QUESTIONS AND ANSWERS

A.15 For Additional Information: Submit all questions in writing no later than 21 February 2025. Changed from 12 February 2025.

Q 1: I had seen the solicitation for the Navy NAVFAC multiple services is now available on SAM.gov, and wanted to confirm if there is an incumbent contract that currently fulfills these requirements.

A 1: Please refer to the discription box in the solicitation.

Q 2: I was seeking a better understanding of the potential value for this requirement, as I had seen indications that with this being an IDIQ the ceiling value could be around $100M but I could not locate the internal government estimate in the solicitation.

A 2: The government estimate is never released with the solicitation. Unit price is required and quanity is provided.

Proposal should inclued the unit price per ELIN.

Q 3: Would the Government please provide Attachment C and Attachment D with the solicitation?

A 3: Have been added to attachments.

Q 4: Would the Government please clarify if the quantity of “0” is correct on these ELINS?

A 4: Yes, this is correct, no current service is required. The ELINS listed that are currently showing a quantity of

(0) are ELINS that have been used in the past. They are kept in the contract for future use. Currently all of the items that used these ELINS were removed through MODS in the past and the ELIN is used as a place-holder, However, a MOD could be added in the future and the ELIN can be used for the new task.

Q 5: Would the Government please review and provide all referenced J Attachments if applicable?

A 5: Have been added to the attachments.

Q 6: With the current emphasis on environmental considerations and reducing the carbon footprint, would the Government please consider a digital only submission of the Price and Technical Proposals, with delivery by email or other electronic delivery method?

A 6: Recipet of proposals will remain as stated in the solisitation.

Q 7: How many FTEs are currently on the contract?

A 7: Unkown, the government does not direct on how many a contract can have.

Q 8: What is the total dollar amount of the current contract per year?

A 8: Contract pricing is considered source selection and cannot be disclosed.

Q 9: Approximately, how many square feet of building space?

A 9: Undetermined, please refer to inventory.

Q 10: Approximately how many square feet of grounds maintenance?

A 10: Does not apply to the contract.

Q 11: Is the Government able to provide a map diagram(s)

A 11: Yes, it can be requested from Building 12 after the contract award.

All inquiries concerning any phase of the specification shall be made, in writing to Donna Mason via email at donna.l.mason31.civ@us.navy.mil. Proposals must be received by the established due date and time in order to be considered for award. No facsimile proposals will be accepted.

A.1 Contract Title: Base-wide Multiple Services at Marine Corps Base, Camp Lejeune NC

A.2 Contract Type: Combination Firm-Fixed Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with a base period of one (1) year and four (4) options years as a result of this solicitation.

A.3 Delivery: The Contractor shall provide all labor, supervision, management, tools, facilities, materials, equipment, transportation, and other items necessary to perform base-wide multiple services as described and in accordance with Section C.

A.4. Set-Aside Information: This acquisition is set-aside for 100% Small Business.

A.5 The NAICS Code assigned to this procurement is 561210, Facilities Support Services, with a small business size standard of $47 Million. Offerors shall ensure current registration in the System for Award Management at https://www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement. If a Representation and Certification required by Section K of the RFP is not provided in SAM, include the Representation and Certification in your price proposal.

A.6 Minimum Guarantee: The Firm Fixed Price portion of the base period only, is the minimum guarantee for this contract.

A.7 Proposal Submission: See Section L provision 52.215-1 Instructions to Offerors- Competitive Acquisition (Nov 2021) and Section M for detailed instructions.

A.8 Evaluation: See Basis for Award in Section M, offerors will be evaluated on the Factors as stated.

A.9 Wage Determination: The Service Contract Act by Direction of the Secretary of Labor is included in this solicitation. Refer to Section J, attachments.

A.10 Contract Term: This procurement contains provisions for a base period of twelve (12) months with four one (1) year option periods. The total contract period of performance shall not exceed 60 months.

A.11 Period of Performance: The period of performance will be determined at the time of award.

A.12 Offerors shall provide their Unique Entity ID Number, CAGE code, and Federal Tax ID number with proposal.

A.13 Offerors are advised that Funding may not become Available: If funds are not available, no award will be made as a result of this solicitation. Offerors will not be reimbursed for any effort or proposal costs resulting from this solicitation. See FAR Clause 52.232-18 Availability of Funds (Apr 1984).

A.14 Site Visit: Offerors are urged to attend the site visit on 13 February 2025 at 10am. Meet in front of Building 1107A on Birch Street, Marine Corps Base, Camp Lejeune, NC. If you plan to attend, contact Donna Mason by email only at donna.l.mason31.civ@us.navy.mil to arrange access to the base at least three (3) days prior to the Site Visit. See FAR Clause 52.237-1 Site Visit (Apr 1984).
