Amendment 0005
PURPOSE: This amendment is issued to incorporate the following change to subject Request for Proposal Section J, JA1.11 Table 9.
A. Table 9 is deleted in its entirety:
TABLE 9
System Deficiencies
Electric Distribution System, Dover AFB, DE
Project Location Project Description
Base wide Convert Overhead Power Distribution to Underground Distribution:
Expansion capacity is very limited on some of the feeder circuits; especially if a load from another circuit is connected via the existing cross connects. In addition, Base personnel report that many of the existing utility wooden poles are aged and showing signs of dry rot. Many of these poles will require replacement if the system is not placed underground in the near future. As a result of the factors combined with ongoing efforts by the base to put the system underground, the existing
12.47 KV overhead distribution system should be relocated underground as soon as practical. This is driven by the need for load expansion, reliability, serviceability, the ability to better withstand severe weather, security and aesthetics.
A copy of the Air Force Form 1391 which provides a general description of the proposed activity can also be found in the technical library. Dover AFB has received funding for designing these improvements. It is anticipated that the design will be complete in FY 2010. Design will be provided upon completion.
For the purposes of estimating the cost of this effort, the Air Force is assuming approximately 11 miles of overhead circuit and appurtenances will be converted to underground circuits in four projects of equal cost. The Air Force further assumes the projects will occur over a four year period beginning in 2011.
And replaced with the following:
