Additional Questions

SP8000-23-R-0007

The purpose of this Amendment 0003 to Solicitation SP8000-23-R-0007 is to provide additional questions and answers.

SOW 6.4 The Contractor shall perform their packaging/repackaging process of each lot of material within the Continental United States. All material shall be packaged/repackaged into packages that satisfy the requirements identified in section 8 of this SOW.

Q1. Can the material be packaged, drummed and imported into the US at an overseas location(s)?

Response: No. The requirement states the Contractor shall perform the process for packaging/repackaging into packages that satisfy Section 8 of the SOW EMM within the Continental United States.

SOW 6.5 The Contractor shall provide access to the Contractor’s packaging/repackaging facility and permit the Government and/or the Government’s designated agent(s) to collect representative samples of each lot of material during the performance of their packaging/repackaging process. The Contractor shall only package/repackage lot(s) of material, intended for delivery to the Government, at their repackaging/repackaging facility when the Government and/or the Government’s designated agent(s) are present and performing sampling and particle size analysis operations at the Contractor’s packaging/repackaging facility. The Contractor shall not ship any lot of material to the Government that has not been sampled and had its particle size analyzed at the Contractor’s packaging/repackaging facility by the Government and/or the Government’s designated agent(s).

Q2. In the scenario outlined above will DLA be doing testing and sampling inspection at the source if the location is overseas?

Response: Section 6.5 is a requirement and Section 6.4, that states packaging/repackaging must be performed within the Continental United States, is also a requirement. DLA will not perform sampling and testing outside of the Continental United States.
