A.1 Contract Title: Base-wide Multiple Services at Marine Corps Base, Camp Lejeune NC
A.2 Contract Type: Combination Firm-Fixed Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with a base period of one (1) year and four (4) options years as a result of this solicitation.
A.3 Delivery: The Contractor shall provide all labor, supervision, management, tools, facilities, materials, equipment, transportation, and other items necessary to perform base-wide multiple services as described and in accordance with Section C.
A.4. Set-Aside Information: This acquisition is set-aside for 100% Small Business.
A.5 The NAICS Code assigned to this procurement is 561210, Facilities Support Services, with a small business size standard of $47 Million. Offerors shall ensure current registration in the System for Award Management at https://www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement. If a Representation and Certification required by Section K of the RFP is not provided in SAM, include the Representation and Certification in your price proposal.
A.6 Minimum Guarantee: The Firm Fixed Price portion of the base period only, is the minimum guarantee for this contract.
A.7 Proposal Submission: See Section L provision 52.215-1 Instructions to Offerors- Competitive Acquisition (Nov 2021) and Section M for detailed instructions.
A.8 Evaluation: See Basis for Award in Section M, offerors will be evaluated on the Factors as stated.

A.10 Contract Term: This procurement contains provisions for a base period of twelve (12) months with four one (1) year option periods. The total contract period of performance shall not exceed 60 months.
A.11 Period of Performance: The period of performance will be determined at the time of award.
A.12 Offerors shall provide their Unique Entity ID Number, CAGE code, and Federal Tax ID number with proposal.
A.13 Offerors are advised that Funding may not become Available: If funds are not available, no award will be made as a result of this solicitation. Offerors will not be reimbursed for any effort or proposal costs resulting from this solicitation. See FAR Clause 52.232-18 Availability of Funds (Apr 1984).
A.14 Site Visit: Offerors are urged to attend the site visit on 13 February 2025 at 10am. Meet in front of Building 1107A on Birch Street, Marine Corps Base, Camp Lejeune, NC. If you plan to attend, contact Donna Mason by email only at donna.l.mason31.civ@us.navy.mil to arrange access to the base at least three (3) days prior to the Site Visit. 1.1 Outline of Services Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Performance Work Statement (PWS) at Marine Corps Installations East primarily Marine Corps Base Camp Lejeune and Marine Corps Air Station New River. A combination firm-fixed price (FFP) and indefinite delivery-indefinite quantity.
The PWS is organized into annexes. Annex 1 is "General Information".
Annex 2 contains the on-site project management and administration requirements. Annexes 3 through 18 contain the technical requirements.
The annex numbers are identified as 1 through 18 in the description column, but the full expanded annex numbers include seven digits (e.g., Annex 1 expanded number is 0100000 as shown in the header row at the top of this page).

Project Location The work shall be performed at Marine Corps Installations East Facilities, Primarily Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, and MARSOC Marine Corps Base Stone Bay.
1.3 Acquisition of
Additional Work
The Government reserves the right to acquire additional services at additional locations, within the scope of the annexes and areas included in Spec Item 1.1 Outline of Services, in addition to the services and locations identified in the requirements of this contract. Additional services will be incorporated into the contract in accordance with the CHANGES clause, SECTION I or ordered under the non-recurring work provisions of the contract. Items of work not covered by this contract but within the general intent are considered in the scope of this contract.
1.4 Background Information Camp Lejeune is the home of “Expeditionary forces in Readiness” for the past 65 years, and throughout the years, it has become the home base for the II Marine Expeditionary Force, and 2nd Marine Division, 2nd Marine Logistic Group and other combat units and support commands. There are several major Marine Corps commands, one Navy command, and one Coast Guard command aboard Camp Lejeune. II Marine Expeditionary Force, 2nd Marine Division, 2nd Marine Logistics Group, and the naval hospital to name a few. Marine Corps Base owns all the real estate, hosts entry-level formal schools and provides support and training for tenant commands; II Marine Expeditionary Force conducts operational planning for Fleet Marine Force commands. 2nd Marine Division is the ground combat element of II MEF. Additionally, the naval hospital provides primary medical care to service members and their families stationed at Camp Lejeune and Marine Corps Air Station New River.
1.5 Verification of
Workload and Conditions
Throughout the PWS, the workload data is generally referred to as being located in Sections C and J. Section C provides data such as descriptions, specifications, and the statement of work. Section J provides data such as system descriptions, inventories, maps, floor plans, and tables to represent the type, quantity, and location of services to be provided.
As prescribed in FAR 52.237-1, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
1.6 Climate Patterns Climate information for the area can be found online at the State Climate Office of North Carolina (http://www.nc-climate.ncsu.edu/cronos/normals.php). The station number for the local area is 893727.

1.8 Navy Approach to
Service Contracting
The Department of Navy (DoN) spends over $1 billion in annual obligations to meet global requirements for facility operations and maintenance provided through Facility Support Contracts (FSC) and additional billions to provide other base operations support services (OBOS). The Head of the Contracting Activity (HCA) of the Naval Facilities Engineering Command (NAVFAC) has focused increased attention on re-engineering FSC contracts in response to customer and industry feedback, budget constraints, and the impact of a variety of contracting, program management and financial management regulations.
The Navy also supports the following principles:
1.8.1 Partnering Philosophy The first principle is that the Navy views its contractors as partners and not just abstract service providers. The Navy wants its contractors to succeed because partners' success drives the Navy's successful mission completion.
Within the bounds of acquisition policy the Navy intends to work to find solutions that will be beneficial to both the Government and its partners.
1.8.2 Contractor's Knowledge The second principle is that the Navy will receive insightful management from its contractors. This management will include the knowledge, skills, authority and willingness to use contractor resources to find better ways of serving Navy clients’ strategic and operational goals and objectives. The Navy's use of performance-based objectives evidences this principle.
Although performance work statements will typically contain several levels of performance assessment, the Navy wants its contractors to exercise maximum discretion within bounds of prudent risk management to adjust processes and resources needed to reach specified objectives at the highest performance level.
1.8.3 Industry Best Practices The third principle is that the Navy will adopt industry best commercial practices and maintain state-of-the-art service delivery. To that end, the Navy's emphasis will be in evaluating performance objectives (end results).
1.9 Standard Template Key to implementing a programmatic approach is using a standard template that ensures Navy-wide consistency yet affords appropriate tailoring to meet local needs. This contract conforms to the standard template and has been tailored for this solicitation. NAVFAC intends to use this template-based approach for future service contracts. Offerors should develop an understanding of the template as part of performing due diligence in reaching an understanding of the Navy’s requirements and expectations.
The standard template contains 18 standard annexes. Annex 1 will always contain information that is relevant to the entire scope of the contract.
Annex 2 contains on-site project management and administration requirements that are relevant to the entire scope of the contract. Annexes 3 through 18 contain the technical information and requirements peculiar to that technical annex. Within each technical annex, the organization of information and requirements are also standardized. Specification Item 1 will always contain General Information. Specification Item 2 will always contain the management and administrative requirements. Specification Item 3 will always contain the Recurring Work requirements.
Specification Item 4 will always contain the Non-Recurring Work requirements. Requirements and standards for higher level specification items apply to all subordinate specification items, e.g., Specification Item 3 standards apply to all recurring work specification items. Specification Item 3.1 is applicable to all 3.1 subordinate specification items.
Specification Items 3.2 and 3.3 are not considered subordinate to 3.1. All costs associated with Annexes 1 and 2 and Specification Items 1 and 2 must be priced and their price must be allocated across the Exhibit Line Items.
1.10 Navy PBSA Approach The Navy’s approach to performance-based service acquisition (PBSA) includes four component parts which are 1) performance outcomes, 2) measurable standards, 3) consideration of incentives, and 4) performance assessment plan.

1 General Information
The Contractor shall provide all labor, supervision, tools, material, and equipment, and transportation required to maintain equipment certifications (if required) and proper operation of the following systems:
VTE
Elevator systems in accordance with the manufacturer’s original specifications.
Perform inspections, testing, maintenance, repair, service calls, and component replacements on Vertical Transportation Equipment (VTE) as required.
Corrosion Control Facility The Contractor shall provide sufficient material, labor, equipment, supervision and transportation to fulfill all requirements of the contract in accordance with the quality and timeliness standards stated herein for the Corrosion Control Facility at AS3900.
Wet Agent Fire Suppression System The Contractor shall provide inspection, certification and maintenance services to the Wet Agent Fire Suppression Systems
Grease Traps The Contractor shall provide treatment to and cleaning of grease traps and cans at frequencies required to eliminate grease and grease products.
Veeder Root
The Contractor shall perform maintenance, repair, alteration, demolition and minor construction for the Veeder Root TLS 350, 450 and Pneumercator Systems
These services will be performed at MCI East Facilities, Primarily MCB Camp Lejeune, Jacksonville, North Carolina and MCAS New River, Jacksonville, North Carolina.
1.1 Concept of
Operation
The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to maintain VTE to ensure safe, reliable operation at Marine Corps Base, Camp Lejeune. The contractor shall maintain equipment in accordance with manufacturers’ recommended procedures, ANSI A17.1 (Current edition), and NAVFAC MO-118.
The Contractor shall provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with the quality and timeliness standards stated herein for the Corrosion Control Facility (AS3900).
The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform inspection, certification and maintenance services to the Wet Agent Fire Suppression Systems.
The Contractor shall provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements provide all labor, management, supervision, tools, material, and equipment required to perform treatment to and cleaning of grease traps.
The contractor will provide project coordination and oversight.

2.1.9 Elevator Mechanic Any person employed by the Contractor who is responsible for performing elevator maintenance service work under this contract. Elevator mechanics are journeyman level tradesmen who are qualified by virtue of a combination of formal training and work experience in the trade. Elevator mechanics perform both electrical and mechanical work on a variety of elevator systems. Elevator mechanics will have minimum of five years’ experience in relay and solid state elevator maintenance and will be certified as an electrical contractor with a SP-EL certification by the State of North Carolina or other approved states.
2.1.10 Emergency Work The work requiring immediate action to correct or prevent loss or damage to Government property or to eliminate hazards to personnel or equipment.
2.1.11 Facility Designates an establishment structure or assembly of units of equipment.
2.1.12 Five Year Inspection Test An inspection and test of passenger and freight electric elevators as prescribed by ANSI A17.1, part X. The Contractor shall be required to perform these inspections witnessed by a certified elevator inspector.
2.1.13 Government

2.1.15 Inspection
Records/Work Completion Form
Records shall be kept for each inspection and/or maintenance task. The records of each task performed shall include the location, the number and type of personnel performing the task, the nature of the task, the time and date work was started, and completed. Cumulative records shall be kept for each bid item. These records shall be made available to the Government for examination at any time, they shall be provided daily to the Performance Assessment Representative (PAR). These records shall be kept on forms subject to approval by the KO. Records shall be kept in the machine room of each individual elevator.
2.1.16 Maintain To keep in a state of repair and efficiency, to preserve from failure or decline.

2.1.17 Maintenance Work which is required to repair or maintain equipment systems in a safe, operational condition, or to restore these systems to initial or usable condition by overcoming the effects of wear and tear, disaster, damage, or deterioration. New construction or alteration is not included.

2.1.20 Performance Assessment Procedure utilizing contract-specific provisions and methodology for assessing the Contractor’s work against measurable performance standards. Performance Assessment is intended to ensure payments are made only for services that comply with contract requirements. A method used by the Government to provide some measure of control over the quality of purchased goods and/or services received.
2.1.21 Performance
Assessment Representative (PAR)
Government employee(s) responsible for the daily monitoring of Contractor performance.
2.1.22 Qualifications of Personnel Personnel involved in all of the work shall be supervised by the Contractor. All employees assigned by the Contractor to the performance of the work under this contract shall be physically able to do their assigned work.
2.1.23 Repair To restore or renew to a good or sound condition including all necessary materials. A repair may be accomplished by replacement of certain components.
2.1.24 Replace To remove damaged, defective or deteriorated materials or parts and install new or used materials or parts as approved.
2.1.25 Required Demanded as necessary or essential to the satisfactory operation of the equipment or system.
2.1.26 Response Time From the time the Contractor is notified by pick-up of written work authorization for routine and phone notification for emergency work. Phone orders will be followed by written authorization.
2.1.27 Routine Daily duties or regular course of business and as determined or directed by the KO.
2.1.28 Routine Inspection An inspection and test of passenger and freight, electric and hydraulic elevators as prescribed an ANSI A17.1, part X. The Contractor shall be required to perform these inspections witnessed by a certified elevator inspector.
2.1.29 Semi-Annual Services at intervals of one hundred sixty (160) to two hundred (200) days. These services are subject to advance scheduling and shall be accomplished prior to the semiannual inspection by the NAVFAC Certified Elevator Inspector. Five-Year Weight Test shall be accomplished once every 5 years on all electric (friction) elevators in conjunction with the semi-annual inspection.
2.1.31 System A group of devices, parts or components forming a network of related items to provide, distribute and/or circulate steam, condensate, heat, ventilation, sewerage, electricity, water, etc., or which forms the complex of equipment required to accomplish vertical transport.
2.1.32 Task Order A task order is a document (DD Form 1155) prepared by the KO issued to the contractor and unilaterally orders work to be performed. Delivery orders will be issued as necessary and may be amended.

2.1.33 Weekly Services during each seven (7) day period.

Multiple maintenance, repair, and minor construction requirements received for the same trade in the same building or structure at the same time will be combined into one service call as long as the service call threshold is not exceeded.

2.1.47 UFC Unified Facilities Criteria
2.1.48 Compost facility A facility that utilizes a controlled biological process of degrading non-hazardous solid waste. In the State of North Carolina, a composting facility must be permitted. Facility and truck collection operations must be in accordance with 15A NCAC 13B, Solid Waste Management.
2.1.49 Grease Fats, Oils and Grease (FOG) that has been used for, or generated by, cooking. Yellow grease is comprised of FOG from pots, pans, grills, deep fryers, etc. that has not been mixed with water. Brown grease is generated from the cleaning of equipment and utensils used in the preparation and serving of food, and has generally come in contact with, or may have come in contact with, detergents, cleaning solutions, pesticides, and water.
2.1.50 Putrescible Waste Garbage which is capable of being decomposed by microorganisms with sufficient rapidity as to cause nuisances from odors and gases, such as kitchen wastes, offal and carcasses (15A NCAC 13B.0101). Grease is putrescible waste. Putrescible waste is defined as garbage (NCGA GS 130-290).
2.1.51 Rendering Plant A plant that processes inedible whole or portions of animal or poultry carcasses and grease. In the State of North Carolina, a rendering plant must be registered/licensed.
Plant and truck collection operations must be in accordance with 15A NCAC 13B, Solid Waste Management; and Title 2, Agricultural and Consumer Services, Chapter 52, Subchapter I, Rendering Plants.

The Contracting Officer may also inform the Contractor that an additional pick-up is needed at a specific collection location due to special circumstances by modification to existing contract.
Veeder Root The Contractor shall contact the Facilities Service Contracts Manager (FSCM) and the Performance Assessment Representative (PAR) prior to conducting work aboard the installation. POC information for these individuals will be provided at the pre-performance meeting. The Contractor is also responsible for obtaining permission and clearance from the appropriate installation security personnel to enter and perform the required fieldwork.
The Contractor shall comply with all installation security rules and regulations.

3.1 Inspections
Each elevator listed in J-1502000-01 will be serviced as required in J1502000-02. Each repair or maintenance task will be subject to inspection by the PAR during and after completion of each task.
The Government reserves the right to charge to the Contractor any additional cost of Government inspection and tests when repair of maintenance tasks are not ready at the time such inspection and tests were requested by the Contractor.
The Government reserves the right to inspect the elevators, with or without notice to the Contractor, and in such detail as deemed necessary.
All work found necessary as a result of these inspections shall be performed by the Contractor at no increase in price.
Unsatisfactory work shall be corrected promptly.
3.1.1 Repair Service Work
The Contractor shall perform repair service work (service calls) necessary to restore malfunctioning systems and equipment to satisfactory working conditions.
Service calls will be authorized and ordered by the PAR or a Government Representative listed in J-1502000-03. The Contractor shall be responsible for all labor and the first $500 of materials for all repair service work.
The Contractor shall respond to all service calls, including those calls where the accomplishment of repairs is subsequently determined not to be the Contractor's responsibility.
There shall be two response categories: Emergency and Routine. The Contractor shall report in writing to the PAR all deficiencies discovered during PMIS visits which cannot be corrected during the same visit.
Unless notified otherwise by the PAR, the Contractor shall correct these remaining deficiencies as routine repair service work. After procuring part(s), the Contractor shall work continuously during regular hours until the repair is completed. If the Contractor has not secured parts within the allowed time, then the

3.1.2 Emergency Service

The Contractor shall provide a mechanic at the site and on the job ready to service the elevator within two hours of receiving the call, 24 hours a day, 7 days a week. After receiving a request for emergency service, the Contractor shall work continuously until the emergency situation is arrested, or the Elevator is determined to be down for maintenance.
An emergency service call shall be defined as one in which personnel are "trapped" inside an elevator, a fire involving either an elevator car or hoistway, or any other condition that presents an immediate danger to personnel or threatens to impair the mission of the activity.
Elevators, 1,2,3,7, 8, 9, 15, and 16 located at the Naval Hospital (NH-100) are considered mission essential and as such all service calls for those elevators shall be considered emergency service calls. The elevators in building PP2 (Wounded Warrior’s) #A and #B are considered emergency elevators when both are reported down at the same time. If only one is down then a routine response is acceptable. If one is already down and a service call originates for the other one then that service call will be responded to as an emergency.
After arresting the emergency condition, any remaining work required to restore a safe, continuous, and reliable equipment operation shall be carried out in accordance with the foregoing "Routine Service Calls" paragraph.

The Contractor shall be allowed one working day to locate the parts required. All parts shall be air expressed at the Contractors expense in order to arrive within 24 hours.

The contract requirements consist of weekly, bi-weekly, monthly, semi-annual and annual inspections and repair service work.
Specific elevator requirements are listed in Attachment J- 1502000-02, Elevator Inspection Checklist.
The Contractor shall perform PMIS work on all equipment systems covered under this contract. The PMIS consist of contract requirements which include a weekly inspection, biweekly inspection, monthly inspection, semi-annual inspection and annual inspection of elevators on the Camp Lejeune Complex. Work shall consist of maintaining these systems in a continuously safe, reliable and satisfactory operating condition. The Contractor shall provide all necessary services, parts and materials. The Contractor shall be responsible for ensuring that applicable warning signs are placed at each landing when an elevator is being serviced or is temporarily out of service.
Deficiencies uncovered during the PMIS visit (i.e., maintenance, repairs and replacements) shall be corrected during same PMIS visit.
Excessive or repeated system breakdowns or deficiencies may be considered by the Government as an indication of unsatisfactory performance of PMIS by the Contractor.
