About this file
This is a combined solicitation/contract document (Standard Form 1449) issued by the U.S. Army for a Women-Owned Small Business (WOSB) set-aside procurement.
Procurement Overview and Key Requirements: The solicitation W911RX26QA050 seeks a contractor to provide a complete Lenel OnGuard door access control system upgrade at Irwin Army Community Hospital (IACH) located at Fort Riley, Kansas. The requirement consists of three contract line items (CLINs): (1) supply of brand-name Lenel OnGuard hardware, software, and licenses on a firm-fixed-price basis; (2) delivery, physical installation, and disposal of door lock systems on 380 doors at a per-door firm-fixed-price, billable monthly upon successful installation and acceptance; and (3) server build, data migration, commissioning, and system integration on a firm-fixed-price lump-sum basis billable upon final inspection and Government acceptance. The contractor must ensure zero data loss during database migration and achieve 100% functional integration with existing hospital infrastructure including fire alarm and HUGS infant protection systems. The period of performance runs from 17 September 2026 through 16 September 2027 with a potential six-month extension option. Proposals are due 10 September 2026 at 10:00 AM CDT and must be submitted electronically via email to the Contract Specialist (phyllis.m.senn.civ@army.mil) and Contracting Officer (christopher.a.richie.civ@army.mil).
Set-Aside, Evaluation, and Administrative Requirements: This procurement is a total small business set-aside (100%) for women-owned small businesses under the WOSB program, with NAICS code 561621 and a $25.0 million size standard. The solicitation uses a Lowest Price Technically Acceptable (LPTA) source selection methodology without trade-offs; award will be based on acceptable technical proposals combined with the lowest evaluated price. Offerors must submit three separate volumes: Volume I (Technical Proposal, 15 pages) addressing technical/management approach, key personnel resumes, and draft contractor work plan; Volume II (Price & Administrative) with completed and signed SF 1449 including CAGE code in Block 17; and Volume III (Past Performance) documenting recent and relevant contracts completed within 36 months and compliance with FAR 52.219-8 small business utilization requirements. The Government will evaluate options by adding half the base period price to total price. Questions must be submitted by 19 August 2026 at 10:00 AM CDT. Delivery location is IACH Logistics Warehouse, 650 Huebner Road, Fort Riley, KS 66442. Commercial vehicle access requires pre-registration and NCIC background checks; deliveries are accepted between 0730 and 1400 hours CST Monday through Friday only. The contractor must comply with Service Contract Labor Standards wage requirements and numerous FAR/DFARS clauses including those addressing small business compliance, cybersecurity, whistleblower protections, and item unique identification.
