About this file
This is a Statement of Objectives (SOO) and technical specifications document for the procurement and deployment of a comprehensive physical access control system at Irwin Army Community Hospital, Fort Riley, Kansas 66442.
The government requires the most current version of the Lenel OnGuard Access Control System, an on-premise, scalable access control platform that unifies physical security with alarm integration. The solution must be HSPD-12 compliant, meet Federal Information Processing Standards (FIPS 197 for 128-bit AES encryption and FIPS 201), and natively accept Common Access Cards (CAC). Key operational capabilities include: unlimited card readers, alarm points, and cardholders; support for multiple card formats, biometric integration, and mobile credentials; bi-directional data exchange with HR and ERP systems; and coordination with elevator systems, emergency response platforms, and building management systems. The system must support both Ethernet and legacy serial communications (RS-232/485) with dual-path redundancy for high availability. Hardware components include Intelligent System Controllers (ISCs), Lenel-branded and HID-compatible card readers, identification card printers, and optional biometric devices. The procurement package must include Professional Engineering Services for full installation and integration, technical product training for system administrators and security operators, and sustainment provisions including software upgrade protection and ongoing technical support. The system must be architecturally scalable to accommodate organizational growth without requiring major redesign or replacement.
