USSOCOM J4

J41 Material Management Statement of Work (SOW)

03 September 2020

1.0 DESCRIPTION OF REQUIRING ORGANIZATION.

The U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works with Government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces.

USSOCOM SOF AT&L’s PEO-Services focuses on three “imperatives” in providing the command with professional services support: Stability, Agility, and Reach. The Command considers these qualities to be essential in accomplishing the requirements of this SOW. In a “Ways / Means / Ends” paradigm, these imperatives are “Ends.” These imperatives are defined as follows:

STABILITY is primarily about mission continuity. While there are multiple ways to achieve and sustain continuity, USSOCOM is specifically interested in retaining high quality and applicable institutional knowledge and minimizing workforce turbulence. Stability is catalyzed by respectable and credible management and leadership, and is enabled by discrete and dedicated resources in support of any contract/task-order transition. It requires competitive compensation plans that incentivize on-the-job performance and loyalty to mission support. It includes an ability to solve personnel issues efficiently and effectively, and enables opportunities for individual growth and development.

AGILITY is the ability to manage a professional workforce in USSOCOM’s dynamic environment that evolves at the “speed of SOF”. It includes an ability to surge capacity, manage change, and respond to issues. It requires a balance between simplicity and complexity that ensures necessary complex tools are available, but simple to find and apply. Agile management is available to the customer, and proximate to issues to which it must respond. Such management has organic resources that can be directly applied in support of the mission, with minimal need to secure additional permissions to apply them.

REACH is manifested by applying the network and knowledge of the entire enterprise(s) of the team. It includes a demonstrated ability to place and care for employees in multiple locations, and access to established nodes that holistically interconnect USSOCOM’s global tasks. Reach can positively impact and contribute to an “elite workforce”, as well as provide external perspectives that contribute to solution development.

2.0 TASK PURPOSE/SCOPE.

The purpose of this contract is to provide up to 50 contractor support personnel to assist J4 in implementing and systematically maintaining the Defense Property Accountability System (DPAS) Warehouse, Maintenance & Utilization (M&U), Registry, Property Accountability, Force Management, and Materiel Management modules across all Special Operation Forces’ supply support activities. DPAS is the only authorized Accountable Property System of Record (APSR) approved by the DOD.

3.0 GENERAL REQUIREMENTS.

The Contractor shall be responsible for meeting the following general requirements, as well as the specific support identified in Section 3.0.

3.1 TRANSITION.

The contractor shall be responsible for executing their proposed transition plan and for ensuring fully qualified personnel with the requisite background experience are in place no less than 14 days from contract award. The contractor shall ensure no interruption of mission occurs during the transition period.

Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase- in/phase-out periods. The Contractor shall provide monthly updates during the transition period to ensure the government is fully informed of the transition status and any issues that may be identified.

3.2 QUALIFIED PERSONNEL.

The contractor shall be responsible for providing qualified personnel that meet the required skills and qualifications as set forth in Figure 4.2 of the SOW. The contractor shall ensure personnel are fully trained to meet mission requirements on Day 1 of the period of performance. For hard-to-fill positions with complex requirements, the Contractor may submit a request for waiver to the J4 DPAS COR extending the time allowed to fill a position. Waivers will be granted at the discretion of the SOF ATL DPAS PM based on mission objectives, complexity of requirement and the J4 need, and must be acceptable to the J4.

3.3 MANAGEMENT OF ISSUES.

The contractor shall address all performance issues and customer complaints to ensure the requirements defined in the PWS are met successfully 100% of the time.

3.4 STAFFING MANAGEMENT, SHORTFALLS, AND SURGE

3.4.1 A Full Time Equivalent for this contract equates to 1,880 hours per year. The contractor shall ensure fully qualified personnel are in place to fill positions described in Section 3.8 and Section 4 (Table 4.1) of this SOW, and IAW the Service Delivery Summary (SDS).

3.4.2 Absences and Departures: The contractor shall ensure any absences (including leave, medical emergencies, etc.) lasting more than ten consecutive work days are back-filled with a qualified candidate for the duration of the absence or until permanently filled. The contractor shall ensure fully qualified personnel are in place to fill vacancies IAW the Service Delivery Summary (SDS) when personnel depart this contract.

3.4.3 Surge: Two types of surge capacity are anticipated in support of this effort. The contractor shall be prepared for both types, defined as follows:

3.4.3.1 Near term, short duration tasks require contractor personnel to provide support beyond normally established hours in a standard 40-hour work week. For example, surge support from a specific individual may be necessary for 10 hours a day for five days to accomplish a discrete project. The contractor shall maintain the flexibility to provide these 10 hours beyond the 40 that would have normally been provided, and then manage compensatory time for that employee within their internal time management system by spreading the compensatory time out in a manner that minimizes mission impact going forward, and does not exceed the allotted 1,880 hours for the employee/position nor change the cost of the contract. The contractor shall ensure government visibility of this time management in the reporting system required by Section 5 of this SOW.

3.4.3.2 Un-projected projects potentially require additional effort beyond that which can be accomplished by the manifest established by this SOW, and within the level of effort provided herein. For example, a backlog in a specific DPAS function or changes driven by a software modification could require additional personnel to accomplish necessary tasks without impacting the ongoing mission.

The contractor shall ensure that this type of surge requirement is met by assigning additional personnel to the contract for the period and purpose specified in coordination with the COR. This type of surge, which requires an increase in total contracted labor hours and associated costs, shall not be undertaken without the consent and approval of the government Contracting Officer.

3.5 DELIVERABLES.

All deliverables shall be delivered to the Contracting Officer’s Representative (COR). Acceptance of deliverables shall be performed by the COR. The COR will evaluate deliverables for completeness, correctness, and operations sufficiency of content. If the COR determines a deliverable is unacceptable, the contractor shall correct all deficiencies within the timeframe stated by the COR. The acceptability of deliverables will be reflected in the contractor’s performance evaluation.

3.6 CONTRACT MANAGEMENT.

The Contractor shall provide a Program Manager, SME III with demonstrated project management experience, working on site and remotely as needed. The Program Manager shall ensure that J41 DPAS personnel requirements are met within the allocated resources of the contract, while properly balancing cost, schedule, and technical performance.
