Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
Question 1: Does the government want asphalt shingles or synthetic slate shingles? There is a discrepancy between the summary of work and the contract drawings.
Answer 1: The Government wants synthetic slate shingles.
Question 2: How does the government think that a 5/8" plywood over metal deck is going to work when we use at least a 1-1/4" roofing nail? The nail will hit the steel deck below the plywood, make a hole in the steel deck and the nail may not seat properly. The Ecostar Synthetic Slate requires a 1-1/2" long roofing nail to qualify for the warranty. I would suggest that 1.5" thick sleepers be mechanically fastened to the steel deck and the plywood mechanically attached to the sleepers for the roof system to work.
Answer 2: The contractor shall supply and install 1.5" thick x 2¿ Pressure Treated Wood sleepers that shall be mechanically fastened to the steel deck and the 5/8¿ plywood shall be mechanically attached to the sleepers.
Question 3: SOW page 1 says that the contractor is to paint fascia at B229. Page 4, number 4.3 indicates that pressure treated wood facia is to be covered with anodized aluminum cladding. Please confirm that painting is not required because the wood will be covered.
Answer 3: The contractor shall install the pressure treated wood facia that is to be covered with anodized aluminum cladding per the SOW and use tough up paint for very small scratches approximately 1/2¿ in diameter or less.
Question 4: SOW page 5, number 4.12 calls for metal ridge vent cap. Is there a specification for the metal? Note drawing A402 indicates "metal ridge vent cap" as well.
Answer 4: We don¿t have any additional documentation on the metal ridge vent cap other than the information on Attachment #7 Building Section A402 drawing Detail D5. The contractor shall match the existing metal ridge vent cap.
Question 5: SOW page 5, number 4.10 calls for 1 1/8" copper roofing ring shank roofing nails. These nails come in 1 1/4" or 1 1/2" lengths. Please advise as to the size the government prefers.
Answer 5: The contractor shall use that required lengths that is specified by the manufacturer Installation Manual that must be used to not void the manufacturer warranty.
Question 6: SOW page 6, number 4.14 calls for continuous perforated anodized aluminum soffit vent.
Confirm the perforated soffit is to match the existing perforated soffit profile.
Answer 6: The contractor shall supply and install the perforated soffit is to match the existing perforated soffit profile.
Question 7: Around the exterior of the U-shape of the building, the downspouts do not route to the storm drain. They spill out onto the grass. Please confirm new downspouts in these locations are to do the same.
If so, confirm new concrete splash blocks should be furnished and installed and provide specification.
Answer 7: The contractor shall install the new downspouts in the configuration of the existing downspouts, such as downspouts spilled to the Earth or connected to the storm drainage system.
Question 8: The SOW does not address lightning protection. Does the government want a pretest of the lightning protection, the system removed, reinstalled after roofing completed, and then retested? Or is new lightning protection to be furnished and installed? If so, please provide a specification. Will the existing lightning protection system be reused? Will the existing lightning protection system be replaced with like kind? Will the contractor be responsible for testing of the lightning protection system?
Answer 8: The contractor shall pretest the lightning protection, the system removed, reinstalled after roofing completed, and then retested.
Question 9: Building access/Overhead Protection (SOW page 3, paragraph 2.2) - the contractor will provide overhead protection at building entrances when working in areas near the entrances. Please confirm these entrances include the one locked access door leading to the chicken wing, the locked access door leading to the turkey wing, and the overhead door between these two mandoors. If more doors require overhead protection, please specify.
Answer 9: At all times the contractor shall provide Building access/Overhead Protection at every door location that overhead work is being performed at the time that the work is being performed. Note to the contractor they shall call out in their proposal what Building access/Overhead protection that will be provided in the sequence that it will be provided and the duration.
Question 10: SOW page 5, paragraph 4.11 calls for copper snow guards. Please provide specification.
Answer 10: The contractor shall supply and install a Copper Pro-100 Snow Guard Assembly 17¿-6¿ long x 4 1/8¿ wide, includes a 1¿ gusset that strengthens the shoe to provide additional support. Tested to endure a 300-pound point load at any spot when applied to the gusset side of the shoe.
Question 11: Spec 1.1.1 I have seen USACE presence at other construction sites at the USDA Beltsville facility. Are we to follow the OSHA Competent Person Requirements mentioned in the specs, or the USACE Competent Person Training requirements? Specifically, in regard to fall protection.
Answer 11: The contractor on this BARC Government Requirement shall follow OSHA Competent Person Requirements as mentioned in the SOW.
Question 12: Quality Control: I do not see requirements listed for a Quality Control Manager, only the Superintendent. Does USDA have specific requirements for a CQM, or will the USACE/NAVFAC certification be sufficient?
Answer 12: The contractor shall comply with BARC Division #1 and USACE/NAVFAC certification Standard.
Question 13: Can the Superintendent, Quality Control Manager, and Site Health and Safety Officer be the same individual?
Answer 13: Yes, the Superintendent, Quality Control Manager, and Site Health and Safety Officer be the same individual as long as they meet the requirements for each position. Note to the contractor shall call out in their proposal if any personnel will have more than one job/role function.
Question 14: Spec 4.14 The existing soffit is non-vented along the rakes and vented (perforated) along the eaves. The specs refer to all vented soffit to be used, please confirm.
Answer 14: The contractor shall match the new soffits with the existing soffits that is on the building.
Question 15: Spec 4.8 The requested metal cricket, is this to be constructed or aluminum, stainless, or copper?
Answer 15: The contractor shall utilize the approved flashing per the manufacturer installation requirement so that the work will be incompliance with the warranty requirement such as copper, stainless aluminum.
Note if copper and/or Stainless is within compliance of the manufacturer warranty either one shall be use and the contractor shall call out in their proposal which flashing they will be using on this project.
Question 16: Spec 4.10 Certainteed has discontinued their synthetic slate product so I will refer to Davinci and Ecostar. Both Davinci and Ecostar accept stainless steel nails as approved fasteners. The specs clearly state copper fasteners to be used. Please confirm the USDA intends to enforce the copper nail spec despite an increase in cost over the manufacturer approved stainless nails.
Answer 16: The contractor shall utilize the approved fasteners per the manufacturer installation requirement so that the work will be incompliance with the warranty requirement such as stainless nails.
Question 17: Spec 4.10 Copper fasteners are requested at a 1 ¿¿ length in order to penetrate the substrate at 1 ¿¿ Please confirm the intent to find an appropriately sized fastener to penetrate the substrate at least 1 ¿¿.
Answer 17: The contractor shall use that required lengths that is specified by the manufacturer that must be used to not void the manufacturer warranty.
Question 18: Spec 4.10 Can you share what product has been used on the recently renovated buildings with synthetic slate around the facility, such as building 11?
Answer 18: Davinci Roofscape, Model Davinci Slate single-width, Color Slate Grey is the dominate slate that is and will be used on this campus when real slate is not utilized.
Spec 4.11 Can you provide more clarity regarding the horizontal snow guard spacing?
Answer 19: Attachment #3 building and Wall Sections sheet A401 Detail D3 show the Snow Guard pattern that the contractor shall follow.
Question 20: When does the Government desire to have construction begin?
Answer 20: As soon as possible after the contract award and the Notice to proceed is issued by the Contract Officer.
Question 21: Can the Government please provide specifications on the slate brand, model, and color they would like to have installed?
Answer 21: The Preferred manufacturer is Davinci Roofscape, Model Davinci Slate single-width, Color Slate Grey.
Question 22: What specific permits will be required for this project?
Answer 22: This project is not required to have a permit to perform the work or construct.
Question 23: Will the contractor be responsible for providing its own bathroom facilities?
Answer 23: the contractor shall be responsible to provide their own on-site Toilet facilities.
