I. General
A. Introduction
1. As an integral component of the National Park Service (NPS) security effort, the Contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services and monitoring of all security systems as described and required in this Statement of Work (SOW) and in various sections of this Solicitation/Contract.
2. Contractor security guards have a crucial and highly visible role in support of NPS's mission. They are usually the first (and sometimes only) contact visitors have with a uniformed presence at the Statue of Liberty National Monument (SOLNM) and are usually our first line of security. Visitors and federal employees perceive the contractor guards to be an integral part of the safety and security mission. It is crucial that the Contractor ensure that their employees realize the importance of their role and perform their duties courteously and professionally at all times. Furthermore, all security guards working on this contract shall sign a Non-Disclosure Agreement (Attachment J-3). A signed Non-Disclosure Agreement shall be forwarded to the COR for each individual security guard before they perform any work on this contract.

C. Definitions
As used throughout this contract, the following terms shall have the meaning set forth below:
APPREHENSION: To take into custody, a suspected criminal offender, for the purpose of presenting the suspect before a Court. In order for an apprehension to be proper, the person executing the apprehension must have the authority to affect the apprehension, must be operating within his/her jurisdiction, and the person being apprehended must acknowledge the apprehension. An apprehension may be with or without a warrant issued by a court.
CONTRACTING OFFICER: A person duly appointed with the authority to enter into and administer the contract on behalf of the Government.
CONTRACTING OFFICER'S REPRESENTATIVE: A person duly appointed who is the Government representative who will monitor and evaluate Contractor performance in accordance with the authorities and limitations stated in the COR designation letter specifications of this contract.
CONTROLLED OR SECURED AREA: Any specifically designated building, area, or structure which presents a target for theft, compromise, destruction, or vandalism or which possess a safety hazard, and to which entry/access must be limited in order to provide more than routine protection.
DETENTION: A private citizen has authority to detain a person he/she witnesses committing a crime.
LIBERTY COMMAND CENTER: The area for CCTV/alarm monitoring, radio and telephone dispatch center for the site located on Ellis Island.
NPS LAW ENFORCEMENT OFFICER: A United States Park Police Officer or Commissioned Park Ranger at the site. This person is responsible for enforcement of the law and providing emergency assistance.
NPS SHIFT SUPERVISOR: A designated United States Park Police Sergeant at the site. This person is responsible for the coordination and overall supervision of the NPS shift which includes law enforcement, security, emergency medical, rescue, fire, and hazardous materials.
NPS SITE MANAGER: A designated National Park Service employee that is responsible for visitor flow prior to and after the security screening process at Battery Park and Liberty State Park screening sites. He/she coordinates daily activities with the NPS Shift Supervisor and the Contractor Site Commander. He/she ensures efficient throughput and VIP/ special needs security processing.
PROJECT MANAGER: A person who supervises the SITE COMMANDER and has complete authority to act for the Contractor during the term of the Contract.
PORTABLE DOCUMENT FORMAT: A file format used to present documents in a manner independent of application software, hardware, and operating systems.
SITE COMMANDER: A person who will be responsible for the daily operation of security as set forth in the solicitation.
SPECIAL ACCESS AREA: Any area to which access is strictly limited by the officer assigned to exercise control over it and has access controlled by an electronic access control device or a restricted access lock.
STANDARD OPERATING PROCEDURES (SOPs). Directives issued by the COR/CO to give guidance and direction in the day to day operations of the site. SOPs will be supplied to the Contractor by the COR after the award of this contract.
SUPERINTENDENT: The NPS official duly appointed with the responsibility and authority to manage Government operations of the Statue of Liberty National Monument and Ellis Island. This authority does not include management, direction or control of contractor employees.
II. Contract Start-Up
A. Post-Award Conferences and Meetings
1. Immediately after award of the Contract and prior to the Contractor's performance at the work site(s), the NPS CO will schedule a pre-performance meeting that includes an in-depth review of the total Contract requirements and a review of the Contractor's Transition Management Plan.
2. During the performance of the Contract, the NPS CO, COR, and the Contractor shall meet monthly or on an as-needed basis to discuss all relevant Contract issues. A mutual effort will be made to resolve all problems identified. The Contractor and the CO shall sign the written minutes of these meetings, which will be prepared by the Government and incorporated into the Contract file. Should the Contractor not concur with the minutes, the Contractor shall state, in writing to the CO, any areas of clarification or disagreement within 5 days after receipt of the meeting minutes. Those comments shall be included with the report in the Contract file.
B. Transition Management Plan
1. A smooth and orderly transition between the predecessor and successor Contractors is necessary to assure minimum disruption to vital Contractor services and Government activities.
2. A 60-day start-up period is allowed, from Notice of Selection/Acceptance of Award to the initial start of performance. If the contract is awarded and accepted earlier than anticipated, a longer start-up period may be allowed. Performance will not begin earlier than September 1, 2021.
3. The Contractor shall not disrupt official Government business or in any way interfere with the assigned duties of the predecessor Contractor's employees. The Contractor may notify the predecessor Contractor's employees that the Contractor will be assuming services upon the Contract start date and may make available business cards, employment applications, brochures, and other company information to the predecessor Contractor's employees. However, the Contractor may not interview, recruit, schedule interviews, or conduct extensive discussions with the predecessor Contractor's employees while they are on duty.
4. The Service Contract Labor Standards does not require the predecessor Contractor to provide this information earlier than 10 days prior to the predecessor contract ending date; however, the Government will request cooperation by the predecessor Contractor to provide this information upon award of this Contract.
5. The Contractor shall provide a Transition Management Plan within seven (7) working days after award of the initial contract that should include, but not limited to, details of the following elements:
i. A strategy for implementing supervisory functions.
ii. The process for transitioning predecessor employees.
iii. Equipment inventory and maintenance plan.
iv. A plan for establishing a reserve force and the current status of staffing levels.
v. A progress report on obtaining permits, licenses, and registrations for guard personnel.
vi. A strategy for selecting training locations, coordinating with the COR for Government led training, and managing class staffing levels.
vii. A strategy for initial, annual and initial mid contract training.
viii. Submission of proposed uniform.
ix. Submission of Training Plan.

xi. Name(s), telephone number(s) including cell phone number(s), email and work address of the Project Manager, Site Commander and all alternates.
xii. New York, New Jersey Security Licenses
6. Access to the Site: The Contractor will have access to the public portions of the site during the 60-day period, as a visitor.
7. The Contractor will email union contracts, in a PDF attachment, to the COR that will be utilized during this contract.
C. Licenses, Permits and Certifications
In performance of work under this Contract, the Contractor shall be responsible for maintaining current, valid copies of all licenses, permits, certifications, and registrations listed above in both PDF and paper form. These documents shall be forwarded to the CO and COR upon request, at any time, during the duration of this Contract.
The Contractor must pay all costs and fees associated with applying for, receiving, and maintaining all such permits and licenses throughout the course of the Contract, including any and all option periods the Government exercises. The costs associated with this requirement must be factored into the Contractor's hourly rate, as they will not be itemized or paid for separately by the Government.
D. State Licenses
Prior to commencement of work under this Contract, the Contractor shall obtain all licenses and permits required for each security guard and supervisor to serve as an unarmed security guard with the authority to hold and detain individuals suspected of committing crimes. The Contractor will not be reimbursed for services rendered by a Security Guard lacking appropriate permits and certifications.
The Contractor must comply with the Security Officer Registration Act of NJ (SORA) N.J.S.A. US:19A-1 to 45:19A-12 and the New York General Business Law Articles 7 & 7A; and all guards must be licensed/registered in which State they work (NJ, NY or both). Contractor Site and Operational Supervisors are required to obtain a security license for both NY and NJ.
The Contractor shall furnish a legible copy of all legally required licenses and permits (excluding permits and licenses issued to individual Contractor employees) to the CO prior to the Contract start date and again within 15 days after each option period exercised by the Government.
Failure by the Contractor to maintain valid licenses and permits will be cause for the Government to take punitive Contractual action.
E. Guard Certification
The Contractor shall complete and certify a written record that shows names and issue dates for each contract employee having each and all legally required licenses (NY and/or NJ, depending on where posted), registrations, and certifications. This written certification shall state that all legal requirements have been fulfilled prior to the commencement of any Contract work. The Contractor shall provide an updated record to the Government following any month that shows a new employee or an updated license for any existing employee, or upon the CO's or COR’s request.
F. On-Site Personnel Folders
1. The Site commander will maintain an On-Site Personnel Folder for all contractor employees assigned to work under this contract in a paper and PDF forms. The On-Site Personnel Folder shall contain documentary evidence that all contractor employees meet the training requirements. The folder shall include the contractor employee's employment application, evidence of all required training, New York and/or New Jersey State Security Guard License when applicable, education, and drug test results. Copies of original documents may be placed in the folder, but they shall be free from any alteration and shall have a marking "certified to be a true copy", which shall be attested to by an authorized member of the contractor management (Site Commander, Project Manager or higher Company Official).
2. The paper copy of the On-Site Personnel Folder shall be made available for IMMEDIATE examination.
The electronic version, PDF, shall be sent to the Contracting Officer or COR upon request. Failure to maintain or deliver this record upon request is a major contract deficiency and may result in contract termination.
3. The Contractor must keep disciplinary records for each employee in a paper and electronic form (PDF).
These files shall be readily available for review by the COR and be kept in such a manner as to be easily discerned from records and reports required by this contract.
III. Contract Staffing
A. Qualifications of Personnel – General Requirements – to be eligible to perform under this contract, each contract employee must meet the following citizenship, age, education, experience, health and security requirements.
1. Citizenship
Subject to existing law, regulations and/or other provisions of this contract, illegal or undocumented aliens will not be employed by the Contractor, or with this contract. To be eligible to perform under this Contract, all Contractor employees must meet, to the satisfaction of the CO and COR, the following requirements: be a citizen of the United States of America or lawfully admitted aliens qualified to work under current Immigration and Naturalization Service Regulations, and have a Social Security Card issued and approved by the Social Security Administration.
2. Age and Fitness
All contractor employees must be a minimum of twenty-one (21) years of age. While there is no limit as to the maximum age of security guards, all security guards must be able to withstand the physical demands of the job. In addition to general good health, the prospective contractor employees must have no condition which might preclude performance of any task assigned under this contract. All contractor employees must have full binocular vision corrected to at least 20/30 and no significant hearing impairment being able to hear normal conversation at approximately twenty (20) feet. It will be the Contractor’s responsibility to ensure that medically acceptable documentation regarding the guards hearing and eyesight is on file and available to the CO and COR upon request.
3. Education/Experience
The waiver of any education requirement shall be requested in writing from the CO via the COR. If the waiver is allowed, the reply shall be in writing and must be placed in the employee's On-Site Personnel folder.
B. The contractor's employees must:
1. Possess a high school education or equivalency, and have two (2) years of experience demonstrating:
i. The ability to meet and deal with the general public.
ii. The ability to clearly speak and write in English and be able to read and understand directions in English.
iii. The ability to read, understand and apply printed rules, detailed orders, instructions, and training materials.
iv. The ability to maintain poise and self-control under stress.
2. Possess a current NJ and/or NY Security Guard License certification
3. Meet one of the following additional experience/education requirements:
i. Two (2) years of security experience within the past five years; or
ii. An associate’s degree accredited by an accrediting institution recognized by the U.S. Department of
Education in a related field and at least one year of experience; or
iii. One (1) year of military or National Guard (active duty or reserve) experience; or
iv. Any reasonable combination of the above (i.e., one year of security experience plus one year of college coursework related the field)
4. In lieu of the above (with the exception of item B), each employee shall have two years of relevant education above the high school level, or any combination of relevant education above the high school level and relevant experience totaling two (2) years.
5. Within two (2) months after the start of this Contract, a Liberty Security Guard Verification Document (Attachment J-4) must be completed for each guard working on this contract and emailed to the COR as one PDF file. After the two (2) month period expires and new employees are hired, these documents may be sent separately. However, the Liberty Security Guard Verification Document must be emailed to the COR no later than one (1) month after the guard is hired.
6. The Verification Document is evidence that the security guard has:
i. Completed initial training
ii. Education verification
iii. NY and/or NJ Security Licenses
iv. Signed non-disclosure form
v. Passed pre-employment drug screening
C. Background Investigation
1. NO INDIVIDUAL THAT REPRESENTS A RISK OR THREAT TO NATIONAL SECURITY AS
DETERMINED BY THE GOVERNMENT SHALL BE EMPLOYED UNDER THIS CONTRACT.
2. All contractor employees shall complete a U.S. Park Police Identification Card Application & Background Check Request Form (attached) must be submitted to the U.S. Park Police (USPP) at least (2) weeks in advance of the employment or work start date.
3. All criminal history must be included on the form. Although the main concern of the USPP is serious criminal activity, and/or appearance on terrorist watch lists, omission of minor criminal incidents is a credibility issue which will delay approval and may be cause for denial. Intentionally providing false information in any way will result in denial of the application.
4. Once the application is approved you will be required to arrange an appointment with USPP Administrative Support to have your photograph taken and ID card issued. You must come in person to Ellis Island Police Office for this appointment. Digital photographs will not be accepted via email.
5. ID cards will be valid for the anticipated term of the project or for a (1) year period for concessioners and long-term contractors.
6. A replacement ID card will not be issued unless the expired or damaged card is returned. If the ID card is lost or stolen a report must be immediately filed with the U.S Park Police. The USPP case number must be provided to the U.S. Park Police Administrative Secretary prior to issuance of the replacement card. Once the application is approved and prior to starting on-site training, all Contracted personnel will be interviewed by the COR.
7. All contractor employees shall have an ANACI background investigation initiated prior to the duty assignment of any contract employee. NPS will not require the ANACI adjudication prior to an employee being assigned to the contract. Contract employees must have their applications approved in E-QIP, by the NPS, before they are permitted to begin work on this contract." These background investigations will be conducted by the Government and shall include, but are not limited to, a criminal history check, a credit bureau check, and employment verification for the five (5) years prior to the year of employment. Evidence of any felony criminal conviction within the previous ten (10)-year period shall disqualify the prospective contractor employee from working at this site. Evidence of any criminal history shall immediately be brought to the attention of the COR.
8. As part of the ANACI background investigation, each employee working on this contract will be required to provide background information on the on-line Office of Personnel Management (OPM) E-QIP system. The Contractor shall provide a point-of-contact (POC) who will assist the Government with ensuring all Contractor employees are successfully processed through the E-QIP system in a timely fashion. The POC shall also ensure the contractor guards meet all processing deadlines set by the COR with respect to the ANACI background check. The Contractor shall bear the cost of the man-hours used to meet these deadlines. The name and number of this point-of-contact shall be given to the COR after this contract is awarded.
9. Prior to providing employee information to the Government for the ANACI background investigation, the Contractor shall conduct a criminal background and credit check on all employees who they wish to hire. If the applicant has serious misdemeanors, felonies, or a history of unpaid bills, the Contractor shall not continue to process this applicant for employment under this Contract. The Contractor is required to save all initial background checks in paper and PDF form. These documents shall be available to the COR upon request.
10. If there are questions about the suitability of an applicant's background, the Contractor shall contact OPM and/or the COR. If it is learned that a guard did not receive a successful ANACI adjudication, he/she shall immediately be removed from this contract.
D. Key Personnel
1. The Project Manager and Site Commander(s) are considered Key Personnel, essential to the work being performed. Alternates shall not be changed without written approval of the Contracting Officer. (See Key Personnel clause Alternate 1) All persons proposed by the Contractor as replacements or Alternates for Key Officials must meet the minimum qualifications that were present in the solicitation Evaluation Criteria.
Replacement candidates must also be commensurate in experience with the individual that they are replacing.
2. The Contractor shall provide the name(s), telephone number(s) including cell phone number(s), and addresses of the PM, SC, and alternate SC. Any person serving as the alternate SC for a period longer than 16 hours in any 7-day period must be pre-approved in writing by the CO.
3. During contract performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the COR within two (2) calendar days after the occurrence of any of these events and provide the information required by the paragraph below.
4. The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within two (2) calendar days after receipt of all required information of the decision on substitutions. This clause will be modified to reflect any approved changes of key personnel.
E. Project Manager (Considered by the Government as Essential to the Required Work Described in this Statement of Work)
1. General Requirements:
i. The Contractor shall provide information which specifically demonstrates the technical experience, expertise and qualifications of its Project Manager (PM) in performing the work required by this contract. Individuals for whom resumes are submitted are considered key personnel.
ii. The PM and his/her alternates shall not be changed without written approval of the CO.
iii. The CO may request the immediate removal of the PM for performance related reasons.
iv. The Contractor shall provide the name(s), telephone number, pager number (if any), cellular phone number (if any), facsimile number, e-mail address, and office address of the PM within seven (7) calendar days after contract award.
v. The indicated levels of experience cited below represent the minimum acceptable levels. Experience exceeding the minimum may be indicated.
2. Special Requirements for Project Manager
i. The PM shall have a bachelor’s degree or higher accredited by an accrediting institution recognized by the U.S. Department of Education, or at least 8 years of active or reserve duty in any of the armed forces including the National Guard; prior contract managerial experience; at least five (5) years of supervisory experience; and one (1) year in managing and supervising a staff of 70 or more. Unofficial transcripts must be included in your application and/or paperwork from the military indicating a retirement or an honorable discharge.
ii. The PM shall have technical knowledge of hand-wanding operations, identifying dangerous deadly objects in baggage or on persons, and unarmed perimeter security surveillance. The PM shall also demonstrate a technical knowledge of X-ray machines used in screening operations, and the utilization of trace detection equipment. In addition, PM shall have a general knowledge of, explosives, CCTV systems, Active Shooter Response and building alarm systems.
iii. The PM shall have past experience performing contract administrative functions including hiring/firing in order to continuously maintain an adequate staff with suitable expertise to assure work is completed in accordance with contract requirements, payroll, uniforms, phone, organization of electronic files on a computer hard drive or thumb drive, faxes, training/certification scheduling for normal operations and special events, and assure and maintain the quality control plan.
3. Services Required
i. The Project Manager shall have complete authority to act for the Contractor during the term of the Contract. The duties of the PM shall not, under any circumstances, be performed by uniformed employees performing productive or supervisory hours under the term of the contract or any other guard contract administered by NPS. The PM shall give full time and attention to the duties of this contract.
The Contractor shall not task the PM with assignments that are not affiliated with this contract.
ii. The PM shall have the authority to accept notices of deductions, inspection reports, and all correspondence on behalf of the Contractor. The PM will have the overall responsibility for implementing, monitoring, and upgrading the Contractor's quality control plan and is responsible for ensuring that the Contractor's work force always complies with the contract requirements. The PM must completely understand the operational requirements of the Contract, including:
a) Functions of both the productive and supervisory staff
b) Location(s) of service
c) Method of operation and equipment required at each post
d) Contents of general and specific post orders
iii. The PM should conduct regularly scheduled meetings with supervisory staff to continually evaluate security officer performance and review operational procedures. The PM will be required to utilize an on-site office provided by the Government within ten (10) days of the Contractor receiving notice of its location through the COR. When this occurs, the PM will be expected to be physically on site during normal operating hours (0800-1700), Monday through Friday, overseeing contract issues for the duration of this contract.
iv. Administrative functions: Hiring/firing, payroll, invoicing, uniforms, dosimeters, phones, faxes, training/certification scheduling for normal operations and special events and Quality Control Inspection Reports. Make sure the company submits all monthly reports and daily schedules within the first seven (7) days of the month.
v. Complaint Process: The PM, acting on behalf of the Contractor, shall implement a policy for investigating complaints. The policy shall include the use of a complaint form and instituting a complaint review process. The investigation shall be thorough as referenced in the QASP (Attachment J-1) and each complaint received by any member of the contract guard staff shall be investigated. The PM shall ensure that complaints are investigated within seven (7) days after the complaint was received.
Within two (2) days of the investigation being completed, the PM shall place the results of the investigation in the involved employee’s Personnel Folder and email all the documents related to the complaint to the COR in a PDF file. Failure to investigate a complaint or notify the COR of the results of the investigation should be considered a serious breach of contract.
vi. Operational functions: Technical knowledge of CCTV and dispatch operations, building alarm systems, Active Shooter Response, x-ray machines, behavioral detection techniques, explosive/HAZMAT identification, the use of metal detectors and hand-held wands, and training or instructing security operations. Ensure that guard work force is prepared to perform all duties as specified in the contract.
vii. The PM shall be available during normal working hours within thirty (30) minutes by telephone or in person to discuss any problem areas. After normal duty hours or on weekends and holidays, the PM shall be available within two (2) hours.
F. Site Commander (Considered by the Government as Essential to the Required Work Described in this Statement of Work) – the position of Site Commander is a uniformed position. The Site Commander shall:
1. Be present on-site during park operating hours and be available for the Contracting Officer, COR, or USPP Sergeant.
2. Perform duties as the supervisor of the guard force and be in charge of all contractor employees under this contract. Have broad authority to act for the Contractor on a day-to-day basis at the work site.
3. Provide on-site supervision to Operational Supervisors.
4. Ensure that each guard performs all duties as specified in accordance with the contract. The Site Commander shall also be responsible for ensuring that all guards working on this contract are properly uniformed and present a neat and professional appearance.
5. Ensure that each post is staffed as required. Make sure all contractor employees are properly trained, equipped, uniformed and are familiar with their respective posts, duties and responsibilities.
6. Ensure that the Site Commander visits the Marine Inspection Office (MIO), the Ellis Island Bridge (Post IV), the Statue of Liberty Screening Site, the Liberty State Park Screening Site, the Battery Park Screening Site, the Battery Park Security Post, and the NPS Command Center each day to ensure the operation is running effectively.
G. Operational Supervisors
1. The Contractor will provide on-site Operational Supervisors for each Screening Site: Battery Park Screening Site, Liberty State Park Screening Site and Statue of Liberty Screening Site.
2. Employees working as Dispatchers in the Liberty Command Center are to be classified as Operational
Supervisors. Duties listed below will only apply to Operational Supervisors assigned to screening and sentry sites.
i. Operational Supervisors are responsible for contract guard performance at their respective site.
ii. Ensure all stations are properly staffed.
iii. Coordinate guard force breaks and relief.
iv. Conduct daily roll call of staff for inspection, equipment check, announcements, and the general transfer of information. Perform administrative duties including Time and Attendance verification and scheduling.
v. Be available on-site during park operating hours for the Contracting Officer, COR or USPP Supervisor.
vi. All Operational Supervisors will be enlisted in the NPS Network e-mail program. They will be provided an HSPD-12 smart card which will grant them network access.
vii. The Contractor shall ensure that supervisors are checking their NPS e-mail regularly, at a minimum once at the beginning and once at the end of each assigned work shift.
viii. Training requirements for Operational Supervisors is covered in section IV, F.
H. Unarmed Guards
1. The Contractor shall provide the required number of Guards as specified under this SOW and subsequent Contracts. The position of Guards is a uniformed guard position.
2. The Contractor shall ensure that there are sufficient fully qualified contractor employees available to replace any guard or supervisory personnel on breaks, sick call, regular days off, scheduled vacation, or any emergency. All relief personnel shall fully meet the minimum requirements for the Sentry Post/Screening Site/Special Events/Liberty NPS Command Center to which they are assigned and shall be identified on the daily schedule.
3. Training requirements for the unarmed guards is covered in section IV, F.
I. Personal Appearance and Grooming
Contractor employees shall abide by the Contractor’s policy on personal appearance and grooming.
IV. Duty Posts
A. Duty Post Locations (See Attachment J-13)
1. Battery Park Post: Located in the Battery Place section of Lower Manhattan, West of Castle Clinton National Monument, on the Battery Park promenade.
2. Liberty State Park Post: Located near the Central Railroad of New Jersey (CRRNJ) terminal building within Liberty State Park, 1 Audrey Zapp Drive, Jersey City, NJ.
3. Statue Secondary Screening Post: Located at the backside of the Statue of Liberty Monument on Liberty Island.
4. Marine Inspection Office: Located in Lower Manhattan, adjacent to the Staten Island Ferry Terminal.
5. Ellis Bridge Post (Post IV): Located within Liberty State Park, off Freedom Way, just North of Ellis Island.
6. Liberty Command Center: Located on Ellis Island in the Ellis Police Office (EPO).
B. Duty Post Location Descriptions
1. Battery Park Post: screening facility for park visitors and staff (including NPS employees, concessioner employees, contractors and Park partners) waiting for concessioner ferry transportation from Lower Manhattan to Ellis and Liberty Islands. It consists of a large security screening tent and an attached holding tent. Security screening equipment includes x-ray detection machines, magnetometers and trace detection units. Work is performed by the contract security guards and oversight is provided by the United States Park Police. An overnight security guard provides security of the perimeter of the screening tent facility as well as the equipment within the screening tent.
2. Liberty State Park Post: a screening facility for park visitors and staff (including NPS employees, concessioner employees, contractors and Park partners) waiting for concessioner ferry transportation from New Jersey to Ellis and Liberty Islands. Security screening is done within a tent located outside the Central NJRR terminal. Security screening equipment includes x-ray detection machines, magnetometers and trace detection units. Work is performed by the contract security guards and oversight is provided by the United States Park Police.
3. Statue Secondary Screening Post: located on Liberty Island, this screening facility is used to provide further screening to those visitors who are authorized to enter the pedestal and/or Statue of Liberty Monument. It consists of a large tent partitioned to house a staging area and screening equipment. Screening equipment consists of x-ray detection machines, magnetometers and trace detection units. Work is performed by Contractor and oversight is provided by the United States Park Police.
4. Marine Inspection Office (MIO): Contractor provides around-the-clock guard coverage to allow access control for the parking lot which is controlled by the United States Coast Guard. Additionally, used by USPP and authorized NPS staff.
5. Ellis Bridge Post (Post IV): checkpoint for staff (including NPS employees, concessioner employees, contractors and Park partners), invited guests, all commercial freight deliveries (to the concessioner) as well as FedEx, UPS and USPS to gain access to Ellis Island via the service bridge between Liberty State Park and Ellis Island. It consists of a small guard booth and a vehicle barrier. United States Park Police Officers conduct cursory inspections of all vehicles and personal belongings; K-9 USPP officers perform explosive sweeps on all delivery vehicles. The contract security guard is responsible for checking in all authorized guests who are permitted to access the island based on approved Park Management Logs.
6. Liberty Command Center: The Liberty Command Center houses the Park's closed-circuit television system, the Park's fire detection system, radio dispatch operations and the Park's emergency telephone line.
Equipment includes monitors, control panels, a fire detection computer system and a radio base station.
Oversight and technical direction will be provided by the United States Park Police. Due to the complexity and special training requirements of this position, each contractor employee performing work as a Command Center guard shall be categorized as an Operational Supervisor.
7. Training requirements for the Command Center employees are covered in section IV, F.
