About this file
This document is a Solicitation Question Set from DLA Troop Support Indo-Pacific Procurement Office Hawaii for FF&V (Fresh, Frozen, and Vegetable) for Non-DoD Schools on Oahu, solicitation number SPE302-25-R-0005. The document addresses five key questions from potential offerors, providing clarity on procurement details. Important responses include: (1) vendors should submit pricing using Schedule of Items R3 issued with Amendment 1, (2) offerors can submit USDA Good Agricultural Practices (GAP) audit results from third-party certifications like Primus GFS, and (3) only one contract will be awarded. The solicitation also confirmed that based on USDA feedback, the requirement for GAP audits from all growers has been removed from the revised Statement of Work, and the procurement team will evaluate offers independently to maintain evaluation integrity.

Solicitation Question Set #4
FF&V for Non-DoD Schools on Oahu, SPE302-25-R-0005
DLA Troop Support Indo-Pacific, Procurement Office Hawaii
Question #1: What is the difference between Schedule of items R3 and Schedule of items R5? I am assuming we only need to submit R3.
DLA Response: Please submit your pricing using the Schedule of Items R3 that issued with Amendment 1. R3 includes updated item descriptions and changes in the layout.
Question #2: Can I submit our audit results from Primus GFS as a way to fill the USDA GAP practices requirements?
DLA Response: Yes. The Contracting Officer will require an offeror to submit a valid USDA Good Agricultural Practices (GAP) (USDA GAP or Harmonized GAP Plus), USDA Plant Systems Audit - Good Manufacturing Practices (GMP), or independent third-party certifying company audit report(s) / certificate for each place of performance identified in the offeror's proposal. The audit report(s) must demonstrate that a passing score(s) was/were received. Any potential awardee will be required to meet any modified contract requirements for future audit reports/certifications under the contract.
Question #3: Will the contract be awarded to only one contractor?
DLA Response: Yes. Only one contract will be awarded.
Question #4: The revised SOW no longer includes the requirement for GAP audits from all growers. Could you please confirm that this requirement has indeed been removed?
DLA Response: Based on feedback from USDA, the language referencing GAP audits from growers has been removed.
Question #5: There are questions and comments related to modifying Attachment 1 – Schedule of Items R3.
DLA Response: Please continue to utilize and submit your pricing using Attachment 1 – Schedule of Items R3 that was issued with Amendment 1. To ensure the integrity of the evaluation and prevent tampering, offers will be evaluated independently by the procurement team.
