AMD 0002

Amendment 0002 amends the above solicitation as follows:

1. Modifies the coversheet to the Offeror Submission Package (OSP). Offerors shall only submit ONE copy of the OSP with their offer.

2. The page limit imposed by Addendum 52.212-1 is removed. However, offerors shall NOT submit overly elaborate proposals. (Modified Addendum 52.212-1(b)(1) is attached)

3. Addendum 52.212-1(a) is modified to clarify price submissions in accordance with the CBA (Modified Addendum 52.212-1(a) is attached)

4. The following replacement of Section 11 modifies the Performance Work Statements for Sheppard AFB, TX and Vance AFB, OK:

11. EMERGENCY SITUATIONS. The Contractor shall upon notification from the CO or designated representative of an emergency or disaster recovery operation, meet and discuss proper actions with the CO, notify appropriate personnel of the emergency and initiate proper actions. The Contractor shall be required to respond to an emergency situation with qualified personnel and equipment within thirty (30) minutes during duty hours and one (1) hour outside of duty hours with mission essential personnel. Emergency situation (e.g., weather damage) may necessitate the Contractor operating on an extended basis. In the event Government property is damaged by causes of disastrous nature such as, but not limited to, hurricanes, tropical storms or tornadoes and the CO determines emergency actions are necessary to protect Government property, the CO may direct the Contractor to do emergency work to the extent necessary to protect Government property. Work generated by hurricanes, tropical storms and tornadoes and other emergency situations will be subject to separate negotiation.

5. Attachment VI Consent Letter is included in this solicitation.

ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS

PREPARATION OF PROPOSAL:

Offerors shall submit one original copy of the Offeror Submission Package and Past Performance information, and an original and two (2) copies of the Technical/Management submission and one (1) CD of the Technical/Management proposal. NOTE: Offerors interested in submitting proposals on both installations need only submit one copy of the Offeror Submission Package and Past Performance information, however MUST submit a separate Technical/Management submission for each installation and the number of copies specified.

(a) OFFEROR SUBMISSION PACKAGE (ATTACHMENT VI). Complete all required REPRESENTATIONS and CERTIFICATIONS, listed in Section K, and submit in this portion of the offer or provide a copy of the Online Representations and Certifications Application (ORCA) website, https://orca.bpn.gov/and in this portion of the offer. In addition, provide a proposed PRICE in the SERVICES TO BE FURNISHED AND PRICES clause (INT-B34.01). All G&A and profit for providing services under Contract Line Items (CLINs) 1001/1002 and 2001/2002 must be included in the monthly price. Offerors are reminded that they may submit an offer for one or both locations. Offeror shall provide a statement that acknowledges that the prices proposed for labor covered by the Service Contract Act (SCA) and Collective Bargaining Agreement (CBA) were formulated using the current CBA that specifies the minimum labor rate and fringe benefit. Offeror’s prices shall reflect the current wages and fringe benefits that are in accordance with the CBA for the first year of performance. Subsequent years shall not be escalated from this rate. DLA Energy will increase wages and fringe benefits on the annual date of the contract in accordance with the awardee’s negotiated CBA. This only applies to wages and fringe benefits and only for CBA covered employees; not managerial personnel.

(b) TECHNICAL MANAGEMENT. NOTE: A separate Technical/Management submission is required for each installation noted in Clause INT-B34.01.

Technical/Management submission shall include the following:

(1) The Technical Approach shall address the Offeror’s concept of operations and procedures, i.e. “how” to provide continuous support capabilities for the following areas: (1) Operations (2) Environmental (3) Safety (4) Maintenance (5) Security (6) Training. Included in each area should be quality control measures to be taken, applicable regulations, training requirements, documentation, etc. Each numbered area above shall be a separate section of the Technical proposal. An index or table of contents outlining each area, with major subtasks and corresponding page numbers, shall also be provided. No page limit is imposed; however offerors shall not submit overly elaborate proposals. Pages shall be numbered, including chart inserts. Page size shall not exceed 8.5” x 11”. The font size shall not be less than 12. Any exceptions/deviations to the PWS shall be highlighted in a cover letter along with the corresponding rationale, shall be included in this section, and signed by an authorized representative.

(2) The following plans shall also be submitted as part of the Technical/Management proposal:

(i) Contingency Plan – The offeror shall submit a Contingency plan that will ensure continuation of services during periods of crisis, such as a national wartime mobilization. The Contingency plan shall contain a listing of all employees who have military mobilization recall commitment. “Key employees” who are subject to military recall shall be listed separately. (see PWS Section 4, Topic 5).

(ii) Quality Control Plan – The offeror shall submit a Quality Control plan describing, in detail, all services listed in the Service Delivery Summary. It shall specify the areas to be inspected on either a scheduled or unscheduled basis, and how often inspections shall be accomplished. (see PWS Section 4, Topic 6)

(iii) Safety Plan – The offeror shall submit a Safety Plan that is in compliance with all federal Occupational Safety and Health Act (OSHA) requirements and standards as published in the 29 CFR, and implements a system that will promptly identify and report safety hazards and mishaps involving Air Force facilities or equipment to the Wing Safety Office and FD/COR. (See PWS Section 4, Topic 15).

(iv) Phase-In/Out Plan – The offeror shall submit a Phase-In/Phase-Out plan describing, in detail, the transition between outgoing and incoming contractors and how responsibility for operations will change over with no interruption in service. The Phase-Out Plan shall include provisions for incumbent contractor actions to assist and coordinate with Government and any successor contractor personnel to minimize any adverse impact. (See PWS Section 4, Topic 18).

(3) Number of proposed employees identified by Wage Determination, job classification, and full time/part time designation shifts in a matrix format. If employees performing multiple but similar job functions fall into one job classification, the offeror

Joint Venture Partner/Subcontractor/Teaming Partner Consent Form for the Release of Present and Past Performance Information to the Prime Contractor.

Present and Past Performance Information concerning joint venture partners and subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming joint venture partner’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/joint venture/teaming partner Present and Past Performance Information to the prime during discussions. DLA Energy requests that the following consent form be completed by the joint venture partners/major subcontractors/teaming partners identified in your proposal. The completed consent forms should be submitted as part of your Past Performance Information.
