STATEMENT OF WORK (SOW)

McChord Airfield Fence: Install Outriggers with Barb Wire, Tie Wire and Hardware LOCATION: Joint Base Lewis- McChord (JBLM), Washington
Date: 6/4/2025
1. DESCRIPTION OF WORK:
Provide all plant, labor, tools, equipment and materials (except as indicated in the scope of work). Perform all work in strict accordance with the specifications and plans required for airfield fence security measures for the McChord airfield as described and shown in this SOW. The Contractor shall be required to furnish all materials, equipment and personnel necessary to manage and accomplish this work. The Contractor shall accomplish all items of work needed for this project in accordance with the applicable drawings, specifications, local and Washington State regulations. To provide the Government with a complete and useable product. If there are any ambiguities between specifications provided and referenced content, send the issue to the Project Manager and Contracting Office on an e-mail Request for Information (RFI) for resolution.
2.Area Description:
The work area sites are in various locations on the perimeter fence West side of the airfield at McChord Field (see Attachment #1 map for the general location of the work sites). To enter the airfield, contact the Governments Security Forces Point of Contact (POC) by phone at 253-982-0106 or the alternate POC at 253-569-1936, at least 2 working days before the date of access. Access must be requested for each entry and while work is performed inside the airfield fence, the Contractor must always be escorted by the Government. The airfield interior may not be available at certain times for the Contractor to perform the prescribed work and shall not be a basis for a claim to the Government. Additional time, but no additional cost may be added to the contract based upon the impact to the Contractor’s schedule due to a Government delay, which includes but not limited to emergencies, mission, or other unforeseen circumstances that affect more than one cumulative day of scheduled work. Storage, parking or laydown area may be available on JBLM for the Contractor to utilize, by submitting formal request to the Contracting Office. No pictures are to be taken unless approved in writing from Security Forces.
3.. PRINCIPAL ITEMS TO BE ACCOMPLISHED:
BASE BID CLIN 0001AA:
Single Arm Outriggers with three (3) Strand Barbed Wire.
The Contractor shall install new single arm outriggers, tie wire, brackets, clamps and three single strand barbed wire to the new outriggers. The Contractor shall also, install any additional hardware to provide a complete outrigger system on existing fences. The missing outriggers, tie wires, barb wires, wall mounted outriggers with barbed wire, are located on the West side of the airfield (see Attachment #1 map for approximate locations). Two new fencing sections need to be added. One new fence reroutes at building 313 and replaces a short length of non-compliant fencing section between buildings 1436 and 1438. Single arm outriggers, tie wire and barbed wire installation shall use the North airfield fence line that runs parallel to 112th Street S, as the standard. Outriggers installed shall be single arm outrigger type under this CLIN. Install wall mounted single outrigger with barbed wire on concrete wall sections of designated short walls on buildings and dumpster walls. Additionally, secure the airfield barbed wire on chain link fences and wall areas that can be used as entry points.
Perform other work necessary as described in the contract.
ADDITIVE CLIN 0001AB:
Double Outriggers with Six (6) Strand Barbed Wire.
This is an additive CLIN that may or may not be awarded depending on funding availability at the same time of award of CLIN 0001AA. Install double outriggers and six strands of barb wire in lieu of single outriggers and three strand barb wire as specified in CLIN 0001AA, for existing airfield perimeter fencing. CLIN 001AB, is the additional differential cost to change the single outriggers to double outriggers and change the number of barb wire strands from three to six. If awarded, this CLIN cost would be added to CLIN 0001AA to obtain the total cost of the contract.
The Contractor shall install new double arm outriggers, tie wire, brackets, clamps and six single strand barbed wire in the new outriggers and install any additional hardware to provide a complete outrigger system on existing fences (see the map Attachment for approximate locations). The missing outriggers, tie wires, barb wires, wall mounted outriggers with barbed wire work are on the West side of the airfield. Two new fencing sections need to be added. One new fence reroutes at building 313 and replaces a short length of non-compliant fencing section between buildings 1436 and 1438. Double arm outriggers, tie wire and barbed wire installation shall use the North airfield fence line that runs parallel to 112th Street S, as the standard. Install wall mounted double outrigger with barbed wire on concrete wall sections of designated short walls on buildings and dumpster walls and completely secure the airfield barbed wire on chain link fence and wall areas that can be used as entry points.
Perform other work necessary as described in the contract. The Contractor shall be responsible for providing a complete useable product and or system. The contractor is responsible for completing all incidental work to satisfy all requirements stated in the contract. Requirements for a complete and useable product which are not explicitly called out in the SOW but reasonably discernable via any method other than destructive testing shall be considered part of a requirement.
4. PERIOD OF PERFRORMANCE:
The Contractor is required to commence work within 10 calendar days after the date of issuance of the Notice to Proceed (NTP), work diligently, and complete all work no later than 180 calendar days after the date of issuance of the NTP. If CLIN 0001AB, is awarded the completion period is still 180 calendar days. The time stated for completion includes final cleanup of the premises. The Legal Completion Date (LCD), associated with this project, is the date when all construction work is completed, a final inspection is conducted and accepted. Until all required close-out documentation has been submitted and accepted by the Government, 5% of the contract price will be withheld.
5. DRAWINGS, SPECIFICATIONS, ATTACHMENTS & CODES:
The following attachments are provided for this project. All dimensions and locations are approximate and must be verified in the field. If provided, any record drawings, As-Builds, shop drawings, and/or sketches are for conceptual use and the Government will not be liable for any discrepancies. Some of the maps have been shown with drawn in double arm outriggers. These are examples of installations if the option CLIN 0001AB, is awarded. If CLIN 0001AA, is the only line number awarded the installation shall be single arm outriggers with 3 strands of barb wire.

6. ADDITIONAL SPECIFICATIONS & CODES:
The Contractor shall comply with the latest local, State, Federal codes, in addition to life, health and safety codes, which include the following:

7. CONSTRUCTION PHASING:
The Contractor shall notify the Government at least 7 calendar days prior to starting the on-site phase of the project. All work shall be scheduled and coordinated with the Governments Project Management Team or designee.
Interface with Others: Government use of the facilities is anticipated while the work under this contract is being performed. The work shall be planned and accomplished to not interfere with the mission, reduce inconvenience to building occupants, agencies in the vicinity and to other craftsmen who may have to do work in the affected areas.
There may be pauses in the work based on mission, training, exercises and other airfield operations.
When working inside the airfield fence, the Contractor, must have an approved work schedule showing specific blocks of times and dates when work will be performed. The Government Point of Contact (to be determined) shall be given a copy of the approved schedule. The Contractor shall request any changes to the approved schedule in writing to the Government’s Project Manager and Contracting Administrator for approval. The Contractor shall not leave any openings or Security issues in the existing fence and barbed wire by the end of the workday. Any unsecure area shall be noted in the Daily Report, and reported to Security Forces, Project Manager or QA Representative and the Airfield Manager’s Office before the Contractor can leave the job site.
8. WORKING HOURS:
Work hours for the Contractor shall be from 7:30 A.M. to 4:30 P.M, Monday through Friday, excluding Saturdays, Sundays, and Federal Holidays. If the Contractor wishes to work during periods other than above, additional Government inspection forces may be required. The Contractor must notify the Contracting Officer (KO) and the Contracting Officer’s Representative (COR) seven (7) working days in advance in writing to allow assignment of additional inspection forces. Additional inspection forces are not a guarantee, and it will only be authorized when there is a valid requirement and availability is reasonable. The Contracting Officer may deny the request for the Contractor to work other than the contract specified hours. All regular inspections will be done during normal duty hours.
9. CONTRACTOR PERSONNEL:
Contractor personnel, to include but not limited to Site Safety, Quality Control, and Superintendent personnel shall meet the qualification requirements to include 5 years of similar work, such as airfield security fencing work, barrier work and training in this work. These key individuals shall have their resumes or qualifications submitted by the Contractor for approval.
10. CONTRACTOR’S PRICING:
All work is Construction and shall include the applicable, Davis Bacon Wage Rate Determinations.
11. LIQUIDATED DAMAGES:
Liquidated damages will not be assessed on this project.
12. SAFETY:
All personnel and Contractors shall comply with the USACE Safety and Health Requirements Manual (EM 385-1-1), available at https://www.publications.usace.army.mil/Portals/76/EM%20385-1-1%20_EFFECTIVE%2015March2024.pdf.
Hot Work Permit Training: All personnel and Contractors shall comply with the JBLM Hot Work Self Permit process by ensuring a select number of staff (normally not to exceed six employees) is certified. Certification as JBLM Permit Authority Individuals (PAI) can be coordinated through the Fire Prevention Office. Classes are conducted on the first and third Thursday of the month (excluding federal holidays and DONSAs) at 9 a.m. inside Bldg. 2014, located on Pendleton Ave. on Lewis Main. 13. ENVIRONMENTAL & CULTURAL RESOURCES:
A lack of notification of known existing hazardous materials from Public Works or other Federal organizations concerning all Hazardous Materials does not alleviate the Contractor’s responsibilities of a “good faith” survey required by the current contract to protect their workers if suspect material is discovered. This “good faith” survey is conducted at the Contractor’s expense, if conducted and test results show the suspect material is proven to contain hazardous material, then the proper contractual actions to remediate the material will commence. All surveys conducted by the Contractor, whether showing lack of ACM or confirmation, shall be submitted to the Government.
Asbestos Containing Material: It is assumed since all material used or demolished are metal or concrete that there appears to be no existing suspect materials involved with all disturbance work and are assumed not to be Asbestos-Containing Material.
Lead-Containing Paint: Existing suspect painted surface materials involved in disturbance work will be considered to contain detectable lead paint. It is the Contractor’s responsibility to either test for, or to assume the suspect material is either Lead Based Paint (LBP) or Lead Containing Paint (LCP), and that it is abate and encapsulated in accordance with OSHA, HUD, Federal and local regulations. The Government reserves the right to accept assumptions of LCP/LBP-positive, or to require such LCP/LBP surveys to be performed. When performed, testing shall be accomplished in accordance with OSHA and or HUD guidelines. A Certified Lead Paint Inspector shall perform lead paint inspections. The inspection documentation shall comply with Federal and local regulations and shall include identification of all lead paint, its location, quantity, percentage by weight, and TCLP characteristics IAW ASTM E1908-16, “Standard Guide for Sample Selection of Debris Waste from a Building Renovation or Lead Abatement Project for Toxicity Characteristic Leaching Procedure (TCLP) Testing for Leachable Lead (Pb)” If the suspect lead containing material is tested and proves positive for lead, or when assumed to be a lead containing painted surface, any disturbance work concerning the painted surfaces shall be in accordance with the above stated requirements.
Environmental Coordination: The Contractor shall comply with all JBLM environmental requirements, including the most current installation regulation 200-1 (Environmental Protection and Enhancement) and JBLM Design Standards specification section 01-57-19.
Sustainable Acquisition: To comply with federally mandated sustainable acquisition requirements and Department of Defense (DOD) and Department of the Army (DA) Green Procurement Program (GPP) policies, JBLM requires the purchase, supply, and use of environmentally preferable products and services. Program elements include recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, and environmentally preferable products. The Contractor shall comply with all applicable Federal, DOD, Army, and JBLM sustainable acquisition laws and policies. If compliant products are unavailable or determined to be impracticable based on cost or performance, the Contractor shall contact the Contracting Officer or the COR for further guidance. Claims of exception must meet applicable legal criteria and be justified in writing through the submission of a completed HJB Form 225 (Sustainable Acquisition Exception). Hazardous Materials: For any hazardous materials, the Contractor shall submit an initial list of hazardous materials to be used (including unit of measure, product data sheets and Safety Data Sheet for each product). A copy of these documents must be submitted to the Joint Base Lewis-McChord (JBLM) Pollution Prevention Program (usarmy.jblm.id-readiness.list.dpw-aul1@mail.mil) prior to commencement. These items must be reviewed by Pollution Prevention and authorized for use if they are not already on the Contractor’s Authorized Use List issued by the JBLM Pollution Prevention Program. The Contractor shall not use any hazardous materials not listed on their current AUL issued by Pollution Prevention.
For any in-use hazardous materials, the Contractor shall submit a hazardous material inventory on HJB Form 953 noting the hazardous materials used, the units of measure, quantities used, storage locations, and other information indicated on the form. This inventory shall be submitted at the end of the project. (If the project goes into a new calendar year, the Contractor shall also submit a copy of this inventory, accounting for all hazardous materials, by 15 January.) For any hazardous materials stored on JBLM, this inventory shall be submitted by the 15th day following the calendar year quarter in which the hazardous materials were used or stored. All HJB 953 inventories shall be submitted electronically and addressed to the Contracting Officer or their representative with usarmy.jblm.id-readiness.list.dpw-hm-inventory1@mail.mil included in the carbon copy (“cc”) line of the email. Questions regarding the form may be directed to the JBLM Pollution Prevention Program (966-6469). The current HJB Form 953, and form instructions are available at Section 01 57 20.00 10 of the JBLM Design Standards.
Environmental Management System (EMS): The JBLM EMS conforms to the criteria defined in the international standard, ISO 14001:2004 Environmental management systems – Requirements with guidance for use.
In accordance with EMS procedures, the Contractor shall be familiar with the JBLM environmental policy and shall ensure that this information is considered and incorporated into this project. Additional information regarding the JBLM EMS is available from the installation EMS Coordinator (253-966-6470). Construction and Demolition (C&D) Waste Planning and Reporting: The DOD Integrated (Non-Hazardous) Solid Waste Management Policy requires all facilities to meet a non-hazardous solid waste diversion goal of 60% Construction and Demolition Diversion. Create a waste management plan in accordance with section 01 74 19 of the JBLM Design Standards to meet or exceed the 60% C&D waste diversion target.
Complete and submit quarterly C&D Diversion and Disposal Reporting Form (HJB Form 229) in accordance with form instructions and paragraph "Reports" in Section 01 74 19 of the JBLM Design Standards. The form and instructions can be accessed via the links at Division 01 Section 01 57 19 of the JBLM Design Standards website (http://www.lewis-mcchord.army.mil/designstandards/index1.htm). Section 01 74 19 can also be accessed via the Design Standards website.
Archaeological Requirements: Joint Base Lewis-McChord contains many unmarked archaeological sites that may be eligible for listing, in the National Register of Historic Places. In the advent that human remains, artifacts, or features of archaeological interest are inadvertently discovered, the Contractor shall do the following. Immediately cease activity in the vicinity of the discovery. Stabilize and protect such discoveries from further disturbance or public disclosure. Provide immediate notice (no longer than 24 hours following discovery) by telephone and email to the Installation Cultural Resource Manager and Contracting Officer's Representative. Work may not proceed in the vicinity of the discovery until authorized to proceed by the Installation Cultural Resource Manager and the Contracting Officer's Representative (COR).
14. OTHER CONDITIONS AFFECTING WORK:
Work Coordination: Pre-Construction Conference. The Contractor shall schedule a pre-work meeting presided over by the Contractor Project Manager prior to commencing construction activities. The Contractor shall contact the Contract Office, Project Manager and Quality Assurance Representative within ten (10) business days of issuance of the Notice to Proceed (NTP) to establish a date and time for the preconstruction meeting. The Contractor shall submit a site-specific construction schedule using Microsoft Projects program and a site-specific Work Plan prior to this meeting for Government approval unless these items have been previously approved by the Government. The schedule shall be in sufficient detail to identify all aspects of the work including all significant project tasks with durations and start and finish times.
Interfacing with Others: The Contractor shall plan their work activities in a manner such that there will be only minimal interference and inconvenience to ongoing traffic and daily operations in the airfield facility and local areas.
All work shall be scheduled and coordinated with the Government Project Management Team.
The Contractor may not block traffic, roads, access routes, or exits without prior coordination with the Project Manager or other authorized Government representative. The Contractor shall comply with Washington State Transportation requirements for flaggers and signage if any access restrictions are required to perform the work. If access is requested and restricted by the Contractor for more than two days, the Contractor must submit a plan for approval that shows how the Contractor will control and perform the restriction.
Compliance with Rules, Regulations & Statutes: All Contractor employees shall observe and comply with all applicable local, State, and Federal rules, regulations, and statutes including those concerning fire, safety, sanitation, security, vehicle safety, and hazardous material handling while performing this work. All work shall meet or exceed all applicable industry standards.
Privately Owned Weapons on Joint Base Lewis-McChord: Possession of privately owned firearms/weapons on JBLM is prohibited for all civilian personnel. Contractor shall carry no privately owned firearms while performing work under this contract.
Prohibited weapons are as follows: Fixed blade knives having a cutting edge more than three inches. Any knife with a switch blade, spring blade, automatic blade opener, or gravity operated blade. Prohibited knives do not include knives designated for and used during hunting and fishing, nor knives kept in Government quarters and used in food preparation.
Brass knuckles or any similar device fitting over, or concealed in, the hand, including knuckle knives.
Any instrument commonly used in the practice of martial arts, except during legitimate martial arts training. Legitimate martial arts training is conducted by a certified instructor in an authorized on-post facility. Prohibited instruments include, but are not limited to, nunchaku, throwing stars, shurikins, and throwing spikes.
Blackjacks, sappers, saps, riot clubs, night sticks, sling shots, lead or iron pipes, sand clubs, rubber or plastic hoses wrapped with tape or filled with sand or lead buckshot or similar device.
Razors, ice picks, box cutters, screwdrivers or other similar device or tools (which have obviously been modified for use as a weapon) intended for use as a weapon.
Explosive, incendiary, and pyrotechnic devices except as authorized by the Garrison Commander. Prohibited devices include, but are not limited to, fireworks, military ammunition carried in a non-official capacity, and any explosive device.
Any weapon, including a firearm, on which the name of the manufacturer, serial number, or identification number has been changed, altered, removed, or obliterated.
15. SITE UTILITIES:
Any utility outages, including but not limited to, electrical, mechanical, and plumbing systems, shall be coordinated at least ten (10) working days prior to proposed outages. Outages shall be scheduled to minimize interruptions to normal using agency operations. Any exterior electric outages must be coordinated through the DPW project manager to coordinate with the current Utilities Privatization Contractor.
Potable Water: The Government may make available to the Contractor, from existing outlets and supplies, reasonable amounts of potable water without charge. The Contractor shall conserve potable water if furnished. The Contractor, at its own expense, shall install approved backflow preventors and maintain necessary temporary connections and distribution lines and shall remove the connections and lines prior to final acceptance of construction. All connections must be coordinated through the Directorate of Public Works.
Power: There is no temporary power available at the airfield. The Contractor shall provide portable generators for all powered tools and equipment.
Permits: The Contractor shall obtain and submit copies of ALL permits, unless otherwise specified. Each permit shall be obtained before starting the respective items of work. This includes, but is not limited to, permits necessary for decontaminating water and sewer systems, and digging permits.
Contractors must obtain a "Dig Permit" from Public Works prior to any ground disturbing activities. Go to https://home.army.mil/lewis-mcchord/my-Joint-Base-Lewis-Mcchord/all-services/directorate-public-works/dig-permits/required-dig-permit-information for instructions.
Once utilities have been marked as part of the dig permit process, the Contractor shall document (plan drawings) and maintain the markings for the duration of the project. A permissive letter must be obtained from Security Police and Airfield Operations prior to any pictures being taken and made available at the work site.
Construction Facilities and Temporary Controls: Contractor’s staging area requirements shall be discussed with the Government representative and may not be available.
The Contractor is responsible for security of his own property and security of Government property when construction activities affect existing security measures.
The Contractor shall provide and maintain portable toilet facilities at a site approved by the Government for the use of Contractor and subcontractor personnel, as required by the EM 385-1-1. The units shall be emptied and cleaned at least once a week, or more often if required by the contracting officer. The doors to the unit shall be self-closing and lockable. Additionally, the toilet units shall be located out of public view as the site allows.
16. SUBMITTAL REQUIREMENTS:
The following list of submittals in the attachments is a recommended list by the Government and should not be the sole source for consideration for submittals. All sketches, modifications, adaptations, quality assurance requirements, and contractual provided products shall be submitted to the Government for review and consideration. Any submittals determined to be necessary during the work will become a requirement of the contract. Accurate submission of submittals remains the responsibility of the Contractor and verification remains the requirement of the Government. See attachments for submittal procedures, submittal register and submittal form. See Attachments 26 through 29 for submittal information.
17. SUBMITTALS:
Project Submittal Requirements: All submittals shall be completed in accordance with Attachment 29 Contractor Submittal Procedures. Required submittals are identified in their applicable specification sections. In addition to the requirements as outlined in the specification section titled Contractor Submittal Procedures an electronic copy of each submittal shall be provided to the Government. Delivery method shall be decided during the CQC coordination meeting.
Certifications and samples submitted for:
Barbed Wire: Supporting Arms (Double Outriggers)- Provide barbed wire supporting arms of the 45-degree outward angle V 6 strand arm type and of the design required for the post furnished. Secure arms by top tension wire or other standard commercial methods.
Barbed wire: Use barbed wire material and coating to match fence fabric. Provide barbed wire conforming to 12.5-gauge wire with 14-gauge round,4-point barbs spaced no more 5 inches apart.
Tension wire: Use tension wire material and coating to match fence fabric. Provide metallic coated steel marcelled tension wire No.7-gauge, complying with ASTM A824. Provide zinc-coated steel wire with coating that weighs not less than 2.0 ounces per square foot.
Tie wire: Use tie wires for attaching fabric to tension wire.
Close-out submittal requirements: Final Record shall have a cover page with the following project information:

0. All Project IJO number(s)
0. Prime Contractor’s company name, address and phone number.
0. Contract number
0. Labeled “FINAL RECORD” with project’s completion date (BOD)
0. One year warranty of work letter from BOD date on all Material and Labor under this project.
0. Contractor’s point of contact name and local phone number for warranty work. Respond to all calls within the same day and coordinate site visit with the Government QC, PM, Security Force or Contracting Office.
The Contractor shall provide a Letter of non-retention for all contract documents, plans, drawings, and specifications after the destruction of all copies that are not required to satisfy legal requirements.
Government approval is required for submittals with a “GA”. Those submittals having a “FIO” designation are for information only.
18. PRE-CONSTRUCTION CONFERENCES:
The Contractor shall attend a pre-construction meeting presided over by the Contract Administrator and Project Manager prior to commencing construction activities. The Contractor shall contact the Project Manager within five (5) business days of issuance of the Contract NTP to establish a date and time for the preconstruction meeting. The Contractor shall submit a site-specific construction schedule and a site-specific Work Plan at that meeting for Government approval unless these items have been previously approved by the Government. The schedule shall be in sufficient detail to identify all aspects of the work including all significant project tasks with durations and start and finish times.
The Contractor shall attend a CQC Coordination meeting held in accordance quality control requirements.
Contractor management personnel & Sub-Contractor qualifications: The Contractor’s management team, i.e. Project Manager, Superintendent, CQC and key personnel shall have a minimum of 5 years related experience working on projects of similar nature, scope and dollar value. The CQC shall inspect and approve all contract work is within contract specifications before requesting a pre-final inspection with the Government QA in writing (e-mail). The pre final inspection is to inspect the work before the final inspection with any pre-final punch list items to be corrected before the final inspection. After the pre-final punch list items are corrected and inspected, the Contractor shall e-mail the Contracting Officer, Contract Administrator, the COR, PM and the QA that the project is ready for a final inspection and the pre-final punch list items are corrected. The Government will invite Government stakeholders like security Forces, Airfield Operations, Public Works, Fire Department and others as needed for the final inspection. If any valid punch list items are discovered, the Contractor shall have one working week after the final inspection to correct the final punch list items and shall let the COR/PM, QA and Contract Administrator know by e-mail that the punch list is corrected. All requirements, including close-out documents must be provided to the Government for acceptance prior to the final payment. The Contractor must give one working weeks’ notice for the pre-final inspection and two working weeks’ notice before the final inspection.
19. CONSTRUCTION QUALITY CONTROL SYSTEM MANAGER:
The Contractor shall provide a Construction Quality Control (CQC) System Manager as required in the specification. The CQC System Manager may be assigned other duties in addition to the duties required as CQC System Manager. The CQC shall be onsite inspecting the quality of the work and providing all and logging all submittals and ensuring that the submittals meet the specifications prior to submitting. The CQC shall fill out and sign the Daily Report form attached for each day worked and submit it to the PM and Quality Assurance representative. The report shall be submitted by noon on the next working day after the day work is performed. See attachments for Daily Report form.
20. SITE SAFETY & HEALTH OFFICER:
The Contractor shall provide a Site Safety and Health Officer (SSHO) as required in the specification section titled GOVERNMENTAL SAFETY REQUIREMENTS. The Contractor SSHO may be assigned other duties in addition to the duties required as SSHO.
21. GOVERNMENT FURNISHED MATERIAL & EQUIPMENT:
No Government furnished material or equipment will be provided.
22. ANTI TERRORISM (AT) & OPERATIONAL SECURITY (OPSEC):
AT Level I Training: All Contractor and subcontractor’s required to work on JBLM shall complete AT Level 1 awareness training prior to commencing work on JBLM. The Contractor shall submit a signed company letter stating the annual AT Level 1 training has been or will be completed by all employees and subcontractors prior to commencing any work on JBLM. Training certificates shall be maintained and be available for inspection. All Contractor employees, to include subcontractor employees, shall complete AT Level 1 training within 30 calendar days after the contract start and shall submit certificates of completion to the COR or to the Contracting Officer within 45 calendar days after completion of training by all employees and subcontractor personnel. Compliance may be verified by Government QA. AT Level 1 awareness training is available at the following website: https://jkodirect.jten.mil.
Access, general protection, security policy & procedures: All Contractor and all associated sub-Contractor employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative). The Contractor shall comply with Joint Base Lewis-McChord security regulations: JBLM Regulation 210 1, JBLM Post Regulations, Chapter 7, section XVII; JBLM Regulation 190-13, Access to and Conduct While on the Joint Base Lewis-McChord; and JBLM Regulation 190-5, Installation Traffic Code. Contractor employees shall display either Contractor provided identification badges, RAPIDGate Badge (program expiring on 1 Aug 2019) or the AIE Long Term Badge issued by JBLM. If the Contractor does not have a AIE Long Term Badge, they shall develop a Contractor-provided identification badge made of nonmetallic material, easily readable and include the employee's name, the Contractor's name, and a recent color photograph of the employee. The first step to obtain an AIE Long Term Badge (12 months) is to ensure the Contractor’s corporation is on the DES Contractor Access List (CAL) with the correct dates for the contract/task order, the Contractor will request through the PM/COR to be placed on the CAL. Both MICC and PW have POCs for the PM/COR to process CAL additions. The second step is a copy of the company’s personnel roster of those requiring badges (showing full name and date of birth) that needs to be sent through the PM/COR who will process the list through the MICC or PW POC to DES. If the individuals on the list require access outside of 0700-1700 Monday to Friday this needs to be annotated on the list. The third step is to request AIE Long Term Badge using the AIE LONG TERM BADGE REQUEST FORM, the form will require a Government’s employee signature and is turned in at Waller Hall Vehicle Registration where the badge is issued. Contractor personnel shall always wear the identification badge when performing work under this contract at a Government site, including while attending Government meetings that may take place outside the Government facility. Each Contractor employee shall wear the identification badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit such placement. The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. The Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.
Real ID Act: Joint Base Lewis-McChord follows the REAL ID Act of 2005. This means visitors presenting drivers licenses and Identification cards stating, “Not Valid for Federal Purposes" or "Federal Limits May Apply” will need to provide supplemental documentation to prove identity (see link below) to be issued a temporary installation pass or a AIE long term pass. If a visitor requesting access does not have REAL ID Act compliant form of identification and cannot provide supplemental identity proofing documents, they must be always escorted while on the installation. Each time the pass or AIE long term pass is renewed the supplemental documentation will need to be provided again. iWATCH: All Contractor employees and their sub-Contractors required to work on JBLM shall complete iWatch training prior to commencing work on JBLM. The Contractor shall submit a signed company letter stating the one-time iWatch training has been or will be completed by all employees and sub-Contractors prior to commencing any work on JBLM. This training shall be completed within 30 calendar days of contract award and shall be reported to the COR or contracting officer within 45 calendar days after contract award. Compliance may be verified by Government QA. iWatch training is available at the following website: https://www.army.mil/standto/2018-07-25 or straight to the video at https://www.dvidshub.net/video/583923/iwatch-2018 This training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity. OPSEC: Operations security (OPSEC) denies adversaries sensitive information, critical information or essential elements of friendly information. This information requires special protection from disclosure that could cause compromise or threat to our National Security, an Army organization, activity, family member, DA civilian, or DOD Contractor. OPSEC is everyone’s responsibility that encounters the information. The information that is described below must be controlled, and if the information is in digital or hardcopy format, it needs to be destroyed at contract completion. Control includes not disclosing the information to personnel who do not have the need to have this information; if digital do not post in a manner open to the public and if hard copy is secured in a locked area (office, trailer, vehicle, etc.) Examples which may be deemed sensitive but are not limited to information related to:· Unit structuring

· equipment
· Training and readiness
· vulnerabilities
· administration and personnel
· Military Operations Planning
· intelligence, counterintelligence
· security

Handle any attempt by unauthorized personnel to solicit sensitive information (for example computer breach or questioning employees on or off JBLM) as a Threat Awareness and Reporting. Program (TARP) incident. Report all facts immediately to the JBLM Fusion center (iWatch para 10.3) and inform the COR OPSEC Level I Training: All Contractor employees and its sub-Contractors required to work on JBLM or have access to contract documents shall complete Level I OPSEC Training. The Contractor shall submit a signed company letter stating the annual Level I OPSEC Training has been or will be completed by all employees prior to commencing any work on JBLM. Training certificates shall be maintained and be available for inspection. Compliance may be verified by Government QA. Level I OPSEC Training is available at the following website: http://cdsetrain.dtic.mil/opsec/ E-Verify: The Contractor and sub-Contractors shall pre-screen all employees required to work on JBLM using the E-Verify website (https://www.e-verify.gov/ ) to meet the established employment eligibility requirements. The Contractor shall ensure that the employee has two valid forms of Government issued identification to ensure the correct information is entered into the E-Verify system. The Contractor shall submit a signed company letter stating all employees have or will be screened in E-Verify prior to commencing any work on JBLM.
