NORTHERN ARIZONA VA HEALTH CARE SYSTEM

EHRM Tier 2 – Prescott Data Center

Project 649-22-701

Statement of Work - Construction

I. BACKGROUND

This project aligns with the Electronic Health Record Modernization (EHRM) program to support the Veterans Health Administration’s initiative to modernize the patient record keeping process and capabilities. To meet the modernizing goals, the Northern Arizona Veterans Administration Healthcare System (NAVAHCS) located in Prescott, Arizona at the Bob Stump VA Medical Center is requiring construction of a new stand-alone Data Center to support the modernization effort. The current Fiber Optic cabling consists of one independent routing of cabling infrastructure. New requirements indicate a need for a redundant independent cable that will also be included and addressed by this project.

II. SCOPE OF WORK

The objective of the project is to construct a new, one-story Campus Support Center (CSC) Data Center facility to include electrical and mechanical systems and install redundant fiber connectivity to support the new Electronic Health Record Modernization (EHRM) system.

The new building is located between buildings 152 and 12 on Col. Holmberg Rd. The new building will be approximately 1,750 square feet with 1,500 square feet of an adjoined equipment yard. Approximately 1,600 square feet will be dedicated to data space and the remainder will accommodate a restroom and storage space.

The anticipated civil scope of work will require the re-grading of the building site, re-routing of existing utilities and the tying of the new infrastructure to the existing. The building’s structural systems include a concrete footing and foundation wall system, concrete slab-on-grade, load-bearing masonry wall system, structural steel joists or wide-flange steel beams supporting a metal roof deck.

The architectural envelope will be designed to comply with the historic requirements of the campus. The design includes interior finishes (no finish ceiling) and a column-free interior space with a vertical clearance of 12 feet to underside of lowest obstruction.

Fire Protection will be provided by a wet sprinkler system as well as a water protection system.

Plumbing system components will include sanitary sewer, plumbing vent, roof drains, domestic cold water, electric insta-hot unit, and floor drain associated with the restroom.

Mechanical cooling and heating capability will be provided for the data space and the associated support spaces.

The facility will be electrically designed to support 30 racks of space, or roughly 150kW. A medium voltage transformer, three generators, a switchboard, 2 UPSs, lightning protection, metering, and exterior and interior lighting will be part of the comprehensive electrical system.

EHRM Low Voltage Design Elements: The project scope for Technology and Low-Voltage Systems is to build out the new Data center/Main Computer Room to support the entire VA campus. Per user input, this space is designed to be between small and medium size according to the requirements set by the Infrastructure Standard for Telecommunications spaces, V3.1, dated July 2021.

A. Include all work required to relocate existing utilities and equipment impacted by the relocations.

B. Phasing is critical and will be complex, so coordination with the VA is required during demolition and construction.

C. Refer to the drawings for greater detail and scope.

Construction to be completed as per Design Drawings, VA Specifications, and all associated publications, standards, and regulations as applicable.

III. Additional Requirements and Information

A. Period of Performance

Construction period of performance will be 460 calendar days.

B. Information Security Requirements

1. The C&A requirements do not apply, and a Security Accreditation Package is not required.

C. Physical Security Requirements

1. All Contractor/Subcontractor employees will require the issuance of a temporary access badge prior entry to the work site. Requests for access will be made at least 5 calendar days in advance to the VA Project Manager/COR and issued by the VA Police.

D. NAVAHCS Historic District Requirements

The building area falls within the Fort Whipple Historic District. A significant effect this has on construction is the requirement for an archaeological monitor to be present during any excavation work that has not been previously disturbed, regardless of depth The certification requirements for the monitor can be found at The Secretary of the Interior Professional Qualifications Standards | U.S. Department of the Interior (doi.gov).

The contractor will be responsible for providing the certified archeological monitoring and abiding by the set requirements.

E. Hazardous Material Assessment

ACM and lead abatement are not expected, however potential for discovery of the unknown may exist. If encountered, contractor shall provide environmental monitoring by a licensed and certified professional for removal of Hazardous Material as required. Proper containment shall be installed by the contractor during abatement activities.

F. Underground Utility Locations

While locations of underground utilities are provided on the site drawings, location of underground utilities shall be verified by the contractor through underground locating services prior to any excavations. Any damages caused by the contractor shall be the responsibility of the contractor to repair accordingly.

G. Parking

Parking is available; however, the location will be determined at the time of construction due to the dynamic state of VA service requirements and construction. VA Project Manager/COR will provide exact location.

H. Smoking

Contractor employees are prohibited to smoke or use tobacco of any kind while on the NAVAHCS property. This includes use of vaporizing devices.

I. Infection Control

1. Tuberculosis screening is not required for contractor employees to work on site. Work site construction barriers will be required as directed by design and narratives.

2. This work will be done outdoors. No requirements are anticipated for installation of infection control barriers but cannot be completely ruled out if circumstances warrant the use. The contractor will be responsible for installation of barriers and required equipment if necessary.

3. The cutting of concrete and pavement will require dust control measures by the contractor adequate to minimize to the greatest extent possible, exposure to VA staff, patients, and visitors.

J. Laydown Area

The laydown area will be determined at the time of construction kick-off. Exact location will be specified by the VA Project Manager/COR.

K. Job Trailer

Location for contractor job trailer will be determined at the time of construction kick-off.

Utilities if required are the responsibility of the contractor.

L. Daily Reports

Daily reports will be required to be provided to the VA Project Manager/COR to include daily work completion by discipline, work and safety issues, and weather conditions.

M. Submittals

Submittals shall be provided by the contractor 21 days prior to work commencement associated with the submittal. Work will not begin without VA review and approval of the submittal. An electronic Submittal Log will be created and maintained by the contractor. A copy will be provided to the VA Project Manager/COR at the start of the project. An updated copy will be provided to the VA Project Manager/COR when any changes to the prior copy are made.

N. RFIs

RFIs will be submitted by the contractor to the VA in a timely manner as to prevent any delays to the project schedule. VA through the Design AE will review the request and provide a response within 21 days of submission. An electronic RFI log will be created and maintained by the contractor. A copy will be provided to the VA Project Manager/COR at the start of the project. An updated copy will be provided to the VA Project Manager/COR when any changes to the prior copy are made.
