About this file
This document is a Request for Proposal (RFP) for the privatization of the electric utility system at Norfolk Naval Shipyard, Virginia, issued by DLA Energy. The solicitation seeks a contractor to assume ownership, operation, and maintenance of the electric utility infrastructure, with a contract term up to 50 years. The proposal will be evaluated on six factors: Technical Capability, Past Performance, Risk, Cybersecurity, Socioeconomic considerations, and Price, with technical factors being significantly more important than price.
Key details include a solicitation number SP060025R0800, with initial proposals due on January 7, 2026, and a targeted contract award date of March 30, 2028. Offerors must submit five CD/DVD copies of their proposal, with volume limits of 200 pages for technical proposals and 50 pages for past performance. The proposal must include detailed plans for service interruption, operations and maintenance, system deficiency corrections, and operational transition. Pricing will be based on utility service charges, initial system deficiency corrections, and a transition period, with the government reserving the right to not award the contract if the privatization is not economically advantageous.

Tips for Submitting Utilities Privatization Proposals

Read the technical requirements thoroughly Don’t assume we know anything about your industry or pricing when submitting proposals If you have escalation factors or regulated tariffs, please provide details on them for Government review. The more detail you provide, the better a proposal can be evaluated against the requirements When it comes to ISDCs, lump sum pricing is not enough. Thorough information about how you will approach this is necessary, both for the technical approach description and pricing build up
