About this file
This is a Lobbying Disclosure Form issued by the Board of Public Education for the City of Savannah and the County of Chatham (SCCPSS) in Georgia in connection with a data cabling project at Hubert Middle School. The solicitation form certifies that no Federal appropriated funds have been paid or will be paid to influence officers or employees of any agency, Members of Congress, or congressional staff regarding the awarding of Federal contracts, grants, loans, or cooperative agreements. The form establishes requirements for bidders to disclose any non-Federal funds paid for lobbying activities in connection with this Federal transaction, and mandates that all subawardees and subrecipients include identical certification language in their award documents and certify accordingly.
The form functions as a mandatory prerequisite for participation in the solicitation, with submission required from all bidders and their subcontractors at all tiers. Any bidder or subrecipient who fails to submit the required certification faces civil penalties ranging from $10,000 to $100,000 for each failure. The certification must be executed by the bidder's legal representative, notarized, and dated before submission. The form references Standard Form-LLL (Disclosure of Lobbying Activities) as the required disclosure document if any non-Federal funds are involved in lobbying efforts, and incorporates instructions for completion of SF-LLL pursuant to 31 U.S.C. section 1352 and Office of Management and Budget guidance.
