Question: Reference Section K of the Solicitation number: AID-669-16-000006, kindly let us know the format for submission. Are we to print the whole of section K and submit with blanks and blocks filled in manually by pen (since the form is in pdf and not in word format and so cannot be filled in by typing directly in the document)? Also, Section K has paragraphs that only require an offeror agreeing to the provisions, but there is no space provided for such. Example is K.2 below, so how should we submit the following statement if we agree with it? (Same as question 8)

Answer: Please refer to answer to Question 8 above. Additionally, Offeror submission and signing of an offer is sufficient in those instances in which it requires an offeror “agreement”. Question: Will the Liberian Engineers registered to the Engineering Society of Liberia and Liberian Engineering Firm be eligible for the task?

Answer: Yes

19. Section C page 13, Requirement of 'Complete Design in accordance with approved base design'. This is a cost and time intensive process but no separate item is given for this task in 'Annex C: Bill of Quantities'.

Question: Will a separate 'Bill of Quantities' be issued for the 'Individual Task Order' or cost of detail design be distributed uniformly to all items in Annex C?

Answer: The items listed in bullet points on page 13 of the RFP includes services which may be required in the future on individual task orders issued under the IDIQ. In the case of the current task orders (lot 1, 2 and 3) all works are fully design and BOQs provided accordingly in Annex C, hence no design service is required from the offeror.

20. Section C page 13, 'Applicable Codes for design work and construction'… Question:. What Codes shall be used for design and construction works? Will this information be issued with 'Individual Task Order'?

Answer: Yes. Each task order will include references to the applicable design codes and standards. In the case of the current task orders the Liberia Feeder Road design standards have been referenced.

Question: Does this solicitation authorize alternative proposal?

Answer: No, the solicitation does not authorize alternative proposal

Question: How has it been computed? Does a contractor need to stick to this rate? There is no data for these rates in the 'Unit Rate Analysis Sheet (J.1)'.

Answer: The rates provided in attached J.1 are illustrative and must be considered for example only.

25. Section J.1 Separate Sheet, Item 4.4.4 Class 20 MPA in Culvert End Structures & Reinforced Concrete Bedding.

Question: The unit rate of this item is with or without the reinforcement bar? There is a separate item '4.13.1 Mild steel bar'.

Answer: The unit rate for concrete items do not include reinforcement bars hence there are separate items for reinforcing bars. In general terms all bill items in the BOQ must be read and defined consistent with the specifications (Section J.5)

26. Section J.1 Separate Sheet, Item 4.4.5 Class 30/20.

Question: Can this task be reassigned to the site engineer/project engineer? Recommendation: A tailored, more concise environmental mitigation and monitoring plan may be useful for a contractor than the given 425 page report.

Answer: Yes, the role of the engineer as described in the PEA is devolved to the project engineer under the current task orders.

Consistent with section C.3.1 of the RFP it is the responsibility of the contractor post award to develop and submit to USAID an Environmental Mitigation and Management Plan ( EMMP) based on the framework established in the “ 425 page” PEA tailored and concise to the site specifics of the subject task order.

30. Section J.3B, All, Reinforced Concrete Pipe:

Question: Please confirm that all the concrete structures around the RCC Pipe (e. g. headwall etc.) is mass concrete of C15 grade as written in the drawing, not the RCC). In my opinion, headwall shall be reinforced concrete.

Answer: Your opinion is noted, however as specified and provided in the drawings all headwalls are C20 and not C15.

31. Section J.3C, All, Bar length:

Question: No bar lengths (or bar bending schedule) are given for the reinforced concrete bar. Please provide a bar bending schedule or a tabulated bar length for each bar mark (if available) or the Auto CAD drawings of the same, so it is easy for us to quantify the reinforced bar.

Answer: Bar bending schedules are provided. Offerors are only required to provide unit prices of bill items and not change the quantities provided in the BOQs.
