3.1.1 Repair Service Work
VTE
The Contractor shall perform repair service work (service calls) necessary to restore malfunctioning systems and equipment to satisfactory working conditions.
Service calls will be authorized and ordered by the PAR or a Government Representative listed in J-1502000-03. The Contractor shall be responsible for all labor and the first $1,500 of materials for all repair service work.
The Contractor shall respond to all service calls, including those calls where the accomplishment of repairs is subsequently determined not to be the Contractor's responsibility.
There shall be two response categories: Emergency and Routine. The Contractor shall report in writing to the PAR all deficiencies discovered during PMIS visits which cannot be corrected during the same visit.
Unless notified otherwise by the PAR, the Contractor shall correct these remaining deficiencies as routine repair service work. After procuring part(s), the Contractor shall work continuously during regular hours until the repair is completed. If the Contractor has not secured parts within the allowed time, then the Government reserves the right to (a) find a source for the part and require the Contractor to purchase the part from that source, or (b) to accomplish the work by other means in accordance with the

Q.1 After attending the site visit for the Camp LeJeune Multiple Services solicitation, would like to request an extension to the proposal submission date. In order to offer the Government an accurate and fair price, we request additional time to identify , negotiate and contract subcontractor vendor services for the requirements of the Multiple Services solicitation.
A.1 Due to the governments need we are not able to extend the proposal submission date.
Q. 2 In the solicitation, on page 19, it mentions the electrical contractor with a SP-EL ....... of NC or other approved states.
What are the approved states?
A. 1 Correction made, no other approved states. North Carolina is the only approved state.
2.1.9 Elevator Mechanic Any person employed by the Contractor who is responsible for performing elevator maintenance service work under this contract. Elevator mechanics are journeyman level tradesmen who are qualified by virtue of a combination of formal training and work experience in the trade. Elevator mechanics perform both electrical and mechanical work on a variety of elevator systems. Elevator mechanics will have minimum of five years’ experience in relay and solid state elevator maintenance and will be certified as an electrical contractor with a SP-EL certification by the State of North Carolina.

Title Description
1 General Information
The Contractor shall provide all labor, supervision, tools, material, and equipment, and transportation required to maintain equipment certifications (if required) and proper operation of the following systems:
VTE
Elevator systems in accordance with the manufacturer’s original specifications.
Perform inspections, testing, maintenance, repair, service calls, and component replacements on Vertical Transportation Equipment (VTE) as required.
Corrosion Control Facility The Contractor shall provide sufficient material, labor, equipment, supervision and transportation to fulfill all requirements of the contract in accordance with the quality and timeliness standards stated herein for the Corrosion Control Facility at AS3900.
Wet Agent Fire Suppression System The Contractor shall provide inspection, certification and maintenance services to the Wet Agent Fire Suppression Systems
Grease Traps The Contractor shall provide treatment to and cleaning of grease traps and cans at frequencies required to eliminate grease and grease products.
Veeder Root
The Contractor shall perform maintenance, repair, alteration, demolition and minor construction for the Veeder Root TLS 350, 450 and Pneumercator Systems
These services will be performed at MCI East Facilities, Primarily MCB Camp Lejeune, Jacksonville, North Carolina and MCAS New River, Jacksonville, North Carolina.
1.1 Concept of
Operation
The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to maintain VTE to ensure safe, reliable operation at Marine Corps Base, Camp Lejeune. The contractor shall maintain equipment in accordance with manufacturers’ recommended procedures, ANSI A17.1 (Current edition), and NAVFAC MO-118.
The Contractor shall provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with the quality and timeliness standards stated herein for the Corrosion Control Facility (AS3900).
The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform inspection, certification and maintenance services to the Wet Agent Fire Suppression Systems.
The Contractor shall provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements provide all labor, management, supervision, tools, material, and equipment required to perform treatment to and cleaning of grease traps.
The contractor will provide project coordination and oversight.
Annex 1 and Annex 2 contain general information and on-site project management and administration requirements. Annexes 15 contain the technical requirements.

2.1.11 Facility Designates an establishment structure or assembly of units of equipment.
2.1.12 Five Year Inspection Test An inspection and test of passenger and freight electric elevators as prescribed by ANSI A17.1, part X. The Contractor shall be required to perform these inspections witnessed by a certified elevator inspector.
2.1.13 Government

An authorized representative of the KO. See clauses FAC 5252.242-9300.
2.1.14 Inspect To examine thoroughly, to view closely in critical appraisal.
2.1.15 Inspection
Records/Work Completion Form
Records shall be kept for each inspection and/or maintenance task. The records of each task performed shall include the location, the number and type of personnel performing the task, the nature of the task, the time and date work was started, and completed. Cumulative records shall be kept for each bid item. These records shall be made available to the Government for examination at any time, they shall be provided daily to the Performance Assessment Representative (PAR). These records shall be kept on forms subject to approval by the KO. Records shall be kept in the machine room of each individual elevator.
2.1.16 Maintain To keep in a state of repair and efficiency, to preserve from failure or decline.

2.1.17 Maintenance Work which is required to repair or maintain equipment systems in a safe, operational condition, or to restore these systems to initial or usable condition by overcoming the effects of wear and tear, disaster, damage, or deterioration. New construction or alteration is not included.

An inspection and test of passenger and freight, electric and hydraulic elevators as prescribed by ANSI A17.2, part X. The Contractor shall be required to perform these inspections witnessed by a certified elevator inspector.
2.1.20 Performance Assessment Procedure utilizing contract-specific provisions and methodology for assessing the Contractor’s work against measurable performance standards. Performance Assessment is intended to ensure payments are made only for services that comply with contract requirements. A method used by the Government to provide some measure of control over the quality of purchased goods and/or services received.
2.1.21 Performance
Assessment Representative (PAR)
Government employee(s) responsible for the daily monitoring of Contractor performance.
2.1.22 Qualifications of Personnel Personnel involved in all of the work shall be supervised by the Contractor. All employees assigned by the Contractor to the performance of the work under this contract shall be physically able to do their assigned work.
2.1.23 Repair To restore or renew to a good or sound condition including all necessary materials. A repair may be accomplished by replacement of certain components.
2.1.24 Replace To remove damaged, defective or deteriorated materials or parts and install new or used materials or parts as approved.
2.1.25 Required Demanded as necessary or essential to the satisfactory operation of the equipment or system.
2.1.26 Response Time From the time the Contractor is notified by pick-up of written work authorization for routine and phone notification for emergency work. Phone orders will be followed by written authorization.
2.1.27 Routine Daily duties or regular course of business and as determined or directed by the KO.
2.1.28 Routine Inspection An inspection and test of passenger and freight, electric and hydraulic elevators as prescribed an ANSI A17.1, part X. The Contractor shall be required to perform these inspections witnessed by a certified elevator inspector.
2.1.29 Semi-Annual Services at intervals of one hundred sixty (160) to two hundred (200) days. These services are subject to advance scheduling and shall be accomplished prior to the semiannual inspection by the NAVFAC Certified Elevator Inspector. Five-Year Weight Test shall be accomplished once every 5 years on all electric (friction) elevators in conjunction with the semi-annual inspection.
2.1.31 System A group of devices, parts or components forming a network of related items to provide, distribute and/or circulate steam, condensate, heat, ventilation, sewerage, electricity, water, etc., or which forms the complex of equipment required to accomplish vertical transport.
2.1.32 Task Order A task order is a document (DD Form 1155) prepared by the KO issued to the contractor and unilaterally orders work to be performed. Delivery orders will be issued as necessary and may be amended.

2.1.33 Weekly Services during each seven (7) day period.
2.1.34 Contractor The term Contractor refers to both the prime Contractor and Subcontractors. The prime Contractor shall ensure that his/her subcontractors comply with the provisions of the contract.
2.1.35 Contractor Discrepancy
Report (CDR)
A report sent by the Government to the Contractor, which the Contractor is required to complete when performance is unsatisfactory. The CDR requires the Contractor to explain to the Contracting Officer, in writing within ten (10) calendar days, why performance is unsatisfactory, how performance shall be returned to satisfactory levels, and how re-occurrence of the problem shall be prevented in the future.

Representative
A person(s) designated by the Contractor to be his/her authorized representative. This person shall serve as the Government’s principal point-of-contact (POC).
2.1.37 Contractor Surveillance
Representative (CSR)
The Government employee designated by the Contracting Officer to be responsible for the monitoring of Contract performance. This person is also referred to as the Quality Assurance Evaluator (QAE) or the inspector.
2.1.38 Equip ID No. A five-digit number located on a label affixed to the unit, used to track equipment history in the Maximo facilities maintenance database.
2.1.39 Preventive Maintenance The performance of any task listed on the Preventive Maintenance checklist.
2.1.40 Quality Assurance (QA)
Program
A program implemented by the Government to evaluate the quality of work and responsiveness of the Contractor to ensure that the Government receives the services for which public funds are expended.
2.1.41 Rework The performance of work that was previously performed and deemed unsatisfactory by the Government due to failure to comply with the standards specified herein.

2.1.11 Repair The replacement of any component.
2.1.46 Service Call Service calls are classified as emergency or routine work requests. Service calls are called into the work reception center by building occupants or generated by designated Government or Contractor representatives; are brief in scope; and do not reasonably require detailed job planning. Multiple maintenance, repair, and minor construction requirements received for the same trade in the same building or structure at the same time will be combined into one service call as long as the service call threshold is not exceeded.
2.1.46.1 Emergency Service Call Emergency service call is work requiring immediate action to correct or prevent loss or damage to Government property and assets, restore disrupted essential services, or eliminate life-threatening hazards to personnel or property.

2.1.46.2 Routine Service Call Service calls that are not an emergency in nature.
2.1.47 UFC Unified Facilities Criteria
2.1.48 Compost facility A facility that utilizes a controlled biological process of degrading non-hazardous solid waste. In the State of North Carolina, a composting facility must be permitted. Facility and truck collection operations must be in accordance with 15A NCAC 13B, Solid Waste Management.
2.1.49 Grease Fats, Oils and Grease (FOG) that has been used for, or generated by, cooking. Yellow grease is comprised of FOG from pots, pans, grills, deep fryers, etc. that has not been mixed with water. Brown grease is generated from the cleaning of equipment and utensils used in the preparation and serving of food, and has generally come in contact with, or may have come in contact with, detergents, cleaning solutions, pesticides, and water.
2.1.50 Putrescible Waste Garbage which is capable of being decomposed by microorganisms with sufficient rapidity as to cause nuisances from odors and gases, such as kitchen wastes, offal and carcasses (15A NCAC 13B.0101). Grease is putrescible waste. Putrescible waste is defined as garbage (NCGA GS 130-290).
2.1.51 Rendering Plant A plant that processes inedible whole or portions of animal or poultry carcasses and grease. In the State of North Carolina, a rendering plant must be registered/licensed.
Plant and truck collection operations must be in accordance with 15A NCAC 13B, Solid Waste Management; and Title 2, Agricultural and Consumer Services, Chapter 52, Subchapter I, Rendering Plants.
2.2 Personnel
2.2.1 Certification, Training, and Licensing
Elevator mechanics must hold a valid Electrical Contractor’s SP EL Certification by the State of North Carolina or other approved state. Certification shall be submitted prior to start of work.

The Contracting Officer may direct the contractor to add or remove a collection location from the pick-up route. The Contracting Officer may also increase or decrease the frequency of pick-ups from collection locations. The Contracting Officer may also inform the Contractor that an additional pick-up is needed at a specific collection location due to special circumstances by modification to existing contract.
Veeder Root The Contractor shall contact the Facilities Service Contracts Manager (FSCM) and the Performance Assessment Representative (PAR) prior to conducting work aboard the installation. POC information for these individuals will be provided at the pre-performance meeting. The Contractor is also responsible for obtaining permission and clearance from the appropriate installation security personnel to enter and perform the required fieldwork.
The Contractor shall comply with all installation security rules and regulations.

3.1 Inspections
Each elevator listed in J-1502000-01 will be serviced as required in J1502000-02. Each repair or maintenance task will be subject to inspection by the PAR during and after completion of each task.
The Government reserves the right to charge to the Contractor any additional cost of Government inspection and tests when repair of maintenance tasks are not ready at the time such inspection and tests were requested by the Contractor.
The Government reserves the right to inspect the elevators, with or without notice to the Contractor, and in such detail as deemed necessary.
All work found necessary as a result of these inspections shall be performed by the Contractor at no increase in price.
Unsatisfactory work shall be corrected promptly.
3.1.1 Repair Service Work
The Contractor shall perform repair service work (service calls) necessary to restore malfunctioning systems and equipment to satisfactory working conditions.
Service calls will be authorized and ordered by the PAR or a Government Representative listed in J-1502000-03. The Contractor shall be responsible for all labor and the first $1,500 of materials for all repair service work.
The Contractor shall respond to all service calls, including those calls where the accomplishment of repairs is subsequently determined not to be the Contractor's responsibility.
There shall be two response categories: Emergency and Routine. The Contractor shall report in writing to the PAR all deficiencies discovered during PMIS visits which cannot be corrected during the same visit.
Unless notified otherwise by the PAR, the Contractor shall correct these remaining deficiencies as routine repair service work. After procuring part(s), the Contractor shall work continuously during regular hours until the repair is completed. If the Contractor has not secured parts within the allowed time, then the

3.1.2 Emergency Service

The Contractor shall provide a mechanic at the site and on the job ready to service the elevator within two hours of receiving the call, 24 hours a day, 7 days a week. After receiving a request for emergency service, the Contractor shall work continuously until the emergency situation is arrested, or the Elevator is determined to be down for maintenance.
An emergency service call shall be defined as one in which personnel are "trapped" inside an elevator, a fire involving either an elevator car or hoistway, or any other condition that presents an immediate danger to personnel or threatens to impair the mission of the activity.
Elevators, 1,2,3,7, 8, 9, 15, and 16 located at the Naval Hospital (NH-100) are considered mission essential and as such all service calls for those elevators shall be considered emergency service calls. The elevators in building PP2 (Wounded Warrior’s) #A and #B are considered emergency elevators when both are reported down at the same time. If only one is down then a routine response is acceptable. If one is already down and a service call originates for the other one then that service call will be responded to as an emergency.
After arresting the emergency condition, any remaining work required to restore a safe, continuous, and reliable equipment operation shall be carried out in accordance with the foregoing "Routine Service Calls" paragraph.

3.1.3 Routine Service

The contract requirements consist of weekly, bi-weekly, monthly, semi-annual and annual inspections and repair service work.
Specific elevator requirements are listed in Attachment J- 1502000-02, Elevator Inspection Checklist.
The Contractor shall perform PMIS work on all equipment systems covered under this contract. The PMIS consist of contract requirements which include a weekly inspection, biweekly inspection, monthly inspection, semi-annual inspection and annual inspection of elevators on the Camp Lejeune Complex. Work shall consist of maintaining these systems in a continuously safe, reliable and satisfactory operating condition. The Contractor shall provide all necessary services, parts and materials. The Contractor shall be responsible for ensuring that applicable warning signs are placed at each landing when an elevator is being serviced or is temporarily out of service.
Deficiencies uncovered during the PMIS visit (i.e., maintenance, repairs and replacements) shall be corrected during same PMIS visit.
Excessive or repeated system breakdowns or deficiencies may be considered by the Government as an indication of unsatisfactory performance of PMIS by the Contractor.
Elevator mechanics must hold a valid Electrical Contractor's SP EL Certification by the State of North Carolina or other approved state. The certification shall be submitted prior to beginning performance.
PMIS work includes the routine Contractor operation, inspection, checks, adjustments, and maintenance of elevator systems. The intent of PMIS is to provide routine maintenance services that permit the early detection and correction of items that, if deficient or

3.1.5 Load Tests A weight test is
required on all electric (traction) and hydraulic elevators to ensure proper operation of rupture/overspeed valve every five years.
A rupture valve test is required every five years on all elevators with an OS valve.
The Contractor shall provide the necessary personnel to assist during regularly scheduled or routine safety inspections and for safety inspections following major repairs to each elevator.
These inspections will be scheduled at the convenience of the Government and at intervals not exceeding six months and conducted by a Certified Navy Elevator Safety Inspector and will conform to the requirements of ANSI A17.2. See Attachment J- 1502000-05 for the load test schedule; the Contractor shall provide the test weights and handling personnel. J-150200006 is a list of elevators with rupture valves, and the load test dates.
Any maintenance deficiencies noted during the safety inspections and tests affecting the certification of the elevators will be corrected by the maintenance contractor prior to the certification of the elevators
The Contractor shall keep the test weights readily available and shall test all elevators which were load tested within two weeks to ensure that load switches are properly adjusted and that the units are operating to original specifications.
3.1.6 Work Completion Reports

Contractor shall supply the forms, and ensure each form is signed and dated by the Contractor’s Representative.

3.2 Preventive

The Contractor shall develop a preventive maintenance program for each system based on recommendations by each equipment manufacturer, to include minor repairs/ replacement of components not to exceed $250.00.
Components shall include, but not be limited to, filters, gaskets, lubricating oils, parts, etc., at no additional cost to the Government.
Contractor shall provide monthly training on the operation of the various systems.
Contractor shall immediately report any component or system failure deemed an emergency or urgent that may impact on the facility being operational.
J-1502000-06 includes a Preventive Maintenance Checklist of known preventive maintenance services for each system and a frequency for each service. Contractor may add additional services deemed necessary to maintain the systems and equipment and ensure they function properly.
Maintenance is accomplished in accordance with the Contractor’s PM program and work schedule.
PM is performed in accordance with manufacturers’ recommended procedures and OEM standards.
3.2.1 Rework
Rework shall commence.
Immediately after notification by the Government, and shall be completed within 24 hours.
All rework shall be performed at no additional cost to the Government.
Contractor performed rework within 24 hours of commencement.
3.2.2 Air Quality

3.3 Preventive
Maintenance (PM) Program Wet Agent
The Contractor shall develop and implement a PM program for systems and equipment to ensure proper operation, to minimize breakdowns, and to maximize useful life.
The Contractor shall submit a PM program to the KO to validate completeness. The PM program shall be developed based on an economical approach, manufacturers’ recommended procedures, OEM standards, and maintenance required to satisfy equipment warranties.
The systems and equipment, including associated appurtenances and inventories, shall be included in the PM program addressed in the PM Spec Items below.
The Contractor shall perform any repairs up to $1,500 per PM occurrence.
Notification of repair work exceeding the PM limit shall be submitted to the KO within four hours of identification. Service calls or IDIQ work may be issued for repairs exceeding the PM limit.
Excessive or repeated system or equipment breakdowns or deficiencies may indicate the need to adjust or modify the Contractor’s PM program.
These changes will be made at no additional cost to the Government.
The Contractor’s PM program is submitted within 30 days following award.

Cleaning Grease Trap
The contractor shall pump out, scrape, and clean all grease traps three times a year.
After each occurrence of pumping, scraping, and cleaning, each grease trap shall be visually free of liquid and solid accumulation on walls and floor.

The contractor shall record all pick-ups by date, time and location of pick-up. In addition, each container shall be weighed at the disposal site and weight tickets, along with the pick-up report, shall be provided to the KO with the monthly invoice. The pick-up report must also contain the recycling method, i.e., rendering or composting. The contractor shall submit a schedule to the KO for approval to pick-up the grease from the collection point locations in J-150200009.
