STATEMENT OF WORK AND SPECIFICATION

FOR

REPLACING THE ROOFING SYSTEM, REPLACE SOFFIT, TRIM,

SUPPLY AND INSTALL DOWN SPOUTS AND PAINT FASCIA AT

BUILDING #229.

STATEMENT OF WORK

PROJECT NUMBER: B229ROOFFY23

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. 229, Beltsville, Maryland, 20705

DESCRIPTION OF WORK: The contractor shall provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision: To replace roofing system, replace soffit, trim, supply and install down spouts and paint fascia at Building #229.

In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to Government requirements. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.

Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the 10300 Baltimore Ave, Building 003 from Security office. Vehicle permits and identification badges shall be returned to the government prior to the final payment being issued.

All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement Of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all applicable local building codes, Construction Standards and Codes, 2021 Federal Government Uniform Facilities Guide Specifications (UFGS) with Disabilities Act, local and State traffic codes, Maryland Highway Specifications, Maryland Department of Environment, Maryland Department of the Environment Regulations concerning the Clean Water Act and the Environmental Protection Agency regulations. In the event of a conflict, the most stringent regulation shall prevail.

The contractor shall notify the contract officer representative George Ford using:

Scope of Work:

The contractor shall perform the following work, but not limited to: Replace roofing system, replace soffit, trim, supply and install down spouts and paint fascia.

1. Division 01:

1.1 See Attachment 1 - Division 1 USDA General Requirements - B229 Roofing System

Replacement - 16AUG2023.

2. Mobilization:

2.1 Mobilize all necessary personnel, specialized tools and equipment, approved materials, dumpsters, safety items and all other necessities to initiate a work start up receiving. the notice to proceed.

2.2 Contractor shall stage ladders and scaffolding to allow free access to each entrance to the building at all times. All necessary precautions shall be taken to provide safe passage at the point of entrance/exit (contractor may be required to construct temporary safety passage to catch debris that could fall on individuals entering and exiting the building).

3. Demolition:

3.1 The replacement of the roofing system, replace soffit, trim, supply and install down spouts and paint fascia: During demolition special attention shall be considered when working on the roof, soffits, eves vent, mechanical equipment gutters and downspouts. The contractor shall protect the surrounding building penetrations from damage caused by the demolition process during all phases of construction project. Precautions shall be taken to assure that no damage is caused as a result of negligence, not paying attention, poor planning, not following protocols, industry standards, manufacturers specifications, code requirements and other safety measures.

Any such damage shall be the responsibility of the contractor to repair or replace at no cost to the Government. There is approximately 33,000 square feet of asphalt roof shingle that shall be remove.

3.2 The contractor shall remove the existing asphalt roofing shingles down to the plywood decking, which includes felt paper, ice shield, drip edge, flashing, pipe boot, metal ridge vent cap, ridge vent baffle, foam, and metal closure.

3.3 The contractor shall remove the existing gutter, downspouts, downspout boot cap, concrete splash blocks, wood fascia covered with anodized aluminum Clad & prefinished perforated metal sofit.

3.4 The contractor shall remove the existing exhaust fan mechanical equipment support curb, flashing, counter flashing and flashing around combustion vents.

3.5 The contractor shall remove the 10% of the existing 5/8” thick 4’ x 8’ CDX wood sheathing approximately 3,300 square feet. Note to the contractor: the removal of the sheathing shall be at location of were damaged to the existing sheathing has taken place. The EPM/COR shall verify the need of the sheathing replacement and approve the sheathing replacement. Contractors shall not exceed replacing 10% of the total roof area without the approval of the Contracting Officer.

The contractor shall provide a unit price of square feet for additional 5/8” thick 4’ x 8’ CDX wood sheathing removal cost for Optional additional work.

These are the drawings showing the Bldg. Floor plans, roof plan, breeder area elevations, service area elevation, Bldg. cross section and details and wall sections and details, hvac control diagrams, hvac details and mechanical equipment schedules.

3.6 The contractor shall remove and dispose of demolished Government materials, all items indicated as to be removed. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed of at approved landfill.

4. Installation:

4.1 Roofing system: The contractor shall supply and install 5/8” thick 4’ x 8’ CDX wood sheathing approximately 3,300 square feet. Note to the contractor: the installation of the sheathing shall be at location where damaged sheathing has been removed during the demolition process. The contractor shall anchor the 5/8” thick 4’ x 8’ CDX to the metal roof deck with R107W-#10-24 x 1-7/16 wafer head self-tapping plywood to metal screw with wings war coating. The R107W screws shall be install 2” from each corner of the plywood sheet and at 16” apart in in all directions. The minimum number of screws per sheet is 28 to properly anchor the plywood sheet to the deck.

4.2 The contractor shall supply and install .032” D-style anodized aluminum roof drip edge with kick around the entire roof perimeter edge that includes eves and gable ends. The drip edge shall have a front face that is 1 ½” high x 5” deep which is seated and anchored to the top surface of the 4’ x 8’ CDX wood sheathing with 3/4“ roofing ring shank nail starting 1” from the end and every 16” (O.C.) on center a nail shall be placed. Note to the contractor at any time during the course of construction when (2) two dissimilar metals come in contact with each other the contractor shall supply and install a thin layer of rubber between the (2) two materials to avoid any chemical reactions. The Rubber shall have an adhesive backing on one side and smooth on the other with a minimum thickness of 20 Mils Or 0.02”.

4.3 The contractor shall supply and install 5/4” x 12” pressure treated wood fascia covered with 0.032” anodized aluminum cladding covering the facing side, the bottom side and 6” of the rear wood fascia.

4.4 The contractor shall supply and install a 3’-0” wide Nongranular Waterproof Self-Adhered

Membrane over the entire wood roof sheathing starting 3’-0” from the eve edge.

4.5 The contractor shall supply and install Ice Shield a Granular Winterguard Type. The contractor shall install the ice shield at the eaves of the roof, at all valley locations and at all roof penetrations. The minimum width of the ice shield shall be 3’-0” of the full run length;

in cases of roof penetrations, the materials shall cover 3’-0” from the outer edge of the penetration, and 360 degrees around the opening. The ice shield shall overlap the waterproof self-adhered membrane by 3” minimum. The Granular Winterguard shall be installed in accordance with manufacturer specifications. The Granular Ice Shield shall Meet the ASTM D1970 Standards.

4.6 The contractor shall supply and install 20 once 20 gauge 18” wide copper W roof valley flashing without Hem. That shall be installed in all valleys of the roofing system.

4.7 The contractor shall supply approximately 33,000 Sq. Ft. and install water resistant roof synthetic scrim-reinforced underlayment over all roof CDX wood sheathing.

4.8 The contractor shall supply and install (5) exhaust fan mechanical equipment support curb as shown on detail D3 Exhaust fan curb as shown on drawing A402. The contractor shall install copper flashing and counter flashing around the equipment support curb. The contractor shall supply and install metal cricket at the rear curb base higher roof slope elevation.

4.9 The contractor shall supply and install (1) 3” and (3) 4” vent pipe boots with flashing and waterproof sealant as shown on drawings Attachment 7 and Attachment 11.

4.10 The contractor shall supply approximately 33,000 and install new polymer roof slate, min. 1/2-inch-thick as manufactured by Davinci Roof Scape or Eco Star Majestic Slate or Certain Teed Symphony Slate or an approved Equal, Slate Gray is the color and 12” width.

The single width Slate shingle shall be installed on the building roof. The fasteners shall be 1 1/8” copper roofing ring shank roofing nail and shall penetrate a minimum of 1 1/8” into the wood decking surface. All shingles shall be installed in accordance with the manufacturer’s specifications. The shingles shall the following requirements1/2-inch-thick, meet class (A) fire rating, class 4 impact rating withstand 110 mile per hour wind rating, made in America and a life-time warranty.

4.11 The contractor shall supply and install new copper snow guards on the main building roof which shall be installed in accordance with the manufacturer’s specifications. The snow guards shall be staggered a minimum of (3) three shingle rows up starting from the second shingle row from roof eaves shown on drawing Attachment 3.

4.12 The contractor shall supply and install roof venting system that shall include metal ridge vent caps, ridge vent baffles, foam and metal closures as shown on drawing Attachment 7.

4.13 Roof Gutters and Downspouts: The contractor shall supply and install 7” wide x 5” deep continuous seamless anodized aluminum gutters and 5” wide x 5” deep box downspouts connected to the existing storm drain Boot. The minimum thickness of the aluminum gutters and downspout, 0.040”. The downspouts shall be a baked on enameled finished. The contractor shall provide a color selection chart to the COR prior to ordering so they can select the color for the downspouts. The color selection chart shall have at least 10 colors.

4.14 Roof Metal Soffit: The contractor shall supply and install (12” W) flush wide continuous perforated anodized aluminum Soffit vent and anodized aluminum angle supports. The minimum thickness of the aluminum soffit is 0.032”. The contractor shall provide a color selection chart to the COR prior to ordering so they can select the color for the downspouts. The color selection chart shall have at least 10 colors.

4.15 The Contractor shall comply with the Buy America Act.

4.16 The Contractor shall comply with the Bio-Preferred Products.

4.17 During the course of the contractor performing their work they shall restore back to its original condition all damaged Government Property that they have damaged. This applies to the exterior: Site, asphalt paving, grass areas, curbs, sidewalks, concrete pads, drainage system and the building exterior. The building interior: roof structural system, decking, insulation, drywall, flooring, walls, ceilings, piping, lighting, hvac system equipment, electrical system equipment and plumbing system.

5. Performance Requirements and Warranty:

5.1 The Contractor shall assure that all materials meet the Manufacture’s Specification and provide a written Manufacturers’ Minimum 30 Year Warranty.

6. Delivery, Storage and Handling:

- Store materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by manufacturer.

- Protect stored material from direct sunlight.

7. Submittals:

- Manufacturer’s technical data sheets for all materials used on this project.

- Manufacturer's Warranties for applied materials.

- Installers Safety Plan.

- Labor Warranty

8. General Conditions:

A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.

B. Field Verification: The contractor is responsible for field verification of all measurements, quantities, and field conditions prior to commencing work.

C. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.

D. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts. The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.

E. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day.

The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.

F. Formal Meetings: Every 2 weeks a work press update meeting must be held by the contractor (deemed formal by the contractor, the COR, or the Contracting Officer), will have the minutes of said meeting prepared by the contractor (and a copy provided to the Contracting Officer, COR, and all stakeholders). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.

G. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer. Note see the enclosed sample of a Site-Specific Safety Plan.

H. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.

I. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 db. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.

J. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update).

High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry.

Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

K. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.

L. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work. Open Flame Permit Form.

M. Scheduling: The total contract period shall be 270 calendar days from The Notice To Proceed. A period of 20 calendar days shall be allotted for the submittal, 15 calendar days for review and re-submit process. A period of 60 days shall be allotted for ordering materials. The work on-site shall be limited to one hundred ten (195) calendar days. The final inspection shall be scheduled a maximum of 260 calendar days from Notice To Proceed, leaving 10 days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval. Please note that the shipping timeline is 60 days for material delivery time after approved submittals. The actual construction work period shall be 195 calendar days deducted from the 270 days minus 20 days to deliver submittals, fifteen 15 days for submittal review leaving 60 days for ordering and delivery of the materials.

N. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry 20 calendar days from the point of Notice To Proceed. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 2 hard copies of each material submittal.

O. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures, or interruption in utilities.

P. During the course of the contractor performing their work they shall restore back to its original condition all damaged Government Property that they have damaged. This applies to the exterior: Site, asphalt paving, grass areas, curbs, sidewalks, concrete pads, drainage system and the building exterior. The building interior: roof structural system, decking, insulation, drywall, flooring, walls, ceilings, piping, lighting, hvac system equipment, electrical system equipment and plumbing system.

Q. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.

R. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year for labor from the date of final acceptance against defective materials, design, and workmanship. The material shall be as specified in the manufacture’s specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor.

WARRANTIES SHALL BE TURNED OVER TO THE COR PRIOR TO FINAL

INVOICING.

S. The contractor shall provide all deliverables to the COR as stated in the Submittal Registry Attachment 15.

T. LPTA Evaluation Factors

1. Price

2. Technical Narrative – (Go/No-Go) - Provide narrative showing how the work will be accomplished. Narrative must show an understanding of the specific work and a feasible, realistic approach to complete the project in accordance with the SOW.

3. Key Personnel – (Go/No-Go) - Provide resumes for key personnel. They should include, as a minimum: Site Superintendent, Project Manager. The resumes must clearly show experience in managing a project of similar size and complexity with a minimum contract value of $10,000.00 for a renovation project at an active research facility.

For each key personnel provide the following information as a minimum:

3.1. Number of years with the company (must have at least 3 years’ experience)

3.2. Number of years’ experience (must have at least 5 years’ experience)

3.3 Role on the project (must have past Site Superintendent or Project Manager experience)

3.4 Work performed on prior similar projects (must have at least 3 past projects)
