or refueling director/coordinator positions. In yet another sentence, the PWS states the unit receiving services will be responsible for providing all manning other than that of the fuel system or pit operator.

Finally, during the site visit, we were told the DSO would only be responsible for operating the deadman control. Which positions will our DSO be required to fill? Each of the positions mentioned: hot pit operator; fire watch; nozzle operator; and refueling director/coordinator require varying degrees of training. Also, please confirm that regardless of the position filled, only one DSO is required for each pit where the contractor is engaged in the operation.

A48: DSO is only required to operate deadman control. Only 1 DSO per pit when required.

Is this training required? If yes, is the current contractor required to have this training at the present time? Will DLA fund personnel to attend the required training?

A49: No formal laboratory training required.

Q50: Reference PWS C‐2.1.4; PWS C‐2.1.7; and Appendix A, Table 1 – Hours of Operation. Para C‐2.1.4 requires a response time of 20 mins during the hours of operations listed in Appendix A. The cold refueling hours for listed in Table 1 show 24/7 operations. PWS C‐2.1.7 lists after‐hours response time as two hours. Please clarify which operations are covered under the two‐hour response time.

A50: An example would be weekend hot-pits, which is coordinated a few days prior. Another example would be an after-hour ground fuel delivery.

Q78: Reference PWS C‐3.1.1 – This paragraph mentions a requirement for the Contractor to provide a contingency plan for contractor furnished equipment, and lists various examples including hose carts and pantographs. Please confirm there are no hose carts required under this contract. Also, please confirm the pantographs used for the direct refueling operation are Government provided.
