Amendment 0003
1. The purpose of this Amendment is to incorporate the below questions and answers:

On Page 61 in the PDF (numbered page 60) of the RFP describes the proposal volume requirements (i.e., Volume 1 – Capabilities, Section 1 – Technical Capability - 3rd paragraph):
“The offeror must demonstrate the capability to provide single-source, full-service mechanical solutions using in-house company resources. This includes preventative maintenance, design, and building services for HVAC, plumbing, and fire suppression systems, as well as the ability to service mechanical equipment of the size and complexity present in the HQC and McNamara Building and as stated throughout the PWS. The contractor must have in-house multi-disciplinary and multi-divisional mechanical branches including, but not limited to Design Engineers, HVAC, Plumbing, and Electrical Control ready for immediate execution. These in-house capabilities must enable the contractor to deliver prompt, efficient service and installation without reliance on external subcontractors.”
Question 1: Does the DLA permit prime and subcontractor teaming to fulfill the obligations of the PWS? We ask because the above statement is contradictory to the instructions for Volume II – Past Performance and Volume I, Section 2: Management Capability.
Government Response to Question 1: The Performance Work Statement (PWS) emphasizes the agency’s preference for offerors with in-house capabilities to ensure prompt and efficient delivery of services without reliance on external subcontractors.
The agency does permit prime and subcontractor teaming arrangements. Offerors may propose such arrangements, provided the prime contractor demonstrates full capability to manage, control, and execute all required services in accordance with the PWS. Subcontracting must not reduce the prime contractor’s responsibility or ability to meet contract requirements.
The government will evaluate the offeror’s overall ability to meet the PWS requirements effectively, whether using in-house resources or approved teaming arrangements.
Question 2: How does this contract impact the Building Control Systems/Utility Control Systems (BCS/UCS) Maintenance Services IDIQ?
Government Response to Question 2: The reference solicitation does not impact the Building Control Systems/Utility Control Systems (BCS/UCS) Maintenance Services IDIQ. These are two separate and distinct requirements, and there is no effect on either contract.
