About this file
This document contains Requests for Information (RFI) responses for a federal construction solicitation (47PC0225R0017) for roof repairs at the Almeric Christian Federal Building and US Courthouse in St. Croix, USVI. The RFI answers address technical specifics including structural framing, roof removal requirements, mechanical and electrical equipment locations, and project timeline details. Key responses include clarification that the sallyport garage ceiling has a steel framing system with concrete slab, structural wind calculations require additional purlins at 1'-0" on center in specific roof areas, and the 270-day period of performance includes weather delay provisions. The project involves comprehensive roof repairs with specific requirements for removing existing metal roofing, installing new purlins, and managing potential weather-related schedule impacts, with additional technical drawings to be issued through multiple amendments.

RFI Question Answer
17 Is the sallyport garage ceiling solid concrete? Are there any drawings, details, or sections of this area?
The existing structure consists of a steel framing system with a concrete slab.
Details are shown on Sheet AE502. As-built drawing S5.1 (included in Amendment 0002) includes Garage Plan Sections and Details.
As per specification 011000-1.2-A-a, removal of existing metal roofing and existing plywood substrate down to existing steel purlins as required by structural calculations shown on the contract drawings as indicated on drawings. Design team structural calculations could not be found in the drawings.
Please advise.
Based on the structural wind calculations it was determined during design that additional purlins are required to be installed at 1’-0” on center between the existing purlins. The areas where this is required are shown as light gray shading on detail B / sheet S100. At the high roof there is a region designated by a crosshatch pattern where the new purlins are to be doubled members at 1’ -0” on center due to the long span. These areas represent all the sloped portions of the roof.
To install the new purlins, it is required to remove 100% of the metal roofing and plywood sheathing from these areas. Installation of the new purlins and sheathing shall be in accordance with the details on sheet S-100.
The flat portions of the roof are not shaded or hatched on B / sheet S100 and are understood to be concrete and/or metal deck that does not require structural work other than incidental infill of old openings as described in the bid options.
Please provide the information of the existing mechanical / electrical / communications equipment and conduits located in the existing roof.
GSA is issuing additional as-built drawings with Amendment 0003. Refer to "2025 03 24_Lightning Protection Plan & Details-CUI", "2025 03 24_Roof Plan Mechanical & Details-CUI" and "2025 03 24_Roof Level Mechanical Plan".
The listed period of performance is 270 days from NTP.
a. When is NTP officially given?
b. Is the time required to obtain HSPD-12 credentials counted prior to NTP?
c. Does this timeframe include all closeout procedures, roof warranty issued?
d. Does this timeframe allow for weather delays already? If so how many weather days were already allotted into the 270 days?
e. What happens if there is an act of god, example: Hurricane?
a. Once the Notice of Award is issued and the selected contractor provides all required documents. For an approximate date, refer to page 4 of "2025 02 18 Statement of Work_Roof Repair GC" dated February 18, 2025.
b. No. The time required to obtain the HSPD12 credentials is counted from the
NTP.
c. Refer to the table on page 4 of "2025 02 18 Statement of Work_Roof Repair GC" dated February 18, 2025.
d. The period of performance includes weather delays. GSA is issuing within Amendment 0003 document named "GSA FY24 013120 CRITICAL PATH METHOD (CPM) SCHEDULING for BELOW PROSPECTUS PROJECTS" in substitution to section named "SECTION 013120 - CRITICAL PATH METHOD CPM SCHEDULING for BELOW PROSPECTUS PROJECTS" in the Sepecifications document named "GSA USVI Christian FB Roof Repairs 100_ Design SPECIFICATIONS_20250211". New wording to be included in the Section 01 31 20 is as follows:

2. The unusually severe weather shall cause a delay to the critical path for the project. The delay shall be beyond the control and without fault or negligence of the Contractor.
3. Records: Upon acknowledgement of the NTP and continuing throughout the contract, the Contractor will record on the daily Construction Quality Control (CQC) report, the occurrence of adverse weather and resultant impact to normally scheduled work. e. Refer to above item d.
63 Are electrical plans available for the roof areas to be impacted?
