POST ORDERS (6 Pages) Attachment J-15
Post Assignment Record Security guards shall perform all tasks in accordance with the duties outlined on the Security Guard Post Assignment Record, which are prepared by the COR daily for all shifts on each post. The Post Orders define the specific duties that the contract security guards are to perform. The security guards shall not deviate from the directions provided by the Post Orders except in emergencies or as directed by the COR.
General Duties Security guards will be required to perform a variety of security-related duties, depending on the post to which they are assigned. Each security guard post will have a Security Guard Post Assignment Record and an Officer's Duty Book. Security guards must be thoroughly familiar with the post orders at all posts where they are assigned to work. Under no circumstance should any security guard neglect his/her assigned duties in order to familiarize him/herself with Post Orders. Off-going guards shall provide a brief to on-coming guards of the events and occurrences that have recently happened, are continuing, or are anticipated for the post. Security guard post assignments may include, but are not limited to the following duties and responsibilities:
· Access control • Patrol operations
· Package screening • Monitoring CCTVs and dispatching
· Personnel screening • Suspicious behavior detection
· Visitor processing • Emergency response
· Communications • Visitor relations
All Security Guards must:
1. Be knowledgeable of the location and use of the nearest first aid kit, fire extinguisher, fire alarm, emergency exit, and duress alarm (if any), and shall be ready, willing, and able to use them as necessary and as required by the post orders.
2. Control access to the post area by observing, detecting, and reporting violations of post regulations as directed by the Post Orders. Security guards must provide and maintain complete and effective surveillance, inspection and protection of all internal and perimeter areas within the designated parameters and limits of the assigned post.
3. Perform package inspection using automated technology or through manual, or visual surveillance. This includes, but is not limited to, inspection of packages, briefcases, purses, canisters, bags, valises, and other containers in the possession of visitors, employees, and other persons arriving on, working at, visiting, or departing from the facility. Admittance will be denied to those persons refusing to submit to a voluntary inspection, except for those persons exempted by specific Government directive. When a weapon or other contraband is detected, the Guard shall immediately notify the U.S. Park Police Officer at the Screening Site. The Guard shall be responsible for making a positive visual identification of the person(s) possessing the weapon or other contraband.
4. Operate all security equipment on post, such as X-ray machines, magnetometers and explosive trace detection equipment. No security guard shall be permitted to work alone on any post containing security equipment without prior training on that specific equipment.
5. Conduct and report on security equipment performance tests as directed in the Post Orders. Daily, weekly, or monthly performance tests may be conducted on security equipment such as walkthrough and hand-held magnetometers, x-ray machines, air samplers, under-carriage inspection systems, active traffic barriers, and other automated security devices. Guards will record the results of the tests on an appropriate form provided by the Contractor as directed in the Post Orders. These forms shall be submitted with the monthly report.
6. Answer questions and provide directions to visitors and building tenants. Prior to arriving on duty, each security guard shall be familiar with the name, address, and location of his/her post, as well as the post orders of the assigned post. Each security guard shall be familiar with each tenant Agency 's name and the locations within the facility of the most commonly sought-after offices or locations, such as service offices, restrooms, elevators, entrances and exits, retail spaces, and parking areas. This information shall be provided to any visitor upon request.
8. Be responsible for keys, "key cards," lock combinations, etc., that are issued for the security guards' use. Safeguard and secure keys and access control devices as sensitive assets. All such keys and access devices are the property of the Government and are to be returned to the issuing agency at the termination of the Contract.
9. Do not remove the keys or other access control devices from the facility premises unless specifically authorized. Report keys or access control devices that are missing, lost, unusable, and/or stolen immediately reported to the guard's supervisor, who will report this information to the COR.
10. Report to USPP and record the incident when an alarm sounds.
11. Not disengage, shut off, remove, reposition, obstruct, or in any way interfere with the Government video surveillance cameras/systems.
12. Notify the USPP and the NPS Command Center immediately if any of the systems malfunction, fail, or otherwise require maintenance. Do not contact a NPS Equipment Maintenance Contractor.
13. Verbally report threatening circumstances and potentially threatening activities to the nearest U.S. Park Police Officer. Whenever possible, security guards are encouraged to report a serious or potentially serious problem before responding so that they may receive all necessary backup and support to lessen or eliminate the potential threat.
14. Report persons attempting to gain unauthorized access to property and/or personnel at the facility being protected. Report all such incidents in accordance with established procedures as detailed in the Post Orders.
15. Report all potentially hazardous conditions and items in need of repair, including inoperative lights, locks, security hardware, leaky faucets, toilet stoppages, broken or slippery floor surfaces, blocked emergency routes or exits, etc to the COR.
16. Summon professional assistance in the event of injury or illness to any person while in the building or on the grounds.
17. Turn off unnecessary lights; close and secure windows; close and secure doors, gates and other facility access points; and perform any other additional duties as prescribed in the Post Orders.
18. Testify in judicial proceedings on behalf of the Government. Security guards shall coordinate all Contract-related court appearances with their supervisor, will coordinate with the COR. Contract-related court testimony will take priority over all other Contractor-scheduled duties. Security guards who are required to make a court appearance shall be remunerated by the Contractor at the same hourly rate they would earn while on duty, and the Contractor shall in turn be remunerated by the Government. The Contractor will invoice for the actual hours the security guard spent at court (including transit times from the duty station to and from the court), whether or not his/her testimony was used and/or provided (court delays are common, and multiple appearances by the testifying security guard may be required). Unless otherwise required by the COR, Contract employees who are scheduled to testify on behalf of the Government shall appear in full uniform.
19. Conduct, coordinate, and control all communications in accordance with NPS policies and procedures. All forms of communication regarding incidents and operations, including radio, verbal, visual and written, are considered law enforcement sensitive and shall not be discussed with others.
20. Perform other such functions as may be necessary in the event of situations or occurrences such as civil disturbances, attempts to commit espionage, sabotage, or other criminal acts adversely affecting the security and/or safety of the Government, its employees, property, and the general public lawfully in buildings or on the grounds under the control of the Government.
21. Maintain orderly and safe flow of pedestrian traffic through the magnetometers.
22. Keep the Duty Post organized, neat and clean.
23. Assist NPS employees with crowd control during law enforcement, medical, rescue, fire, or other emergency situations at the site. This is to include evacuation of the site if necessary.
24. Be at assigned Post promptly at the start of their shift, and remain at the Post in full uniform until the end of the shift or until properly relieved. Ensure that no contractor employee departs any Post until a face-to-face on-post relief has occurred.
25. Report each Duty Post as "In Service" at the beginning of their shift by broadcasting their name, location and stating "10-41" over the NPS Radio.
26. Report any lost/found items to the nearest NPS Ranger/Guide or U.S. Park Police Officer.
27. Maintain a logbook at each site to log any significant incidents that occur as well as to keep track of the day's activities.
28. Be mentally alert and physically ready to operate and enforce the Government's system of personnel identification and access in a courteous and efficient manner.
Emergency Duties for all guards:
1. Be continually on the alert for the occurrence of fires, floods and other catastrophes, by observations of the buildings, machinery, equipment, other property and personnel all around the work site. In the event of a man-made or natural catastrophe on the site, the contractor employees shall immediately notify the NPS Command and Control Center/Dispatch and assist in minimizing the effects thereof.
2. In case of an emergency condition requiring immediate attention, the Contractor's on-site supervisor or the shift supervisor shall take action at the direction of the U.S. Park Police who will divert uniformed personnel from their normal assigned duties and summon appropriate assistance as may be required in the Occupant Emergency Plan. Incidents of this nature shall be reported in accordance with procedures outlined in the Log Book. As soon as the situation is resolved, the Contract employees should return to their assigned posts and duties.
3. In some situations, security guards may be required to act independently as the primary security response until law enforcement assistance arrives.
4. Report any safety hazards immediately to the NPS Command Center and report in the Log Book. Safety of employees and visitors is of the utmost importance and is a priority for the NPS. Contractors are expected to make safety a high priority at this site.
Guards at Posts with Screening Equipment shall:
1. Ensure that all security screening equipment is in good working order and bring to the attention of the US Park Police any equipment not in proper working order.
2. Maintain orderly flow of visitors through the screening process.
3. Ensure all visitor property is divested into security bins for screening to allow visitors through magnetometers.
4. Notify US Park Police when weapons, prohibited items or contraband are found in the possession of a visitor, and identify the person who was in possession of the item(s).
5. Hand-wand visitors when they unsuccessfully pass through the magnetometer two times. Wanding shall be done by a guard of the same sex as the visitor.
Guards at Sentry Posts (No Screening Equipment) shall:
1. Ensure the NPS Radio is properly charged and in good working order.
2. Properly identify all authorized visitors, guests, Park Partners, workers, contract employees and log their names into the logbook.
3. Check in all vehicles and verify authorization to enter.
4. Make a notation in the logbook and notify NPS Dispatch when leaving and upon return when taking a "Personal Break".
BATTERY PARK
A screening facility for all visitors waiting for concessioner ferry transportation from Lower Manhattan to Ellis and Liberty Islands. It consists of a large security screening tent. Security screening equipment includes x-ray detection machines, magnetometers and trace detection units.
An overnight guard will ensure that the tent and equipment are secure when Ellis and Liberty Islands are closed. Specific duties include:
1. Conduct on the hour internal and external patrols of the tent.
2. Observe, detect, report, and respond to all suspected or apparent security violations, or suspicious item found during patrols.
3. Maintain logs, reports, and files of all incidents and occurrences encountered during the patrol tour.
4. Serve as the first responder to all security alarms and emergencies occurring within the area of assignment.
5. Test all equipment before the Parks open in the morning and bring to the attention of US Park Police any equipment not in proper working order.
MARINE INSPECTION OFFICE (MIO)
A checkpoint for staff (including NPS employees, concessioner employees, contractors and Park partners) and invited guests to gain access to Liberty and Ellis Islands via the Park's staff boat. MIO consists of a small office where security screening guards use hand-held magnetometers and conduct inspections of an employee’s or visitor’s belongings. Guards are also responsible for checking in all authorized guests based on approved Park Management logs. Additional specific post duties include:
1. Regulate MIO parking lot usage by limiting access to personnel and vehicles with proper Government Parking Passes or Identification Cards, and others authorized by the NPS or US Coast Guard.
2. Issue temporary identification to NPS visitors, contractors and employees who do not possess permanent government identification cards when authorized by the NPS.
3. Receive, log, secure, and transfer mail destined for the NPS, NPS concessionaires, and NPS contractors promptly.
4. Conduct patrols in accordance with routes and schedules established in the Post Orders.
5. Observe, detect, report, and respond to all suspected or apparent security violations.
6. Maintain logs, reports, and files of all incidents and occurrences encountered during the patrol tour.
7. Serve as the first responder to all security alarms and emergencies occurring within the area of assignment.
8. Direct traffic, parking and pedestrians at the site in accordance with NPS policy and procedures (the guard shall ensure that only authorized persons and vehicles are permitted access to restricted parking areas).
9. Advise appropriate Government personnel upon arrival of NPS visitors, deliveries, mail and services. Receive, log, secure, and transfer mail destined for the NPS, NPS concessionaires, and NPS contractors promptly.
10. Check the daily boat log for "Special" boat runs and screen guests outside the normal schedule of staff boat runs.
11. Make a radio transmission over the NPS Radio at the beginning and end of patrols when conducting patrols of the exterior of the MIO facility.
12. Issue temporary badges and parking passes as needed.
13. Have no personal visits, nor shall guards use/park their personal vehicles at these locations.
14. Overnight guards shall conduct periodic patrols of the MIO facility and provide vehicle access control for the MIO parking lot. Only authorized or properly permitted vehicles shall be allowed entry into this MIO lot.
15. Identify vehicle operators and occupants of all vehicles entering the lot and enter their names into the MIO Log Book.
LIBERTY ISLAND
Statue Secondary Screening Post is located on Liberty Island. This screening facility is used to provide further screening to those visitors who are authorized to enter the pedestal and/or Statue of Liberty Monument. Screening equipment consists of x-ray detection machines, magnetometers and trace detection units.
ELLIS BRIDGE
Checkpoint for staff (including NPS employees, concessioner employees, contractors and Park partners), invited guests, all commercial freight deliveries (to the concessioner) as well as FedEx, UPS and USPS to gain access to Ellis Island via the service bridge between Liberty State Park and Ellis Island. The security guard will check in all authorized guests based on approved Park Management Logs. Other specific post duties include:
1. Regulate Ellis bridge usage by limiting access to personnel and vehicles with proper NPS parking passes or identification cards, or others authorized by the NPS.
2. Issue temporary parking passes and identification to NPS visitors, contractors, and employees who do not possess a permanent NPS parking pass or identification card when authorized by the NPS.
3. Advise pedestrians crossing the Ellis Bridge to utilize the pedestrian walkway.
4. Direct traffic when necessary during special events, emergencies or when large vehicles cross the bridge.
5. Direct traffic, parking and pedestrians at the site in accordance with NPS policy and procedures. The contractor shall ensure that only authorized persons and vehicles are permitted access to restricted parking areas.
6. Advise appropriate Government personnel upon arrival of NPS visitors, deliveries, mail and services. Receive, log, secure, and transfer mail destined for the NPS, NPS concessionaires, and NPS contractors promptly.
7. Direct traffic over the bridge and coordinate vehicle movements. Issue temporary badges and parking passes as needed.
8. Keep the vehicle barrier in the "down" position during times of peak vehicular traffic (generally between 0600-0930 and then 1600 and 1730 hours). Keep the vehicle barrier in the “up” position at all other times. Become thoroughly familiar with manual operation of the vehicle barrier should there be a power loss.
9. Have no personal visits, nor shall guards use/park their personal vehicles at these locations.
COMMAND CENTER
The Park's closed circuit television system, fire detection system, radio dispatch operations and emergency telephone line are located in the Command Center. Specific duties for the Command Center include:
1. Operate NPS 2-way radio system, answering radio calls on behalf of the National Park Service. Dispatching personnel as appropriate based on the needs of the Park.
2. At the direction of U.S. Park Police and NPS Officials, contact outside agencies for medical, fire, law enforcement, utility and maintenance assistance/needs. Make email notifications as directed by the COR.
3. Operate the NPS security camera system using the keyboard and control board. Make video recordings of CCTV footage when requested by a USPP supervisor. Answer incoming calls into the Center and respond to or direct calls as appropriate.
4. Maintain a copy of all daily schedules and details related to the NPS and USPP operations. These documents will be provided to the center each day by the appropriate Division(s) within the Park.
5. Monitor the NPS Maintenance Building Management and Fire Systems for Liberty Island, following protocol for notifications to either or both NPS Maintenance and U.S. Park Police via radio and/or phone.
LIBERTY STATE PARK
A Screening facility for all visitors waiting for concessioner ferry transportation from Liberty State Park to Ellis and Liberty Islands. It is located near the Central Railroad of New Jersey (CRRNJ) terminal building and consists of a large security screening tent. Security screening equipment includes x-ray detection machines, magnetometers and trace detection units.
