Evaluation Criteria Electrolytic Manganese Metal
FAR 52.212-2 EVALUATION FACTORS – COMMERCIAL ITEMS
The objective of this requirement is to purchase and store an inventory of up to 7,140 metric tons (MT) of Electrolytic Manganese Metal, with CLIN 1001 and CLIN 2001being for option quantities and subject to availability of funds. The Government intends to award a contract resulting from this solicitation to the responsible Offeror(s) whose offer conforms to the solicitation using the Lowest Price Technically Acceptable (LPTA) source selection procedures.
To be eligible for award, offerors must be determined to be responsible according to the standards of FAR Part 9.
The Government will use the following factors to evaluate each proposal:
Factor 1: Technical Approach Factor 2: Recent and Relevant Past Performance Factor 3: Price
Factors 1 and 2 shall be evaluated for acceptability or unacceptability. Any technically approach proposal with acceptable past performance will be evaluated for Factor 3. Award will be based on the lowest evaluated price of the proposal determined acceptable under Factors 1 and 2.
The Government reserves the right to award multiple contracts if in the best interest of the Government. The Government intends to evaluate proposals and award a contract without discussions. However, the Government reserves the right to conduct discussions. The Government reserves the right to make no award.
EVALUATION FACTORS FOR AWARD
Factor 1: Technical Approach
(1) In a document named “Technical Narrative” the offeror must describe their ability to provide 7,140 metric tons (MT) of Electrolytic Manganese Metal, (EMM) flakes with the specifications and requirements set forth in the Statement of Work (SOW). The offeror must identify in a detailed narrative the ability to meet the requirements for the following:
a. Scope of Work. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 2–Scope of Work.
b. Delivery Schedule. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 3–Delivery Schedule.
c. Technical Requirements. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 5–Technical Requirements.
d. Sampling and Testing. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 6–Sampling and Testing.
e. Certificates of Analysis. Explain in a detailed narrative the ability to meet

Electrolytic Manganese Metal (EMM) the requirements of the SOW, Section 7–Certificates of Analysis.
f. Packaging. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 8–Packaging.
g. Labeling. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 9–Labeling.
h. Transportation. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 10–Transportation.
i. Tariffs. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 11–Tariffs.
j. Delivery. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 12–Delivery.
k. Inspection and Acceptance. Explain in a detailed narrative the ability to meet the requirements of the SOW, Section 13–Inspection and Acceptance.
(2) In a document named “Small Business Participation”, offerors classified as
"other than small business" will be required to furnish a Small Business Subcontracting Plan in accordance with FAR 52.219-9 which addresses Small Business Participation. The Offeror shall demonstrate its understanding of DLA’s Small Business Goals and extent of participation of, and their commitment to providing subcontracting opportunities to, subcontracting with small, small disadvantaged, veteran owned small, disabled veteran- owned small, HUBZone, women owned small businesses, and Historically Black Colleges and Universities or Minority Institutions. If no subcontracting opportunities exist, then offers must provide sufficient detail justifying on why there are no subcontracting opportunities for the requirement.
(3) Federal Acquisition Regulation (FAR) 19.704 outlines the specifics of subcontracting plan requirements. https://www.acquisition.gov/far/19.704 Each paragraph in FAR 19.704 outlines what is needed to be included in a subcontracting plan. It is recommended for offerors classified as “other than small businesses” FAR 19.704 use paragraphs 1-15 as a checklist or template for setting up any subcontracting plan.
(4) The offeror must also provide the following SUBMITTALS WITH PROPOSAL:
A. Technical Narrative with detailed explanations listed in Section one (1) above.
B. Small Business Participation as detailed in section two (2) above.
C. Safety Data Sheet (SDS) for the solicited materials.
D. Example of Certificate of Analysis (COA) for past delivery, if applicable, for the solicited materials. See SOW Section 7 for required information.

E. Testing and methodology for the tests performed on the COA.
F. Expected lot size, number of lots, and frequency and schedule of deliveries.
Factor 2: Recent and Relevant Past Performance
Past Performance will be rated as Acceptable or Unacceptable. To be considered awardable, offerors must have an Acceptable Past Performance Rating.
(1) Past Performance Questionnaires. Offerors may submit up to three (3) Past
Performance Questionnaires for contracts either in progress for at least one
(1) year or having been completed within three (3) years from the data of this solicitation. The documentation must include the contract number, award date, delivery date(s), and quantity. The references may be either government or commercial entities.
(2) The Government will evaluate the offeror’s recent, as described above, past performance, to include the questionnaires, for relevancy based on how well the contractor performed on projects of similar scope, dollar value, and complexity.
(3) Additionally, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/ subsidiary/ affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror.
(4) In the case of an offeror without a relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have Unknown (or “Neutral”) past performance. In the context of acceptability/unacceptability, a “Neutral” rating shall be considered “Acceptable”.
Factor 3: Price
The Government will evaluate price when the Government finds an Offeror acceptable under Factors 1 and 2. The Government will evaluate price in accordance with FAR 15.101-2(a) Lowest price technically acceptable source selection process and DLAD
15.405 Price negotiation. The offeror shall provide a price for 7,140 MT of Electrolytic Manganese Metal (EMM) flakes with a minimum manganese (Mn) content of 99.00% by mass (Mn content = 100 x (mass of contained Mn ÷ mass of total substances). This
Source Selection Information See FAR 2.101 and 3.104 Page 4 of 4 includes the price associated with the material packaged in new UN 1A2 rated steel drums with a rated capacity of 30 or 55 gallons or metric equivalent capacity, while quantity option CLIN 1001 will be for the 2,100 MT of Electrolytic Manganese Metal (EMM) flakes and CLIN 2001 will be for the 1,440 Electrolytic Manganese Metal (EMM) flakes. Contract award will be made to the factor 1 and factor 2 technically acceptable responsible offeror, or offerors, with the lowest price. The Government reserves the right to make more than one award. The Government also reserves the right to make no award.
Per FAR 52.217-7 Option for Increased Quantity-Separately Priced Line Item, The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. Should an option be exercised, it will occur within the base year of performance.
Offerors may offer pricing on both CLIN quantities listed above.
