| 3 DESCRIPTIONPURPOSE: 3.1 The PMP is a document that provides a complete and appropriate description of the technical and management approaches the Contractor will utilize to perform the efforts described within the Statement of Work (SOW) or Performance Work Statement (PWS). The PMP supports the Contractor's Work Breakdown Structure (WBS) and will be used by the Government to determine if the Contractor has a creditable understanding of the requirements identified in the SOW or PWS with the technical and managerial capabilities to meet those requirements. The PMP also assists with providing the Government with critical information on the Contractor's organization, practices, and techniques. |

7.2 This DID may be applied to programs or projects during Material Solution Analysis (MSA), Technology Maturation & Risk Reduction (TMRR), Engineering & Manufacturing Development (EMD), Production & Deployment (P&D), and Operations & Support (O&S) phases of the Defense Acquisition Life Cycle.

| 10 PREPARATION INSTRUCTIONS: 10.1 Format: The PMP must be in the Contractor's design unless otherwise specified on the Contract Data Requirements List (CDRL / DD Form 1423). Unless stated otherwise on the CDRL, the deliverable to the Government must be provided in digital format and viewable using the latest version of Microsoft Office or Adobe software products as applicable. |
10.2 Content: The PMP must include a table of contents; page numbering; a full description of the Contractor's technical approach; a description of how the program and project(s) will be integrated, implemented, and managed; plans for performance; metrics and standards appropriate or applicable to underlying task(s); identification of any risks or problem areas (perceived or presumed) that would be expected to satisfy the requirements; and key aspects of relationship of the PMP that will impact critical path elements on the Integrated Master Schedule (IMS). Additionally, the PMP must provide the following specific content:
10.2.a Organization Structure and Anticipated Personnel Qualifications: The PMP must include chart(s) showing the structure of the Contractor's program organization by title and name with the program office and support contractors; a Contractor functional organizational chart demonstrating the relationship of the program functions to the functional organizations with lines of authority and communications; plans that outline the total number of proposed staff and respective task area(s) or task(s) assigned (including supervisory and/or lead personnel that will be supplemented/added in worst possible scenario(s)); specific information (experience, qualifications, background, etc) for all expected key personnel to be assigned; details on Contractor personnel required to be on-site during contract performance; and information on subcontractors, vendors, suppliers (firm names, addresses, and telephone numbers) to be used with a brief description of the work to be performed and/or materials/equipment expected to be furnished by each.

| 1010 PREPARATION INSTRUCTIONS: 10.2.b Government Equipment and Facilities: The PMP must include details and depicting major requirements for Government Furnished Equipment (GFE) (including dates and duration that the GFE will be required) for Contractor performance. |
10.3 Revisions: Unless otherwise indicated by revision and date, the PMP submitted by the Contractor to the Government as cited within this DID will be considered the most up to date iteration. Revisions to the PMP must be provided by the Contractor with an accompanying summary that clearly identifies to the Government all changes at the time of submission.
