About this file
This document is a set of questions and answers related to solicitation SP7000-24-Q-0004 for the up to 60-month lease of 72 multi-functional devices (MFDs) and associated accessories/services for the Navy Nuclear Power Command (NNPTC)/Navy Nuclear Power Unit (NNPTU).
The key details are:
- The government will be responsible for facilitating the security clearance process for the contractor's employees, who require a minimum of a DOD secret clearance.
- The winning contractor will be given up to a 90-day phase-in period to obtain an interim or active facility clearance (FCL).
- If the MFDs consistently exceed the estimated print volumes specified in the Performance Work Statement (PWS), the government will work with the customer to find alternatives such as relocating underutilized devices or adding additional devices.
- The government intends to purchase secure print software in the future, and the MFDs must be capable of accommodating this functionality after such a purchase.
- This solicitation contains additional requirements not covered by the existing PRTNR IDIQ contract, specifically in the areas of devices/configurations and network security.

Questions and Answers
SP7000-24-Q-0004
1. The PWS declares that technicians must have DOD secret clearance equal to or higher than Secret. Is this a pre-requisite or will the government provide the resources necessary to facilitate this clearance for our employees?
Answer: No, the government will be responsible to facilitate the processing of a Facility Clearance (FCL)to the awardee if they do not currently have one.
2. Because of the DOD secret clearance requirement in the PWS, does the company bidding need an active FCL? If yes, will a company with a pending/expected FCL suffice?
Answer: No, the winning Lowest Priced Technically Acceptable (LPTA) offeror will be given a phase-in period of up to 90 days to obtain a facilities clearance once awarded the contract. The performance of this contract requires the prime contractor and any sub-contractor to obtain at least an interim FCL or active. Failure to submit minimum proof of an active or interim “Secret” Facility Clearance (FCL) and demonstrate the ability to obtain the Secret Clearance for contractor staff by the end of the 90-day phase-in period after award, will result in the contract being deemed non-compliant and the award may be terminated for cause in-accordance-with FAR 52.212-4(m). The Government will then issue an award to the next lowest priced technically acceptable offeror, which that awardee will then be required to pass obtain an interim or active FCL. This process will be followed until a technically acceptable low offeror successfully obtains an interim or final FCL.
3. Multifunction Devices undergo factory testing and rating to ensure optimal operating conditions.
This includes metrics for maximum monthly print volumes, which help manage and assure service uptime and longevity. Exceeding these rated volumes regularly can lead to increased downtime, more frequent service calls, and a significantly reduced service life. Concerning printers installed through this solicitation, selected based on specified volume bands in the Performance Work
Statement (PWS): If they consistently handle higher page counts than anticipated, is the
Government prepared to address issues in these MFDs, including potentially replacing them with printers suitable for higher print volumes?
Answer: Although the volume bands are estimates, if a device(s) consistently exceeds the estimated number of impressions identified in the PWS, then the KO should be notified so that the DLA POC can work with the customer to find alternatives by relocating/swapping devices that may be underutilize or adding additional devices if permitted.
4. Referring to the document “SP7000-24-Q-0004_P00001_Attachment_ 1_Questions_and_Answers.pdf”, and specifically to Question 11, the Government stated:
"Copiers must support network printing upon delivery. Secure Print functionality is not mandatory currently but is anticipated to be enabled in the future." Does "enabled in the future" imply that the necessary software should be included in the response to this solicitation? Or does it mean that the Government intends to purchase the software later, and the MFDs must be capable of accommodating it after such a purchase?
Answer: The government intends to purchase the software later, and the MFD’s must be capable of accommodating it after such purchase.
5. Please provide clarification to the above solicitation. Vendors have provided all of this information for the DLA IDIQ proposal request back in 2021, which has been awarded. Can you please provide details as to why the current IDIQ contract is not being used for these 72 units?
Answer: Additional requirements exist that are not contained on the PRTNR IDIQ. Please refer to sections: III. DEVICES AND CONFIGURATIONS specifically B. 1. d., as well as XIV. NETWORK SECURITY specifically J.
