About this file
This document is a Solicitation Questions and Answers (Q&A) file for a Defense Logistics Agency (DLA) Troop Support Indo-Pacific solicitation (SPE302-25-R-0005) for Fresh Fruits and Vegetables (FF&V) for Non-DoD Schools on Oahu, dated 5 August 2025. The Q&A addresses five key questions from potential offerors, providing clarifications on contract requirements and submission details.
Key clarifications include: DLA will not establish open bid pricing; the USDA market pricing reference period is 29 June 2025 - 12 July 2025; USAPHC (US Army Public Health Command) requirements do not apply to this solicitation; offerors are not required to submit quote, invoice, and freight documentation with the initial offer; and while a GMP sanitation audit is not required, offerors must provide USDA Group Food Safety Program certifications from farms supplying produce, and such farms must be GAP certified. The solicitation is a 100% small business set-aside using the Lowest Price Technically Acceptable (LPTA) source selection process, with proposals due by 1700 Hours HST on Friday, August 29, 2025.

Solicitation Questions and DLA Responses
FF&V for Non-DoD Schools on Oahu, SPE302-25-R-0005
DLA Troop Support Indo-Pacific, Procurement Office Hawaii
Question #1: Does this solicitation have a new intent to establish open bid pricing?
DLA Response: No. DLA does not intend to establish open bid pricing.
Question #2: Is there a specific date range applicable to pricing documents?
DLA Response: Yes, the revised SOW, page 32 Schedule of Items Pricing section reflects the USDA market pricing reference period of 29 June 2025- 12 July 2025.
Question #3: The solicitation specifies that all processed products must come from suppliers approved by the US Army Public Health Command (USAPHC). Will USAPHC audit facilities that are supplied only to non-DoD school customers? We understand that USAPHC typically does not audit facilities unless they exclusively serve DoD-related activities.
DLA Response: Upon further review, USAPHC requirements do not apply to requirements for USDA Non-DoD Schools on Oahu. Section previously shown on page 23 labeled “Product Sanitarily Approved Source Requirements and Sanitary Conditions” has been removed.
XXIV Product Quality on Page 23 has been revised.
Question #4: Is the offeror required to submit the quote, invoice, and freight documentation as part of the initial offer?
DLA Response: No. Contracting offer may request this information later.
Question #5: Must the offeror submit a current third-party or USDA GAP/GMP sanitation audit along with their initial response?
DLA Response: GMP sanitation audit is not a requirement.
Offeror to provide copies of USDA Group Food Safety Program certifications from farms supplying FF&V specific produce intended for school meals under this contract. Such farms must be GAP certified.
