About this file
This is a Justification Review Document for FAR Part 12 Brand Name Justification and Approval (Control No. Riley 2026-3) prepared by the U.S. Army Mission and Installation Contracting Command (MICC) at Fort Riley, Kansas.
The Irwin Army Community Hospital (IACH) at Fort Riley, Kansas requires services to upgrade the Lenel OnGuard Badging System for $1.7 million. The requirement is for a new firm-fixed-price, competitive Brand Name Only, Total Small Business set-aside contract (solicitation W911RX-26-Q-A050) with an award projected for August 2026 using Operations and Maintenance funds. The badging system upgrade is necessary to support the facility's security mission through an integrated door access system that monitors patient/infant entry points and integrates with IACH's existing Enterprise Physical Security Access Control System (PACS). The current Lenel OnGuard system baseline is obsolete with the last update released in 2013, and its degradation is creating operational and security risks, including potential critical failures during medical emergencies. Market research conducted June 6 to July 14, 2026 identified ten small business vendors capable of performing the installation, license renewal, and maintenance work. The justification restricts the brand name to Lenel OnGuard because only this system can achieve 100% interoperability with existing hardware and software infrastructure, is fully accredited under the DoD Risk Management Framework with an active Authority to Operate, and possesses proprietary software, hardware interfaces, and security protocols unique to Lenel that cannot be replicated by competitors without significant modification. Competition will be maximized among multiple certified Lenel integrators and Value-Added Resellers. Six responsive vendors from the sources sought posting (Tru Vantage Solutions Inc., Enspyre Management Services, Government Contracting Services, Electronic Contracting Company, Kenton Brothers Inc., and Ailani Hawaiian Federal) met all technical capability requirements. Procurement history shows previous Lenel OnGuard contracts awarded to various vendors between 2021 and 2025 using FFP contract types under both sole source and unrestricted procurement methods, with contract values ranging from approximately $39,614 to $530,726.

Control No.: Riley 2026-3 permitting multiple authorized vendors, certified Lenel integrators to bid competitively on the fulfillment.
b. Alternatives. Only Lenel OnGuard software can direct, provision, and receive encrypted telemetry from these controllers. Introducing an alternative brand of software would require complete tear-out and replacement of all field panels, modules, and card readers. Transitioning to a non-compatible platform would render PACS offline during installation, creating severe physical security gaps at facility entry points.
c. Impact if justification not approved: The existing Lenel OnGuard system is fully accredited under the Risk Management Framework (RMF) and possesses an active Authority to Operate (ATO) on the Department of Defense (DoD) network. Introducing a non-Lenel system would void the current security posture and require a brand-new, multi-year RMF certification process, creating unacceptable immediate vulnerability.
7. Efforts to Obtain Competition: Although the brand name is restricted to Lenel OnGuard, competition will be maximized among authorized resellers. Lenel sells its products and services through a robust network of Value-Added Resellers.
The Contracting Officer shall publish the notices and solicitations as required by RFO FAR 5.201 in the GPE and any proposals received shall be considered.
a. Effective competition: Effective competition will be achieved by posting the solicitation for this requirement in GPE as a Brand Name Only total small business set-aside.
b. Subcontracting competition: Requirement is Total Small Business set-aside; no subcontracting opportunities expected.
8. Actions to Increase Competition: There are several small business entities capable of fulling this requirement. As required by the DFARS, a Sources Sought Synopsis was posted on the GPE and the results incorporated into the Market Research report and this Justification. The Combined Synopsis and Solicitation will be published in the GPE and any proposals received shall be considered. Although the brand name is restricted to Lenel, competition will be maximized among authorized resellers. Lenel sells its products and services through a robust network of Value-Added Resellers.
GSA Advantage was searched to find a Government-wide Acquisition Contract (GWAC) specifically for service providers. Three schedule holders were identified; two large and one small. There is not an expectation of two or more Small Business entities submitting offers. Therefore, GSA eBuy will not be used.
9. Market Research: Market research conducted 6 June 14 July 2026 indicates that there are multiple certified Lenel partner integrators capable of performing the installation, license renewal, and maintenance. No other software can meet the agency's strict requirement of 100% interoperability with the currently installed physical
Control No.: Riley 2026-3 off in the emergency room has malfunction, forcing staff to open the door from the inside. The Inpatient behavioral health main entrance has malfunction. The system did not allow badges to be scanned from the outside, forcing staff to open the door from the inside. This could pose a risk during code green (combative patients) since staff restraining the patient could be taken from providing safe restraint to the patient to open the door. The Primary care clinic medical supply room has malfunction. The system either keeps the door locked or unlocked, creating a delay in getting supplies or having supplies unsecured. During the last couple of months there have been numerous instances where the badging system randomly removes users with previous access and doors from the system.
Potential catastrophic impact if not solved: The system could potentially malfunction by keeping a door locked or not recognizing badges during a medical emergency such a code blue (cardiac arrest).
