A. GENERAL INFORMATION

This procurement is 100% Small Business Set-Aside.
Proposals are due no later than 4:00 p.m. on the date indicated on Page 1 of this Request for Proposal.
All offerors are required to register in the System for Award Management (SAM) database in accordance with FAR 52.204-7. LACK OF REGISTRATION IN THE SAM DATABASE WILL MAKE THE OFFEROR INELIGIBLE FOR AWARD. The website address for the SAM database is https://www.sam.gov. Note: Registration in SAM is Free.
It will be 12-15 business days after a contractor submits the required information for the SAM account to become active and the contractor to be registered. Contractors are required to be registered in SAM when submitting an offer or quotation and shall continue to be registered until time of award, during performance, and through final payment of any contract.
Per FAR 52.204-7(a) Registered in the System for Award Management (SAM) means that– (1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM; (2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in SAM; (3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS).
The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and (4) The Government has marked the record “Active”. In addition, all offerors are required to complete and submit Annual Representations and Certification via the Online Representations and Certification Applications (ORCA) in accordance with FAR 52.204-8.
B. CONTRACT LINE ITEMS
Offeror shall insert in the Section B, unit prices and amounts at the CLIN item level for the firm fixed price quantity (e.g., X001, X002, X003). The Performance Work Statement includes square footage of HQC buildings and a detailed description of the type of services to be performed on-site at the HQC building and off-site at the remote facilities. Please review this information when calculating your labor, materials, and supplies to be utilized to perform the mechanical maintenance services.
C. PAYMENT
Payment for Mechanical Maintenance Services for the routine services shall be made monthly in arrears for services performed during the preceding month. If services commence on a date other than the first of the month, the amount due for the first month's services shall be determined by dividing the fixed-price monthly rate by 30 and multiplying that figure by the number of days remaining in the month.
Payments for Ad Hoc work on Task Orders under line items 0007, 1007, 2007, 3007, 4007 shall be made in accordance with FAR 52.232-1 Payments.

D. SUBMISSION OF QUESTIONS
Questions regarding this RFP shall be submitted no later than 12:00 p.m. EST, Thursday, October 30, 2025, via email to Odemaris Dekle at odemaris.dekle@dla.mil and Beverly J. Williams at beverly.j.williams@dla.mil. Questions received after the stated deadline will not be accepted or addressed.
E. POST AWARD CONFERENCE
Within 5 days after contract award, prior to commencing work the Contractor will meet with the Contracting Officer and the Contracting Officer Representative (COR), at a time agreed to by the parties, to discuss and develop mutual understandings and business-related topics.
F. INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT
The Government anticipates issuing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for services. Multiple task orders may be issued under the IDIQ contract on a firm-fixed price basis. The contract will consist of one (1), 12-month base period of performance and four (4), 12-month option periods, for a total potential period of performance of five (5) years.
The scope of work for the mechanical maintenance services is identified within the Performance Work Statement (PWS) included in this solicitation. Routine work, as identified in the PWS, is covered under the firm-fixed price CLINs X001-X006, and 0008. Ad Hoc work will be ordered using separate task orders for each project, with the project information covered under a separate PWS specific to the Ad Hoc work to be performed.
Performance shall be made only as authorized by task orders issued in accordance with FAR 52.216- 18 Ordering. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to the contract stated maximum. The minimum guarantee of work to be ordered is the firm-fixed price (routine work) portion of the contract.
Except for any limitation of quantities in FAR 52.216-19 or in the Schedule, there is no limit on the number or orders that may be issued.
Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contractor’s effective period.
G. FULFILLING MINIMUM ORDERING REQUIREMENTS
The Government has no obligation to issue task orders beyond the minimum amount specified above.
There will be a one “minimum guarantee award amount” of the firm-fixed price CLINs for the base period. For each option period, if exercised, there will be a minimum guaranteed award amount for the firm-fixed price CLINs.
H. FUNDING
Funds for the services provided will be obligated, at the task order level, as they become available, or excess funds de-obligated at the task order level, by modification to the task order contracts unilaterally by the Government. The Contractor will only be paid for effort that has been authorized by the Government and performed in accordance with the contract specifications, except for the minimum mailto:odemaris.dekle@dla.mil mailto:beverly.j.williams@dla.mil amount guaranteed.
I. WITHHOLDING
Withholding payments may occur for fixed priced task orders if performance of services required are not performed at a satisfactory level.
J. ISSUING TASK ORDERS FOR AD HOC WORK
Some of the services to be furnished under this contract are not predictable prior to award of the contract.
These Ad Hoc services shall be furnished at such times as ordered by issuance of task orders by the Contracting Officer. All task orders issued are subject to the terms and conditions of the base IDIQ contract. The base IDIQ contract shall control in the event of conflict with the terms and conditions of any task order.
K. PRICING OF TASK ORDERS FOR AD HOC WORK
Individual Task Orders for Ad Hoc work will be issued as requirements occur. Task Orders will specify work to be performed and will reflect the labor rates of the proposed staff in effect when the task order is issued (in accordance with the provisions contained in Section B of the IDIQ contract and the award task orders). The Contractor shall perform all services in accordance with the task order performance work statement/specifications for the individual Ad Hoc project. All Task Orders will be firm-fixed price.

The Contractor’s on-site (performed at Government facilities) fully-burdened labor rates for those Contractor Key Personnel identified in Table B1.1 below shall apply for the base and option years of the resultant contract for the services described in Section C, and shall be used by the Contractor as the ceiling labor rates when submitting price proposals in response to requests for quotation for task orders issued for Ad Hoc work. Contractors may propose at or below these labor rates, as each task order for Ad Hoc work will be negotiated on an individual basis.
Labor Rates. Labor rates for CLIN X007 will be fixed at time of IDIQ contract award for the Base Period and all Option Periods based on the rates offered in the successful awardee’s Proposal. The rates that are set-forth in the IDIQ contract cannot be exceeded on any task order for Ad Hoc work. Price Analysis will be performed before IDIQ award to determine proposed labor rates fair and reasonable.
In accordance with FAR 15.404-1(b), Price Analysis will be performed to determine the fair and reasonable price for all task order CLINs.
The following labor classifications are anticipated to be the primary labor sources necessary to perform the contract Task Orders. Other labor categories may be added, if applicable and necessary to perform the scope of work under a specific Task Order.

N. WORK CLASSIFICATION & MINIMUM WAGES
The Collective Bargaining Agreement (CBA) is included with this solicitation as Attachment 3 and is incorporated by reference. Offerors must ensure their proposed pricing complies with the CBA requirement. All work performed under this requirement is governed by the applicable CBA as well as the Construction Wage Rate Requirements (formerly known as the Davis-Bacon Act). The CBA applies to the firm-fixed price CLINs within the IDIQ contract. The Construction Wage Rate (Attachment 4) Requirements statute applies to any Task Orders exceeding $5,000.00 for AD Hoc work.
O. SITE VISIT
A Site Visit is scheduled for Tuesday, October 28, 2025. Contractors shall notify the Contracting Officer, Beverly J. Williams via email at Beverly.j.williams@dla.mil, no later than Thursday, October 23, 2025 by noon, of their intention to attend the upcoming event. Participants shall meet at the front entrance of the DLA Headquarters Complex no later than 9:45 a.m. ET, October 28, 2025. The site visit will start immediately at 10:00 a.m. ET.
Each potential offeror is authorized to attend. The Government does not intend to conduct individual site visits;
therefore, offerors wishing to inspect the site should attend in accordance with the aforementioned guidelines of this announcement. Please arrive at the front gate of the Defense Logistics Agency (DLA) at 8725 John J.
Kingman Road, Fort Belvoir, VA at least 15 minutes prior to the arranged time to secure a visitor pass. Limit the number of attendees to no more than two representatives from each company. To gain access to the installation, you will need to have a government issued ID (e.g. driver’s license, state issued photo ID) for every individual, and the vehicle registration and insurance for each vehicle. Once you have entered the gates, proceed to the flags to check in the building.
Please note the site visit is only designed to allow interested parties the opportunity to visit the facilities for viewing the building, structures and related systems and equipment at DLA Headquarters Complex. Any technical questions shall be addressed in writing and sent via email directly to the Contracting Officer listed above within 24 hours after the completion of the site visit.
Prior to the site visit, each company must provide the following to the Contracting Officer: Company Name, Full Name(s) of attending individual(s) (no more than two (2) persons per company for the site visit), Date of Birth, and Cage Code, no later than Thursday, October 23, 2025, 12:00 p.m. Eastern Time. All questions regarding the acquisition and as a result of the site visit are due no later than October 30, 2025, at 4:00 p.m., Eastern Time. Please be sure to read the entire Request for Proposal for the appropriate security clearance requirement(s) for this acquisition.

(a) Definitions. As used in this provision—
Administrative proceeding means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract Appeals Proceedings). This includes administrative proceedings at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.
Federal contracts and grants with total value greater than $10,000,000 means—
(1) The total value of all current, active contracts and grants, including all priced options; and
