About this file
This is Amendment 0001 to solicitation SP4705-25-R-2025 for X-Ray screening machines and maintenance services, issued by DLA Contracting Services Office. The amendment extends the proposal due date to December 18, 2024 at 1:00 p.m. Eastern Time and provides answers to seven contractor questions.
Key clarifications include: this is a new requirement with no incumbent; explosives threats, narcotics, and density alerts are required for all machines (A, B, C, and D); UPS is only required for machines under SOW sections 3.3 and 3.4; proposal submissions should include one original and one redacted copy of Volume I; CLIN 0002 corresponds to SOW sections 3.1 and 3.2; and all X-ray machines require software for explosives threats, narcotics, and density alerts which is embedded in the machine price rather than priced separately. The amendment also indicates that the Statement of Work has been updated in its entirety, though the revised SOW is not included in this document.

The purpose of Amendment 0001 is to answer the questions submitted to contracting, update the SOW, and extend the closing date.
Accordingly,
1. The referenced solicitation is hereby reopened and extended to December 18, 2024 with a response time of 1:00 p.m. Eastern
Time.
2. The questions and answers are hereby incorporated:
Q1 - Would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A- This is a new requirement.
Q2- Explosives threats, narcotics, & density alerts are required only for SOW 3.1 and 3.2. Are these required for 3.3 and 3.4?
A- Yes, it is required and updated in the attached revised SOW.
Q3-UPS (Uninterrupted Power Supply) is required only for SOW 3.3 and 3.4. Is this required for 3.1 and 3.2?
A- No.
Q4- It is stated that "The offeror shall submit one original copy and one redacted copy of Volume I." However, the table below this note in the Solicitation states that 10 copies of Volume I must be submitted. Is this in error?
A- Yes. Should be one original copy and one redacted copy.
Q5- In as much as the Government's response to Questions/Comments will impact both the Technical Proposal and Price Proposal, we respectfully request a one-week extension of the proposal due date, to December 17, 2024 at noon, Eastern Time Zone (ET).
Response – See above for the extended response.
Q6-For clarity, CLIN 0002 should state "IAW Section 3.1 and 3.2 of the SOW". Correct?
A- Correct. CLIN 0002 is IAW Section 3.1 and 3.2.
Q7- It is assumed that this refers to the Software associated with explosives threats, narcotics & density alerts.
If this is the case, there should be separate CLINs in the pricing for Machine A and Machine B. If this software is also required for Machine C and Machine D (see question 1 above), then separate CLINs should be included in the pricing for Machine A and Machine B. Note that all other X-ray system operating software is embedded in the X-ray machine price and is not separately priced.
A- All X-ray machines (A, B, C, and D) require software associated with explosives threats, narcotics, & density alerts. See updated SOW. Therefore, an additional CLIN for Software is not required for
Machines A and B. See Section 7 is updated Statement of Work.
3. The Statement of Work has been updated in its entirety. See the attached revised SOW.
4. No additional questions will be considered for a response at this time.
5. All other terms and conditions remain the same.
