C.3 PURPOSE

The purpose of this IDIQ contract is to provide construction works described in the Statement of Work, Section C.6. In particular, this IDIQ will provide construction services ranging from quick and short-term response to long-term construction services in support of USAID overall development objectives. This contract shall provide cost-effective and timely access to construction services. This IDIQ is the principal instrument through which USAID/Liberia shall provide infrastructural support to the mission’s overall development objectives in economic growth, health, education, democracy and governance. The range of infrastructure projects supported through this mechanism will include rehabilitation of rural/feeder roads, periodic maintenance of rural roads, construction of bridges, and rehabilitation and/or construction of public building infrastructures.

C.4 BACKGROUND

Access to markets and basic social services is a key determinant of poverty. Without physical access to markets and basic infrastructural services, rural communities face far greater obstacles in obtaining wealth, health, education, and other social services. In addition, their ability to take advantage of surplus crop production and of employment opportunities is severely constrained.

The permanent or seasonal absence of road access and basic physical infrastructure which support health, education, agriculture, public administration and rule of law in most parts of rural Liberia is a constraining factor in terms of providing rural communities with essential services such as education, primary health care, water supply, local markets and economic opportunities. The availability of such services and opportunities are difficult to sustain without a good quality and well-maintained rural infrastructure.

The project goals include the provision of construction services in support of USAID development objectives in economic growth, education, health, governance and agriculture.

C.5 OBJECTIVES

The objective of this IDIQ is to provide on-demand construction services to all USAID/Liberia technical offices to ensure effective and timely response to construction needs;
