AMD 0005

Amendment 0005 amends the above solicitation as follows:

A. Due to the unique nature of the Collective Bargaining Agreement at Vance AFB, OK, offerors shall price Vance’s price proposal as follows:

a. Offerors shall use the lowest hourly rate per labor category and not incorporate any increases due to seniority. An adjustment will be provided once award is made and employee seniority list is provided.

b. The CBA provides for Medical Insurance at specified rates (CBA Page 162). Offerors shall use the following rate for all proposed CBA covered employees. An adjustment will be provided once award is made and employee information is provided.

i. Medical Insurance: Low Benefit Medical Plan, Employee Level dated 01/01/10.

c. Offerors shall provide wages and insurance premiums used by labor category for verification purposes and include with Offeror Submission Package (OSP).

d. Cost of other benefits shall be incorporated into the offeror’s proposed price.

B. Appendix C Workload Estimates is modified as follows:

The following statement is removed: “Actual workload will determine payments per award schedule.”

Payments will be made per offered price.

C. The Following Questions and Answers are provided:

1. At Vance AFB, will the Government reimburse the awarded Contractor the difference during the base period between the proposed rates for wages and benefits as required by the Service Contract Act and the actual rates the Service Provider will be required to pay each individual employee in compliance with 29 CFR 4?

Answer: See #1 listed above

2. In order to ensure compliance with 29 CFR 4 and the existing Vance CBA while maintaining proprietary data of the incumbent, please furnish the following:

a. Average wage of existing Fuels CBA workforce by the Labor Grades shown on page 50 of the current

CBA

b. Percentage of current Fuels CBA workforce participating in each category of insurance shown on page

162 of the Vance CBA (e.g. High PPO, Low PPO, Employee Only, Employee + Child, Employee + Spouse, and Employee + Family).

Answer: See #1 listed above.

3. At Vance AFB and Sheppard AFB, will the Government furnish all materials and equipment to repair

Government Furnished Vehicles?

Answer: The SP is responsible for minor maintenance of GFE listed in Appendix A of the PWS.

PWS Section 1.3 further addresses this requirement.

4. For Sheppard AFB requirement, will the Government please provide the CBA in effect during the Base period?

Answer: Once awarded, the awardee must negotiate with the union to establish the CBA that is in effect during the Base period.

5. For Sheppard AFB requirement, will the Government please provide the CBA labor rates to be used for the base period?

Answer: Offerors shall use the CBA rates effective October 1, 2010 for the base period (following 5 years) for Sheppard AFB. Once awarded, an adjustment shall be provided based upon the predecessor’s CBA effective at the time of performance.

6. For Sheppard AFB and Vance AFB, will the Government provide fuel for operating Government Furnished vehicles?

Answer: Yes

7. For Sheppard AFB and Vance AFB, will fuel be provided for SP vehicles and will the SP be allowed to use the Government Service Station?

Answer: No fuel will not be provided and no the SP will not be allowed to use the Government

Service Station.

8. For Sheppard AFB and Vance AFB, would the Government consider changing the portion of the

Contingency Plan requirement, requiring offerors to submit “a listing of all employees who have military mobilization recall commitment. ‘Key employees’ who are subject to military recall shall be listed separately” until after award? Offerors are unable to provide a complete listing until hiring and staffing the operation has been accomplished.

Answer: Offeror shall address this requirement in their plan; however may leave the actual list blank.

9. At Sheppard AFB, are radios for Government Furnished vehicles considered Government-provided equipment?

Answer: Radios are installed in the Government Furnished Refueling vehicles and shall be considered GFE.

10. At Vance AFB and Sheppard AFB, are spill kits considered Government-provided equipment?

Answer: PWS Section 14.4.3. states that SP shall “have on-hand at all times, SP-provided expendable and compatible materials or equivalent for hazardous material spill containment and cleanup”.

11. At Vance AFB and Sheppard AFB, is there a technical library which contains applicable plans and publications? Where is each library located, and is it accessible to offerors?

Answer: Supplemental regulations are available online at www.e-publishing.af.mil. If not available, they may be provided upon request.

12. At Vance AFB and Sheppard AFB, will Executive Order 13495 Nondisplacement of Qualified Workers under Service Contracts be included in the resultant contracts?

Answer: Regulations have not yet been implemented for EO 13495, however offerors must comply with all Federal laws.

13. At Vance AFB and Sheppard AFB, is the individual assigned to maintain and install automated software and given administrative rights by the Base Installation classified as a computer Operator III and as such required to attend the mandatory DOD computer administrator course or will the base Communication's Squadron provide computer system administrator management and oversight authority and administration with our employee designated as their point-of-contact and given the authority to install Command/Base directed patches?

Answer: The individual assigned as the POC will be given authority to install Command/Base directed patches, but will not be given administrative rights or classified as a Computer Operator

14. Would the Government please clarify the information to be contained in the “Wage Determination” category of the required matrix?

Answer: Offerors shall provide a list in a matrix format of proposed employees by managerial and CBA covered personnel.

15. Would the Government please provide the referenced Wage Determination referenced in INT-L82, Wage Determination (page 95)?

Answer: The Collective Bargaining Agreements serve as the referenced Wage Determination.

16. Sheppard AFB. PWS paragraph 1.7: this paragraph references the need to preposition a minimum of 7 refueling vehicles and operators on the Euro-NATO Jet Pilot Training ramp when directed by the MOCC.

a. What is the frequency of this? Answer: Every normal duty day

b. What is the time duration that the equipment and personnel are in place? Answer: Within 30 minutes

c. Is this workload included in the 1250 weekly servicings provided in Appendix C? Answer: Yes

d. Does this apply during Normal Operating Hours only (Monday-Friday, 0730-1630 hours) or during normal flying hours (15 minutes prior to sunrise to 15 minutes after sunset)? Answer: Normal flying hours

d. Are refuelers and operators fully dedicated to Euro-NATO Jet Pilot Training requirements at such times? Answer: Yes

17. Sheppard AFB. Reference PWS paragraph 4.2 , organizational tanks:

a. Please provide the quantity and locations of all organizational tanks.

Answer: There are 33 organizational tanks. 27 on Sheppard AFB, 4 at Lake Texoma Annex, TX and 2 at Frederick, OK.

b. Please provide the inspection due dates of all tanks. Answer: Inspection due date is September 2013.

c. If few or none of the tanks have been inspected and they're overdue or all due at the same time, by what date does the government expect all of the tanks to be inspected: one month, one year, two years, etc.

Answer: See question 17(b).

d. If a tank fails inspection, when must we return to see if it passes? Every 30 days?

Answer: AFI 23-204 does not require the inspections be rated pass or fail.

18. Sheppard AFB. Reference PWS paragraph 9.3, Normal Operating Hours and Appendix C, Workload Estimates: paragraph 9.3 shows that Normal Operating Hours are from 0730-1630 Monday – Friday with standby hours from 1630-0730. The refuel/defuel section of Appendix C shows that only 55% of the roughly 250 daily servicings (approx. 138) take place during the 0730-1630 period, while an additional 44% (approx.

110) occur during the 1630-2400 time period which is identified as standby time. Are we safe in our assumption that even though the swing shift time frame is deemed Standby, that it is staffed on a daily basis Monday through Friday? Answer: Yes

19. Sheppard AFB. Reference Section 4, paragraph 10; this paragraph references the possibility of SP services after normal airfield operating hours, however the OSP does not provide for a fully loaded hourly rate.

How is the SP reimbursed for these hours? What is the historical use of hours outside normal airfield operating hours?

Answer: Offeror’s firm fixed price must include services after normal operating airfield hours, no reimbursement provided. Air Shows are normally the only extracurricular activities at Sheppard. Air show hours are usually 10 hour days Saturday and Sunday.

20. Vance AFB. Reference PWS paragraph 4.2 , organizational tanks:

a. Please provide the quantity and locations of all organizational tanks.

Answer:

Answer: The organizational tank inspection program has not been implemented.

Answer: See answer to question 20(b)

d. If a tank fails inspection, when must we return to see if it passes? Every 30 days?

Answer: AFI 23-204 does not require the inspections be rated pass or fail.

21. Vance AFB. Reference PWS paragraph 9.3, Normal Airfield Operating Hours: paragraph 9.3 states that “Depending on workload, normal operating hours may exceed the 2300 hour time period Monday through Friday, and may exceed 1730 hours on weekends”. As there is no hourly rate CLIN included in the OSP, how is the SP to be reimbursed for these hours worked? What is the frequency of this occurring as well as the historical use of hours that fall into this category?

Answer: Normal operating hours exceed 2300 hours Monday through Friday at an estimated 8 days per month. On average 35 of the 52 weekends per year exceed 1730 hours. Also note the airfield is normally closed on Saturday (opened on one Saturday in the last 12 months) and open on Sundays for primarily returning cross country training flights. The historical use of the hours is for flight line operations and FCC duties. Offeror’s firm fixed price must include for services after normal operating hours, no reimbursement provided.

22. Vance AFB. Reference Section 4, paragraph 10: this paragraph references the possibility of SP services after normal airfield operating hours, however the OSP does not provide for a fully loaded hourly rate. How is the SP reimbursed for these hours? What is the historical use of hours outside normal airfield operating hours?

Answer: The historical use of hours outside normal airfield operating hours is for aircraft servicing on the flight line and FCC duties. Offeror’s firm fixed price must include for services after normal operating hours, no reimbursement provided.

23. Do JP8 tank truck receipts at Sheppard typically occur during the day shift or can the percentage or number of receipts per shift be provided to assist in determining workload distribution?

Answer: Normal receipt time is 0700 to 2100. Time of receipt will depend on the location of the supplier, per DLA Energy policy.

24. Vance AFB. Section 9.3. Only the normal airfield operating hours are provided. Can you provide the normal hours for Bulk Storage and Fuels Management?

Answer:

Fuels Management Normal Operating Hours: Monday-Friday 0700-1600 Fuels Bulk Storage Normal Operating Hours: Monday-Friday 0700-2300

25. Is the offeror required to have a facility clearance prior to award?

Answer: No but the offeror must obtain a facility clearance at the level specified in the DD 254 prior to commencing operations.

26. Can ground crew be used as the second person under the two person policy?

Answer: Yes
