Q: The RFP states, “The evaluation of the offeror’s compensation plan shall include ensuring the offeror’s plan reflects a sound management approach and understanding of the requirement, as well as the offeror’s ability to provide uninterrupted high-quality work.” Does the Government intend to review the management approach within Price/Cost Volume IV, or does the government intend to evaluate the offerors compensation approach?

19) General NA Q: How is the current workforce performing its duties in the COVID-19 pandemic environment? Is the staff working remotely? Are they continuing to work on site, but performing shift work to reduce threat of transmission? If so, how much of the staff is working on site and how much is working off-site? If some sub-set of the team is working remotely, how does the government anticipate executing an orderly and efficient transition of both the work and the workforce?

Government Response: At present time, the workforce is working in rotational shifts on site at the USSOCOM HQ and offsite at SOFWERX. Both are located in Tampa, FL. Rotation into HQ is based on the section to give maximum face to face interaction. We will rely on the company to expand upon their approach to on-site and off-site working in a COVID environment. All teams are local to Tampa, FL, except for the Accountable Inventory Management, which all are located in Lexington, KY.

20) General NA Q: For remote work, has the government provided the team with the accredited and secured IT equipment and network access necessary to execute its day-to-day tasks on the SIPRnet? If not, what is the government’s plan to do so?
